G. Vicens motioned that the above mentioned minutes be accepted
as amended, and Paul Tariot seconded the motion. The minutes
were adopted.
926 FOREST STREET - DISCUSSION v
This area has been in violation due to filling of a wetland . The
owners of this land (namely, Longveil ) submitted their
plans correcting the violation and establishing a new wetland
delineation. W. Vicens motioned to accept these plans dated
October 21, 1988 . Paul Tariot seconded, motion carried .
LOT 1 LIBERTY STREET -- DISCUSSION
Grace Hogan, the owner attended the meeting and presented an "As-
Built" plans . W. Vicens motioned we accept these plans for Lot 1
Liberty Street as a modification of the original. order. . P.
Tariot seconded, motion carried . Irene to check site for final
stabilization of slope, inform engineer re: his request for
Certificate of Compliance was not acceptable . (This will be
placed on a future agenda for the Cert. of Compliance) after a
site visit. ,
LOTS 37 & 38 SAWMILL ROAD
Mr. Arrin the owner came before the Commission and presented his
plans . These two lots share a common wetland crossing . I'lie
driveway easement for Lot 37 is on Lot 38 . Mr. Arrin proposes a

separate driveway on Lot 37 with a separate wetland crossing . A
site visit will take place. No vote taken.
Lacy Street - Discussion
The owner Scott Follansbee attended the meeting primarily for
some input from the Commission. He plans to put a house in a
large field. The driveway area is in close proximity to a pond
and another wetland area. It was decided that Irene would sign
the Form U for the building only. No vote was taken.
Hickor Hill - Discussion Conservation Easement
Peter Caruso represented George Barker the owner of Hickory Hill
requesting that the NACC approve and sign the Conservation
Restriction Easement. (Town Counsel has approved this and
restriction the Board of Selectmen signed it on Nov. 21 ,
1988 . ) This document needs all the local signatures before State
will approve it.
Willie Vicens motioned that we approve the Hickory Hills
Conservation Restriction Easement. A. Resca seconded, motion
carried.
Lots 1, 7 & 8 North Cross Road - Continued Public Hearin
The previous hearing was held on Nov. 9 , 1988 . Robert Masy of
Ram Engineering presented FEMA maps of the 100 year flood zone
but no detailed profile was available for this area . Engineering
calculations will be required for this project. Question as' to
whether or not a house can be built on Lot 1, as this appears to
be in the flood zone and calculations will be required.
Two abutters namely: Veronica Mandry had concerns about a
detention pond in the area ; , and Mr. Richard Pandolfo requested
there be more information regarding the flood area .
Discussion took place concerning Lot 7 , which is a low-lying
lot that tends to accummulate water, what grading will take place
and how it will affect drainage in this area . Also, a discussion
of the capacity of the retention area took place . W . Vicens
motioned to close the public hearing and issue an Order of
Conditions on Lots 1, 7 and 8 , within 21 days after receipt of
additional information on land subject to flooding on Lot 1. B.
Sousa seconded, motion carried.
LIBERTY HILLS II - Public Hearing on Notice of Intent continued 2
weeks.
North Andover Business Park Willow St. Extension,--- Notice of
Intent - Public Hearin
Thomas Neve of Neve Associates, Bob Webster of Bayfiel.d Company
and James Bourgeois of Channel attended the meeting. This
hearing involves a proposal to build a thru road from Willow St. ,
south to Flagship Drive with the proposed filling of 9 , 000 sf of

bordering vegetated wetland fill . Planning Board has already
approved reduced road widths and specifications. Public safety
reasons for a connecting road: Fire access, more convenient
traffic flow, and looping utilities It was reported that .
wetland flags were not recently checked. Irene to check s
delineations. A review of possible alternatives and constraints
to road design were discussed (e. g. , headwall , culvert crossing
and placement of replacement area. )
W. Vicens motioned to continue the
public hearing to four weeks
from tonight, to allow proponents time to assemble alternate ,
wetland crossing plans. making it December 21, 1988 . P. Tariot
seconded, motion carried.
Lot 4A Coventry Lane _- Request for Determination - Public Hearin
Vince Turano, attended the meeting along with Al Shaboo and Joe
Cristaldi. The Order of Conditions states that no development
will be within loo feet of wetlands within the watershed. A
modification would be required to allow a house to be built
closer. W. Vicens motioned we approve a change in the order of
Conditions of Lot 4A Coventry Lane to prohibit dwellings within
80 feet and grading within 60 feet kthich_applies to ' ust this
lot. B. Sousa seconded, A. Resca abstained, motion carried . W.
Vicens motioned we issue a Negative Determination on Lot 4A
Coventry Lane with the stipulation that the erosion control be
implemented, and that it be inspected and approved by the
Commission prior to the start y
of construction. C. Schoene seconded, motion carried. `
Hawkins Lane -- Discussion
Erosion control matting was properly installed, road shoulders
stabilized, alternative culvert designs were submitted . A
schedule was requested for the remainder of the work. W. Vicens
moved to permit work on Lot 2 but no work on other lets until
design and schedule for culvert has been approved - at which time i
the number of lots that can be worked on will be decided. C.
Schoene seconded, motion carried. Form U for Lot 2 was signed .
W. Vicens also motioned to allow up to $1 , 000 to be expended
towards the BSC Group to review the submittals . P. Tariot
seconded, motion carried.

Long Pastures -- Discussion i.
W. Vicens discussed the calculations submitted at the last
meeting. It was decided to put this on the next agenda and also
to call D.E.Q.E. on this project. j

Lots 14 & 15 Boxford Street - Order of Conditions
W. Vicens motioned to accept the amended Order of Conditions on
Lots 14 & 15 Boxford Street. P. Tariot seconded, motion carried .
Lot 1 Berry Street Lot 2 Turn ike Street
3 Planning Board had requested the Commission to hold a decision
until we received their input; no input was received from
Planning. No decision had yet been prepared and the applicant
does not want to grant an extension. Applicant expressed
displeasure that he was being 'bounced ' between the town boards,
but granted a two week extension for NACC decision._
Lots 31 32 and 33 Abbott Street - Order of Conditions
Ben Osgood Jr. , will give us an extension until 21 days after
receipt of a letter with information on the wetlands delineation.
No vote taken.
Brooks School Sewer -- Order of Conditions
P. Tariot motioned to accept the amended Order of Conditions on
Brooks School Sewer (242-481) . C. Schoene seconded, motion
carried.
Lot B Forest Street - Order of Conditions
W. Vicens motioned to accept the amended Order of Conditons on
Lot B Forest Street. B. Sousa seconded, motion carried.
Limited Project Policy
P. Tariot motioned to adopt NACC Policy on Limited Projects as
received by Town Counsel . B. Sousa seconded, motion carried.
Nominations of Member
J. Lindon motioned. for W. Vicens to be our new Chairman
(temporary until April 1st. ) Paul Tariot will then take over the
chairmanship of the Commission. A. JResca seconded, motion carried.
