Vicens Lot 11 Barker Street Lot 15 Wintergreen Lot 7 Cotuit Street On a site visit conducted prior to the meeting, the above areas were in need of repair of their erosion controls. However, all areas were in com- pliance by the meeting so no enforcement orders were ratified. Lot 3 - North Andover Business Park (Material Installation) James Bourgeois of Channel Building presented a site plan to the Commission W. Vicens motioned we accept the plan for Material Installations Lot 1B, The revision date on plan is 4/20/88. L. Bruinooge seconded, motion carried. Lot 7A - North Andover Business Park James Bourgeois of Channel Building attended the meeting and presented a revised plan for the above area. W. Vicens motioned to approve the revised plan dated 2/19/88. L. Bruinooge seconded, motion carried. Lot 3 - North Andover Business Park Placed on our next Agenda of 5/11/88. Lot 9 - Dale Street - Public Hearing The owner of this lot is H. Michael Smolak. Joe Cushing of Richard Kaminski Associates,, attended the meeting and explained the revised plans to the Commission. An abutter by the name of John Obert, who lives at 10 Coventry Lane came before the Commission and explained his position (see .letter) . A site visit will be made by the Commission this Saturday. W. Vicens motioned that we continue the public hearing to 5/11/88. C. Schoene seconded, motion carried. Lot 10 C Forest Street - Public Hearing Tom Neve of Neve Associates represented Equestrian Estates Realty Trust, the owner (George Pelletier) . This is the last lot in the Equestrian Page -2- Minutes of Meeting of April 27, 1988 Lot 10C Forest Street - Continuation Estates. The lot is also on the boundary as presented on the habitat map. Dave Kapps, an abutter of 2A Forest Street, came before the Commission and expressed his concerns for the area involved. It was established that a site visit would take place this Saturday. Ed O'Connell, another abutter (who had not been informed due to purchase of his home from the Ronan's and the change has not been made in the Assessor's Office) , appeared before the Commisssion. (Address is 875 Forest Street.) W. Vicens motioned we close the public hearing and issue an Order of Conditions within 21 days. L. Bruinooge seconded, motion carried. P. Tariot abstained. Booth and Wesley Streets - Roadway -- Public Hearin Joe Borgesi representing the J.J.B. Associates, attended the meeting and explained their plans to the Commission. Curt Young of Wetlands Preserva- tion also explained to the Commission what type of land was involved in this area. The Commission decided on a visit this Saturday. P. Tariot motioned to continue the public hearing until May 11, 1988, W. Vicens seconded, motion carried. A letter of extension for two weeks was also requested, and granted. Lot 64A Ha meadow -- Public Hearin This public hearing was extended due to the fact that the abutters had not been notified, was motioned by P. Tariot, and also a letter of two weeks extension was requested and granted. W. Vicens seconded, motion carried. Meeting scheduled 5/11/88. Lots 14-44 Candlestick Road - Public HearinR Lot 29 excluded) Tom Neve of Neve Associates represented the owner, Robert Janusz. It was also shown to be in the Habitat regulations area. P. Tariot motioned to continue the public hearing until May 11th. Tiffany Lane (Jeffrey Place) Public Hearing This public hearing will be held on May 11th 1988 due to the fact that the Legal Notice was received too late by the Citizen, therefore the Public Hearing will be held on May 11th. No vote taken. Boston Brook - Continuation of Public Hearin Byron Holmes of R.F. Geisser and Associates, represented George Farr and Dr. Robert Smith the owners of the Boston Brook Estates. The NACC had a consulting firm (BSC) do a review of drainage on this area. A report was received and Mr. Holmes proceeded to explain to the Commission the informa- tion requested in the report. Many abutters attended the meeting, namely a few: John Hoff of 1797 Salem St. , Peter Brown of 1701 Salem St. end of Ingalls, John Zickel of 1607 Salem St. , Rolfe Trevisa of 151 Olympic Lane, and Nelson Packer of Campbell Road. The water problem was mo e prevalent, as upstream and downstream of this project there are already many water problems in the area. Paul Tariot motioned we continue the public hearing or four weeks 5/25/88. W. Vicens seconded, motion carried. Paul TAriot motioned to accept the April 6th minutes as amended. W. Vicens seconded, motion carried. 1i y Page -3- Meeting of April 27, 1988 Rd ewood FArm - Discussion on Preliminary Plans W. Vicens motioned on the findings: 1. No work in watershed. 2. Work appears outside wetlands. 3. There is an issue of a detention pond. The Commission takes no issue on the rezoning. Paul Tariot seconded, motion carried. W. Vicens motioned to accept the Order of Conditions as amended on Patton Lane. L. Bruinooge seconded, motion carried. Arthur Resca motioned we approve $3,000 for Mazurenko Properties per request of Paul Sharon of 4/22/88. W. Vicens seconded, motion carried. A. Resca motioned to approve $1 ,000 (up to $2,000) to be expended to BSC for Boston Brook. P. Tariot seconded, motion carried. W. Vicens motioned to strongly support special permit for watershed bylaw. P. Tariot seconded, motion carried. For correspondence of the week see the weekly agenda. Meeting adjourned 12:30 P.M.
