Minutes of Meeting of August 17, 1988 (NACC)

W. Vicens motioned that the minutes of Dec. 2, 1987, Feb. 4, 1988, June 8, 1988
and July 20, 1988 be accepted as amended, P. Tariot seconded, motion carried.
Air ort - Discussion
Mark Pi.11a, airport engineer, discussed the drainage for Phase 11 of the Taxiway
Extension and indicated that runoff would not impact a wetland resource area.
W. Vicens motioned that we do not require a Notice of Intent for Phase 11 of the
taxiway extension (labelled in blue on plan dated 11/12/86. P. Tariot seconded,
motion carried. However, a notice of Intent is still required for Phase 1, and is
to include the revegetation plans for the wetland disturbance.
Lot 12 Tucker Farm -- Reg. for Extension of Order of Conditions
Walter Pupkis came before the Commission and stated diversion easement completed
and road shoulders stable. W. Vicens motioned that we issue an extension for one
year, Sept. 4, 1989, on DEQE #242-280.Order of Conditions. P. Tariot seconded,
motion carried.
Shannon Lane -- Reg. for Extension of Order of conditions
Dave Zaloga of Coolidge Construction came before the Commission to discuss the progress
of this subdivision. Lots 1 & 4 are up for a Partial Cert. of Compliance, once some
minor work has been done to stabilize slopes. Lots 2A 3, and 5A remain. There are no
plans for Lot 3 yet, but he has plans to build on 2A & 5A. W. Vicens motioned
that we issue an extension for one-year, to August 22, 1989 on the Order Of Conditions
for Lots 1--4 Shannon Lane, P. Tariot seconded, motion carried.
The subject of Deerfield was brought up to Dave Zaloga and the Commission requested
a Progress Report be sent to us.

Lot 40 Salem Turnpike - Reg. for Extension of Order of Conditions
On hold: -- Awaiting more information from Ben Osgood, Jr.
Bayfield Lot 3A - Continued Public flearin8
Jenny Fortin and Joseph Cushing from Kaminski & Associates represented the owner,
Channel. Bldg. , They presented a modified plan, eliminating the fire lane and
accompanying wetland fill. This plan reduces wetland filling from 3555 to less than
800 square feet. W. Vicens motioned to close the public hearing on Bayfield (Toscano
and Ardito Office -Bldg) and issue an Order of Conditions within 21 days. P. Tariot
seconded, motion carried.
Lot 13 Appledore - Request for Determination - Public Hearing
Carl Roland, the builder, represented the Ensdor€s, the owners. They propose an
addition to the house which will be in a buffer zone with no grading. W. Vicens
motioned that we issue a Negative Determination with Conditions for Lot 13 0 23)
Appledore. Condition being: Erosion control to be installed, inspected, and approved
before Construction. P. Tariot seconded, motion carried.
Butcher Bo - Sewer -- Public Hearin -- Notice of Intent
Robert Daley of the Merrimack Engineering presetted plans for a gravity-fed sewer to
serve the Butcher Boy expansion and surrounding neighborhood. (Separate Order of
Conditions exists for the pump station) . Plans for the wetland replication area needed
due to a previous wetlands violation will be submitted later with a Notice of Intent
for the building. Willies expressed concer over the plans for the whole Butcher Boy
Project being submitted in "pieces". Need erosion control along roadway (not shown on
plan) . Abutters attending the hearing were interested in tying into the sewer.
Submitted plans are revised 8/88, but notice of Intent references plans dated 6/88.
(Irene to check if Special Watershed Permit covers sewer work) . Willie made four
requests, 1 - Letter referring to final plans. 2 -- A copy of Special Watershed
Permit covering this Notice of Intent. 3 -- Revised plan (dated) and 4 - Indication
that dewatering will be for all sewer work. Willie Vicens motioned we close the
public hearing and issue an Order of Conditions for the sewer system of the proposed
Butcher Boy Sewer within 21 days after receipt of the requested information. L.
Bruinooge seconded, motion carried.
Village Way -- Discussion
Curt You ng ,representing Wetlands Preservation discussed the topography of the area.
2133 sq. ft of unauthorized filling occurred on lot 1 . Lois Bruinooge motioned that we

authorize Irene to approve wetland replacement plans. P. Tariot seconded, motion
carried. Willie suggested we secure the existing wetland line (42,656) ask for
4,266 sq. ft replacement area. (2 fold replication of area lost) .
Girl Scout Hdgtrs. - 1740 Salem Turnpike
W. Vicens motioned taht we issue the Order of Conditions on the Girl Scout 11dgtrs
located at 1740 Salem turnpike as amended. L. Bruinooge seconded, motion carried.

Coventry Lane - Discussion
Irene to call Town Counsel about enforcement strategy, and also call D.E.Q.E. . Lois
will talk to Gregor McGregor. There was discussion of a recent court case of the
Commonwealth vs. John Grant & Sons. Paul Tariot will draw up application for criminal
complaint and review Town Bylaw.
Flagship/Willow Street -- Discussion
Tillie to draft a letter to Planning Board asking them to rewrite their decision.

ABC BUS - Discussion of Draft Letter by A. Resca
Arthur drafted a letter regarding the violations involved in this project.
