A.T. & T. - Discussion
Nancy Sullivan, who , is a consultant for NACC, worked on this project
before leaving NACC. The Commission requested that she be called in
to continue on with the many projects on this site . C. Schoene mo-
tioned to accept her written recommendations on these projects .
A. Resca seconded, W. Vicens abstained.
Two weeks from tonight (7/20/88) Jack will report on the second-
half of this project. Motion carried.
Dale Street Sewer Extension - Discussion
Ben Osgood Jr . , requested this be put on agenda . He also attended the
meeting. Discussion of a sewer crossing under the brook took place.
At time of a low flow, they would dam brook and put gravel over pipe .
A. Resca said if any storms resulted in a flash-flood they would be
responsible for any erosion. A dewatering discussion for the crossing
of Mosquito Brook (Ben was to inform the NACC when dewatering would
take place) took place. W. Vicens motioned we approve the sketches
in compliance with Condition #15 and 16 of the Order of Conditions
and that two additional requirements be imposed, namely:
1 . . . . Notify us when the dewatering is to be installed.
2 . . . . .Notify us prior to start of crossing .
P. Tariot seconded, motion carried. P . Tariot abstained.
The Pines -- Discussion of Bond
Ben Osgood Jr. , spoke about the Condition 1118 which stated that as
work was completed and accepted, a certain amount of monies could
be released. He requested $15 , 000 out of the $20 , 000 that had been
on deposit. It was requested by the NACC that Ben Jr. , bring in a
schedule of what has been done . Getting a Certificate of Compliance
still remains . . . .we need topo of each detention pond and also spill-
way elevations be certified. W. Vicens requested a more formal pro -
cedure to release the bond money . Also a culvert will be. completed
by Osgood by then. A site visit will take place (Evening of July 13 ,
1988) .

Florence Estates - Discussion
The applicant will be studying whether the road can be moved.
Jack suggested some options such as:
Move roadway into Lot 5?
Put cul-se-sac in Lot 5 and driveway into Lot 4?
Paul referred to violation of cutting trees in wetland, and wants this
addressed. Mr. Hebert needs to have engineer prepare new alternatives
to the wetland crossing.
Wagon Wheels - Discussion
(End of Old Cart Way)
Wants up-date of this project on which there is an Order of Conditions .
He also presented plans that were not referenced by the Order of Condit-
ions . This party will be back with the correct plans.
Leland Properties -- Discussion
Colin Smith attended meeting at D.E.Q.E ' s request for discussion of
this project. New plans were presented that were different from the
first plans presented. The Commission decided that they would put
together a letter in response to the issues raised this evening, such
as : Different wetlands boundary then original plans; Proposed bldg.
sits on top of a wetland finger that is not shown on new plans; Slope
in back of lot (zoning regs) 1 fire, safety requirement, etc . ,
Letter to be written by Lois Bruinooge.
1740 Salem Turnpike (Spar 7 S indle) Public Hearin
Bill AAlarud of the AAlerud Company of Wilmington, represented the
Girl Scouts Headquarters . Proposed is an addition of 1719 square feet,
different area than given in the Notice of Intent. There will be some
potential wetland impacts due to steep grades needing erosion control.
Concrete footings will be poured to minimize impact, does not need
dewatering. Plan not signed by engineer and some pages incomplete in
Notice of Intent. W. Vicens motioned to close the public hearing and
issue an Order of Conditions within 21 days after receipt of the
following:
1 . . . . Stamped plans with revision date .
2 . . . .Written description of method of construction of the
foundations and associated erosion controls and dewatering,
3 . . . .Completion of the bottom half of pages 3-6 in the Notice
of Intent.

