The Town of North Andover Zoning Bylaw Section 7.31 Projections into Front Yards (Page 83 of the Zoning Bylaw) states - Uncovered porches may
project into the front yard not more than one third of its width and not more than four feet in any case.
However this projection is not any closer than the existing stoop and steps as matter of fairness and current ADA regulations.

Please see attached modification plan of the stoop and steps and graded walkway.
The set back for the modification has been established as the stoop and steps are existing. The modification of
the stoop and steps are allowed under Massachusetts Zoning Laws regarding Access Ramps, MGL c. 40A. The
graded walkway will meet the stoop and steps with the correct elevation for handicap access.

Lisa: We received an application for a modification to a Watershed Special Permit granted just this past
January. Since the changes are minor we wanted to see if you would recommend this go through
formal stormwater review.

The construction of an addition to a single family home is proposed on the lot at#254 Great Pond
Road. A plan by Sullivan Engineering Group LLC revised 3/21/16 has been reviewed. The DPW does
not oppose the construction provided that the resulting construction will not impose additional water
runoff onto the existing roadway. The lot and paved areas are to be graded to pitch away from Great
Pond Road. A driveway permit(no charge) should be taken out from DPW for this project.

Jean,
I am happy to hear a common ground was met to move this project forward. I have attached the revised Site Plan and my drywell
sizing calculations to support the compromise to move the project forward. I made the following changes:
1) The plan now shows the entire garage roof (including the expansion) to be hardpiped via roof drains to Drywell #2. A total of 870
square feet of roof area will now be collected and recharged via Drywell #2.
2) In order to collect the additional roof area, I needed to increase the amount of crushed stone surrounding from 12 inches to 30
inches. This has been noted on the site plan portion and the construction detail (upper left hand portion of the plan).
3) 1 show the entire garage roof area to be recharged (this area is hatched on the plan) with roof drains added for conveyance of
stormwater.
4) 1 placed a revision date of 7/13/2016 on the plan to reflect these changes.
5) 1 have attached my HydroCAD calculations supporting the sizing of Drywell #2 for the 2,10, and 100 year storm event.
All other aspects of the plan remain unchanged from the previous approval.
Tom/Nicole...if paper copies are needed feel free to print out the Site Plan on 24"x36" paper...the drainage calculations can be
printed on 8.5"x11" paper.
I believe the changes I made on the plan and highlighted above is sufficient for the project to move forward.

Nicole,
If you would like to clarify/confirm any information please give me a call. I have reviewed the project with the Inspector of Buildings,
Don Belanger, and given the scope we have discussed he does not believe the project requires a ZBA filing. The front wall
foundation is the only foundation wall to be replaced and it is to be replaced in the same location as the front wall existing
foundation. Do you know what year the garage was constructed?

Just wanted to follow-up on a couple of the questions you raised today. I spoke with Kevin, our GC. The existing foundation can
be left in place, except for the front wall foundation. As far as Kevin can tell, there is no frost wall present and leaving the front
wall foundation in place could lead to structural issues in the future. So, this part of the foundation would need to be replaced. Of
course, the foundation would need to be expanded to support the additional square footage.
Because we are putting a room over the garage, the roof, as well as the structure itself, will need to be replaced (the structure isn't
salvageable given that we are adding the second floor space).
I went back and reviewed the plans that we submitted. I understand how there may have been some confusion. In our
presentation, we were very focused on 'additional square footage' and 'overall footprint expansion' because this seemed to be the
board's primary focus. In our defense though, along with Jack's plans, we submitted the architect's drawings which depicted the
new garage and roof line. Suffice it to say, I think we all could have done a better job confirming the details.
I would really appreciated your guidance on next steps. I am hoping this doesn't need to go to zoning, but if it does, I'd like to get
the ball rolling sooner than later.
