Voute 114 - Request for Determination Continued from 12/7/88 {
James Wick of State Purest Realty Trust, came before the Commission and presented
plans for the area. This area is .located UJ1 Route 114, Northwest of Harold Parker
State Road and across from the Elm Square Industrial Park. It consists of 61 acres

1679 Osgood Street -- Request for Determinaiton - Public Ilearin
Joe Cushing of Kaminski Assoicates and Phil Lombardo attended the meeting
and explained their plans. An intermittent ditch and intermitten stream, with no
hydraulic connection under Route 125 to streams and Merrimac River. A site visit
will be made and a request for an extension of time was requested and granted.
Extended until January 5, 1989. Dorothy Stapelton an abutter explained that her
back land does stay wet in the Spring. P. Tariot motioned to close the public
hearing on 1679 Osgood Street (Women's Health) c/o Realty 'Trust. Wm. Sousa
seconded, motion carried.
North Andover Business Park - Willow Street Extension - Public Hearing Continued
Tom Neve of Neve Assoicates, and James Bourgeois repredeciting Bayfield Company
attended the meeting. Received alternative designs, problems and advantages "
of each. Tom will send us a letter indicating that wetlands in vicinity of crossing
havejbeen reflagged, the the Commission will visit the site. Order of Conditions will
be issued 21 days after receipt of letter. P. Tariot motioned we close the public
hearing with the stipulation that we receive a letter from a Botanist. Witt. Sousa
seconded, motion carried.
Leland Pro erties - Discussion
Colin Smith, Attorney and Micky Marcus, botanist attended the meeting. It was noted

Three years ago the flagging was done by Sanford Ecological. Willie recommended that
we decide on these three issues. 1) Is the,-second wetland "finger" a wetland resource
area? 2)Are wetland "edges" correct? and 3) Bridge/Limited project? Curt Young who
represented the abbutters presented his views of the weland delineation,
Decisions: This is a limited oproject. A bridge will be acceptable.
Second wetland "finger" is a resource area, in part. - Concept of project - pa.irking
lots too close to wetland, w/no buffer zone. :j-Drainage buffer/swale to handle drainage
is needed and wetland buffer also needs to be approved. Adjudicatory pre-hearing
conference is set for Jan. 4, 1989/ Lois Bruinooge to attend and represent the
NACC. Abutter, Steve Connolly requested NACC to fund an outside botanist as a

Fire Department - Third Station
Bill Dolan and the Third Fare Station Committee (namely: Dana Fisher and John Maguire)
Attended- the -meeting and discussed preliminary ideas for the Fire Station proposed
for corner of Ingalls/Salem Streets. Wetlands delineated on site by Normandeau Assoc. ,
have a preliminary plan. Approx. 2300 sq ft footprint for fire station will be planned.
Committee wants input from NACC on best location for station. Irene to review flags
in field.
Hawkins Lane - Discussion
Ray Fraser and Coleman McDonough attended and claimed that they found no/control
point to north. Ray and Coleman suggested posting additional securities against modifying
culvert. Any additional bond should be posted for: completion of bulvert that meets
criteria of affecting flooding of Boston Brook. Wm. Sousa motioned to authorize
Irene Mackun to sign off two more lots (Total of 5) C. Schoene seconded,
P. Tariot abstained, motion carried.
School Site =- Discussion
Schematic plans reviewed, proposed school is out of 100 foot buffer zone, no
detention ponds presented. This will be discussed at Selectmen's meeting on
Janua-ry 5th. 1989.
North Andover Business Park - Discussion
Order of Conditions expires Dec. 31, 1988 Two replication areas outstanding.
Extend for six months pending bond in place and revised wetland replication area
and plan received.
Mazurenko - Discussion
Property has been acquired. Buildings will be demolished next week.
Parking lot will be installed the following week. Land management plan approved
for submission to D.C.S.
P. Tariot motioned to approve the land management proposal as proposed by our
able administrator. C. Schoene seconded, motion carried.
Order of Conditions
Liberty Hills IT (Mostly located in Middleton)
Paul Tariot motioned to accept the Orders as amended. Wm. Sousa seconded, motion
carried.