Lot 14 Castlemere & Carriage Chase Roads - Public Hearin - Reg. to
Determine
Fernando Cafua, the owner, attended the meeting . Plans were presented
and discussed. It was decided that a single row of staked bay bales be
placed along property line and inspected by NACC be�Ure construction.
W. Vicens motioned we issue a Negative Determination with the stipula-
tion as described above. P. Tariot seconded, motioned carried.
Lot 4 & 5 Cranberry Lane -- Public Hearin
Mike Rosati and Mickey Marcus , a biologist of New England Environmental,
represented the owner, Flintlock. Wetlands were originally flagged as
isolated wetland subject to flooding (this area may now be a bordering
vegetated wetland) . In the process of creating a Detention basin this
altered wetland drainage . Proposal is to alter 2900 sq. ft. of wetland
to enlarge lawn space, and create a replacement ..area . All grading con-
tained on Lots 4 & 5 . The question - is the the swale a protectable
wetland area? Mr. Marcus is uncertain. An abuttor namely. Dr . Ri.zza
of 58 Osgood Street had three concerns : 1 . . . .Detention area is now
a Retention area. 2 . . . .Maintenance (longevity) is an issue , and
3 . . . .vegetating slopes of pond. There is a water problem on Lot 6
(which belongs to the Town, Highway Dept . ) . W. Vicens motioned that
we close the public hearing on Lots 4 & 5 Cranberry Lane and issue
an Order of Conditions after receipt of a revised plan which will
show the proposed regrading on lot, and describe how and when that
will be done . A. Resca seconded, motion carried. P. Tariot abstained.
Lot 2 Johnnycake - Public Hearin (Continued)
Thomas Neve, engineer of this project, represented General Trust, attended
the meeting. Revised plans were presented with two new additions :
no properly labeling of Lot 53 , and two original calculations by
Mr. Gelinas back in 1981 .
Joseph Trombly of 35 Johnnycake, an abuttor, (lot 4) was concerned
about the flood water he was getting in his driveway. Mr . Doug
McElwain, an abuttor to Mr. Trombl.y, has his driveway next to the
easement line. A site visit will be made . P. Tariot motioned we
close the public hearing and issue an Order of Conditions within
21 days after receipt of letter stating that the lot lines have been
staked. Irene to check about the zoning (75% buildable) . Driveway
of lot 3 may run through a wetland area, that was filled, which would
be a violation of subdivision plans and also would alter the flood
storage capacity of entire wetland. A. Resca seconded, motion carried.
31- 37 Flagship Drive - Building - Public Hearin
Philip White appeared before the Commission only to find out that the
wrong date had been put on the abuttors ' notice . Plans were presented
and the Commision decided that this is a Negative Determination, with
the stipulation that placing of erosion controls was in order. W.Vicens
motioned to continue the public hearing two weeks from tonight, July 20th.

Lot 3 Dale Street - Public Hearin
This is a four and one-half acre lot. Les Godin of Merrimac Engineering
came before the Commission and presented the plans . Grading would
take place in the buffer zone. Hay bales would be installed and approved,
no work beyond the hay bales . Request 25 foot no-cut zone, if possible.
P. Tariot motioned we close the public hearing and issue an Order of
Conditions within 21 days after receipt of letter that house has been
staked. W. Vicens seconded, motion carried.
Jerad Place - Phase ii Discussion (242--461)
Needs wider wetland crossing so a Modification Form will be signed at
the next meeting. W. Vicens motioned that we approve in concept to
change the width of the crossing from 28 feet to 31 feet. C. Schoene
seconded, motion carried.
Lot K Salem Street (Scotts Pond) Request for C of C (242 -55)
W. Vicens motioned we issue a Partial Certificate of Compliance on
Lot K - Salem Street. A. Resca seconded, motion carried.
Lot 28 Stagecoach Rd. , (The Pines) - Reg. for Cert. of Compliance
Commission requested that we put this request "on hold" until sewer
Line extension is complete .
Lot 3B - Dale Street - Reg. for Partial C of C (242-155)
W. Vicens motioned we issue a Partial Certificate of Compliance on
Lot 3-B Dale Street. P. Tariot seconded, motion carried.
134 Coachman' s Lane - Violation - Enforcement Order
Stop all work in wetlands immediately. Either file a Notice of Intent
or send a corrective plan for the restoration of the wetland to its
previous condition.
Edgewood Farm - Discussion
Letter to Planning Board as new zoning Bylaw requests . Also a Notice
of Intent will be requested for any and all work within 100 feet of
wetlands on site.
Amtrak - Discussion
Call Cathy Pedivilano to request a Public Hearing. Sanford Ecological
in Southboro, MA (Tel. #1-460-9900) . L. Bruinooge to write letter with
our agreement/disagreement over areas that need be re-approved by NACC.
Long Pasture - Discussion
W. Vicens motioned to accept the proposal of David Minicucci on Long
Pastures. Jack will be looking into this matter.

Hawkins Lane - discussion
Letter from BSC received with regard to the drainage of the area.
NACC wishes to discuss BSC' S letter with the engineer at next meeting,
and before culvert is installed.
North Andover Boat Ramp - Discussion
L. Bruinooge named a few .issues that should be discussed namely:
saving of bank's trees , gravelled parking lot, guarantee public access,
reroute ramp, keep trees as buffer to houses . Lois will draft a
letter to the Engineer addressing these non-wetland issues . Merrimac
Watershed Assoc. plan 'is our most preferred plan so far.
Lot 64A Haymeadow - Order of Conditions
P. Tariot motioned to approve the amended order of Conditions on
Lot 64A Haymeadow Road. 4 were for and 2 against.
