BYLAWS
Revised May 25, 1989 Bylaws distributed to members. These bylaws
do not take effect until 90 days after Town Meeting vote or when
the Mass. Attorney General approves of same.
GREAT POND ROAD - SEWER
DISCUSSION
Joanne Harracz and Paul F. Tomkavage, P.E. represented the LEA
Group. The LEA Group was contracted by the Town as part of the
Watershed Management Plan. Discussion of a proposed section of
sewer from Bridle Path to Great Pond Road. They will be filing
an abbreviated Notice of Intent; disturbed wetlands to be
restored to initial condition. No vote was taken.
NORTH ANDOVER GOLF COURSE
RESPONSE TO NACC LETTER
The North Andover Country Club has presented their Notice of
Intent. It was incomplete as filed. Waiting for complete items.
THE PINES
Ben Osgood, Jr. was present. Requesting an extension to the
Order of Conditions. There is a question about the bond for this
project. Commission is waiting for proof that a bond is posted.
LIBERTY STREET LOT #2
REQUEST FOR DETERMINATION
The Commission has received more information on the driveway
location for this site. The driveway center-line is now staked.
BOOTH & WESLEY STREETS
RE: OPEN LETTER
We will be writing to Joe Carroll and advise him that this
project will be on our June 21st agenda to close the public
hearing. Mr. Carroll indicates he is going to withdraw the filing
to close it out.
LOT K SALEM STREET
DISCUSSION OF SCOTT'S POND
There were plans to fill some land near the pond but more than
100 'away. The Commission designated Carl Schoene to look this
project over. This is the Ahearn property.
CALZETTA SCHOOL SITE
DISCUSSION
Joseph Cushing of Kaminski Associates attended the meeting and
discussion took place regarding wetlands delineation for the
Calzetta school site.

ROSEMONT
PUBLIC HEARING - NOTICE OF INTENT
Curt Young of Wetlands Preservation attended the meeting. The
abutters had not been notified. The public hearing was postponed
and will take place on June 21, 1989.
STATE ROUTE I-495
RE-PAVING
Don Horgan, representing the State DPW, attended the meeting and
explained their plans for the repaving of I-495 from the
Shawsheen River to the O'Riley Bridge in North Andover. C.
Schoene motioned we close the public hearing and issue a
Notification of Non-Significance. D. Moore seconded, motion
carried.
LOT 1 NORTH CROSS
PUBLIC HEARING - NOTICE OF INTENT
John Barrows of R.A.M. Engineering representing the owner Mr.
Cuscia and Mr. Levis, attended the meeting and presented their
plans to the Commission. The NACC did request that new hay bales
be placed on the site. Veronica Mandry, an abutter attended the
meeting with a few questions of her own. Also attending and
commenting were George Shurender,Dave Giles and Joe Averka. Carl
Schoene motioned we close the public hearing on Lot 1 North Cross
Road (Francis Estates) . Robert Mansour abstained, Debbie Moore
seconded, motion carried.
BUTCHER BOY - PUBLIC HEARING
NOTICE OF INTENT
Thomas Caffrey Esq. , for Angus Realty, Mr. Ameen, Mr. Bartholmes
and Anthony Lally, William Michaud, Dr. Frank Richardson attended
the meeting. Plans involving the wetlands were presented and
discussed. Mr. Frank Ragonese, an abutter, attended the meeting.
Mr. Ragonese had hired Mr. Bouche of Metcalf & Eddy who attended
the meeting and presented the Commission with his findings.
William Driscoll of 1815 Great Pond Road spoke up about his
concern on his Right-of-Way. A number of subjects were discussed
such as, prior wetlands impacts, relocation of Stanley Ave. ,
replication in Stanley Ave. Per B. Mansour, test boring dates
are off. Plan (c-1) and NOI B. Mansour motioned to continue the
public hearing on Butcher Boy until June 21. solely for the
purpose of getting abutters input and additional input on catch-
basin system from the applicant. C. Schoene seconded, motion
carried.
LOT 1 BERRY STREET & LOT 2 TURNPIKE
PUBLIC HEARING - NOTICE OF INTENT
RIPARIAN REALTY
Dennis Cronin and Deborah McCartney of Hayes Engineering attended
the meeting. It was detected earlier that the abutters had been
1 notified too late for this meeting. B. Mansour motioned that we
continue the public hearing on Lot 1 Berry St and Lot 2 Turnpike

until June 21, 1989. A. Resca seconded, motion carried.

LOTS 37 38 SAW MILL ROAD
COMPLIANCE
The request for Compliance was denied, as area not in compliance.
Still in need of some replacement work.
SHANNON LANE
REQUEST FOR COMPLIANCE
It was noted that it is not ready for Certificate, nor any bond
release at this time. The as-built as submitted is not correct.
DEERFIELD LANE
BOND REDUCTION REQUEST
Partial bond reduction was requested. B. Mansour motioned we
reduce the bond by the amount of $10, 000. Total bond now
$20, 000. D. Moore seconded, motion carried.
ORDER OF CONDITIONS DUE
B. Mansour motioned we accept the draft Order of Conditions on
Abbott Street, Lots 31 & 32 file #242-480 as amended. D. Moore
seconded, motion carried.
AMENDMENT TO ORDER OF CONDITIONS ON BOSTON HILL
B. Mansour motioned that we amend the Order of Conditions on
Boston Hill to add a paragraph on underground fuel storage. A.
Resca seconded, motion carried.
LOT 5 SHARPNER'S POND ROAD
REQUEST FOR COMPLIANCE
At this time this lot is not ready for compliance.
LOT 5 CANDLESTICK ROAD
REQUEST FOR COMPLIANCE 242-423
Scott Giles and engineer sent a letter requesting compliance on
this lot. This letter is not an original. No as built was
submitted and no compliance will be issued.
Bob Mansour motioned to adjourn at 12: 02 A.M.
