Minutes of Meeting of May 25, 1988

North Andover Boat Ram -- Discussionl
Paul. Tariot gave a synopsis of a site walk the previous evening. Attending the
meeting were 14m. Dolan, N . Andover Fire Chief, Paul Niman, Div. Director of
DPW, Officer Rand, No. Andover Police, Christine Smith, representing Bd. of Selectmen,
Karen Nelson, Director of Planning and Community Development, Patrick Darcus -
Greenway Coordinator of the Merrimac River Watershed Council, as did Paul Tariot
representing the NACC. A question arose as to what Zoning District this is in?
(IS or R4) Zoning could becomean issue in this area. Hud funds and Self-Help
funds were involved in the purchase of this area. The Technical Review Committee is
involved in this project. Joe Cushingran interested party, had some questions from an
engineering view point and also from a public viewpoint. A few abuttors (Diane
Blanchette, Elaine Brassa, and a Mr. Sands) spoke to the Commission regarding some
of the problems involved with this project,
,North Andover Boat Ramp - Public Hearing. _ _..,...,,___......_�
This project is in the Merrimac River Watershed. Suzanne Lameraux of Kimball Chase,
the engineers involved with the boat ramp, attended the meeting and the plans were
discussed at length, explaining soils, high and low water, concrete forms, grading
(12 to 13% slopes for entrance of boats) . Fish mentioned were salmon and shad
that frequent the river in May, June and October. The plans were to start work
in late August. There will be about 5,740 square feet of pavement for parking.
Calculations were requested by the Commission that include calculations to support
zip -rap or stones on the embankment in order to withstand the force of the
Merrimac River flow at the 25 and 100--year flood stages, 2 alternative layoutsof
the parking lot, additional information on wildlife habitat study and 3}lnformation
on the resolution of the abuttors "non-wetland" concerns and their impact on the
project design.

Salem Turnpike and Berry Street - Determination
The owner, Riparian Realty Trust, is requesting the Cotimifission to make a Determination
concerning the boundaries of the resource areas as shown on the plans. No work is
proposed as part of this filing.
Hayes Engineering, Inc. , presented the plans and after some discussion it was decided
by the Commission that they needed more professional input was necessary in order to
establish a Determination for this area. On June 1st a site visit was made to this area
by the Commission and they met with the applicant's lawyer and botanist. Bordering
vegetated wetland and bordering land subject to flooding boundaries were discussed.
We requested that flagging in some areas be altered and that revised plans be submitted
to us by June 8th. It was motioned at the meeting by W. Vicens to continue the public
hearing until two weeks from tonight (June 8th) . C. Schoene seconded, motion carried.
An extension was requested by the NACC and granted by the owner.
Great Pond and Marb leridge .Road
A letter was sent by Jack Lindon to Paul Niman regarding work in this area. Letter
stated to place erosion controls around catch basins on the east side of Great Pond Road
and stabilization at the stream bed area immediately adjacent to newly constructed berm
on the west side of Great Pond Road. Also, if they decide to relocate a pipe on Leland's
property a Notice of Intent will be necessary before work begins.
Great Pond & Castlemere - Violation - (Pond)
Letter sent by Jack Lindon to owner, Mr. Allen Tarro, requesting him to place a single row
of staked haybales around the pond's perimeter. A follow-up letter was also sent.
Candlestick (Jerad II) --(Lots 14-44 Except Lot 29) Order of Conditions
P. Tariot motioned to accept the Order of Conditions on Candlestick as amended. L.
Bruinooge seconded, motion carried.
Booth & Wesley Streets - Order of Conditions
W. Vicens motioned to accept the Order of Conditions (Denial) on Booth and Wesley Streets
as amended. L. Bruinooge seconded, motion carried. The area has bordering land subject
to flooding.
Tiffany Lane -(Jeffrey Place) - Order of Conditions
L. Bruinooge motioned we accept the Order of Conditions on Tiffany Lane as amended.
P. Tariot seconded, motion carried.
Lot 9 Dale Street -- Order of Conditions
W. Vicens motioned to accept the Order of Conditions on Lot 9 Dale Street as amended.
C. Schoene seconded, motion carried.

Lot 15 - Forest Street - Determination
C. Schoene motioned to issue a Negative Determination with Conditions on Lot 15
Forest Street. Condition to place erosion controls and get the approval of the NACC.
L. Bruinooge seconded, motion carried.
Lot 15B 071} Riverview Street - Determiniation
W. Vicens motioned to issue a Positive Determination on this Lot 71 Riverview Street
as the proposed work is within 100 feet of the buffer zone of Cochickewick Brook and
also work within the 100 year flood plain.
