Resca (7 :30) C. Schoene 1. Mackun J. Lindon M. Boudrot 14. Vicens motioned that we approve the amended Minutes of August 17th 1988. L. Bruinooge seconded, motion carried. Lot 2 Old Cart Way - Discussion - Release of Bond David Howard, the owner, attended the meeting about the work on the driveway crossing. It was decided by the Commission that a Letter from an engineer requesting a Cert. of Com pliance be sent to the NACC and a bond release would be considered then. No vote taken. T,ot 1 Libertz Street - Discussion of Violations Grace Hogan, the owner, attended the meeting. Yilling in the back yard does not comply ` with the plans that had been approved. It was decided by the NACC that a site visit would take place to determine the extent of the violation. Yellow Maize Re )lacement Area John Tuttle's bank foreclosed on this property, and there are new owners who attended the meeting. Wetland replication areas are unfinished. A quesiton was posed as to who is responsible, the new owners or the individual lot owners, for the Certification of Compliance for the sewer. We need: The replication areas to be completed and an "As--Built" on the sewer crossing and replication areas. No vote taken. Florence Estates - Discussion Engineer, Bob Masys, presented a redesign of South Cross Road, and a long driveway to access Lot 4. A refiling may need to be made, as this is a significant change, and abutters will have to be notified. Also all exte:ision will be requested as in December the Order of Conditions will expire. �)t 4A -- Boxford Street -- Discussion of Enforcement Order The owner, Maurice Broncato, attended the meeting and explained that he could not bury the siltation fence as required . by the Commission. The required � i TR55 calculaiions were discussed. W. Vicens asked about the flood elevation and if i the present culvert will back water up and flood upstream areas? ,Also is there a � i possibility of water overtopping the PP g road? (Need to look at hydraulics of culvert) . Ray Fraser disagreed with the use of TR55, calls it inappropriate for a small site. i However, this method is required by the State law. Ray will submit additional Information: hydraulic analysis of the culvert and rating curves. W. Vicens motioned to lift the Enforcement Order. (J. Lindon opposed) L. Bruinooge seconded, motion carried. Bruin Hill - Discussion R There is a new engineer on this project by the name, of John Paulsn As, specified in the Order of Conditions new plans must be presented for 'gt 5, before ziny work takes place on the road. We are concerned with the septic system. No vote taken. Fuller Meadow Road - Reg. for Determination - Pool Paul Scherig attended the meeting as did the owner, Susan Bournival. Plans were presented regarding the dewatering. A site visit will be made to make a decision. W. Vicens motioned that we empower the site visit team to make a decision on the pool at Lot 48 Fuller Meadow Road. P. Tariot seconded, motion carried. Boston Brook Estates - Continued Public Hearin - Notice of Intent Last meeting held on this project was on April. 27, 1988. Revised plans were presented in respouse -to the BSC Group review of this submittal. They used the '1R-55 calculations for the crossing. Flood elevations would rise 3" at crossing, so have added culverts to to the crossing. 2700 acres feed the watershed. 'fighter slopes along the crossing will reduce filling. Abutters concerened about flooding in area and septic systems being Elooded. Discussion of existing drainage problems along Boston Brook, both upstream and lownstream. Access to State Forest (State wants to access points) will be a two places, )ne off of brook, antoehr off of the Cut-de-sac. Jack Lindon requested a two-week extension for issuing Order of Conditions. (Will be discussed oil Sept. 28ti► and voted )n two weeks later, Oct. 12, 1988. Abutters who attended the meeting were Don Diada, -557 Salem Street, Mary LaChappel of Salem Street, Maria Hudson of 1850 Salem Street, tnd John Ziekiel of 1617 Salem Street. W. Vicens motioned that we close the public tearing and issued an Order of Conditions within 21 days after receipt of the extension. extension 1g�4ter should read from October 5th for two weeks after, L. Bruinooge seconded, lotion carried. i Page 3 Minutes of Meeting of 9/14/88 j Hickory Hill - Continued Public Hearing Notice of Intent Al Shaboo of Design Engineers briefly explained to those attended tiie meeting what is intended for this project. Due to steep topography, J. Lindon suggested a ; bridge and Gail suggested headwalls along crossing. W. Vicens motioned that we close the public hearing on Hickory Hill and issue an Order of Conditions within 21 days. (Due date Oct. 5th) P. Tariot seconded, motion carried. Woodchuck Grove - Continued Public Hearin - Notice of Intent Jay Willis discussed the concerns of an abutter relative to drainage problems. Discussion took place as to whether an outside review should take place. W. Vicens motioned to continue the public hearing on Sept. 28 with the stipulation that revised plans are in the office before Sept. 20th. P. Tariot seconded, motion carried. Vest Wa /Brid es Lane - Continued Public Hearin - Notice of Intent Wetlands have been reflagged by Jack Mallett. New plans have to be submitted, to see if the septic systems still fit. Abutters mentioned the culvert going under the road, the amount of water in it, and "leach" smells. Irene to check witli the Board of health about y this smell reported several years ago. The names of the abutters that attended the meeting are: Tom Keating of 114 Vest Way, Arthur Giles of Bridges Lane, and Lee Markus' of Vest Way. W. Vicens motioned that we continue the public hearing on Vest Way and Bridges Lane to the 28th of Sept. assuming plans are here by the 20th. P. Tariot seconded, motion carried. S wer Cro �in .. Mosquito rook _ 51scdssion' Ir,ene will send a policy statement to Bill limurciak, for sewer line proposed along Mosquito Brook. Concept acceptable but we prefer no crossings. '1''iey should first show us the alternatives. If nothing better exists, then we will consider crossings with minimal impact. No vote taken. 65A Ha meadow - Reg. for Cert. of Compliance W. Vicens motioned that we issue a Certificate of Compliance on lot 65A Ilaymeadow (Owner, George Pelletier) . P. Tariot seconded, motion carried. Butcher Boy Sewer -- Order of Conditions W. Vicens motioned we accept the amended Order of Conditions on Butcher Boy Sewer. P. Tariot seconded, motion cariied. C- P. Tariot motioned that we adjourn the meeting. (11 :30 P.PI.)
