REQUEST FOR CERTIFICATE OF COMPLIANCE
David Kindred representing the Flintlock Realty Trust attended
the meeting. Commission requested removal of dead trees. W.
Sousa motioned to issue a Certificate of Compliance on Lots 4 & 5
Cranberry Lane. C. Schoene seconded, motion carried.
NEW CASTLE ESTATES (#242-385)
DISCUSSION
Vin Turano provided an update on work at New Castle. R. Mansour
motioned to empower Richard Doucette to make a decision at the
site as to the acceptability of the replication area and
retention pond. A revised plan will be submitted. C. Schoene
seconded, motion carried.
DALE STREET SEWER 242-449
ENFORCEMENT ORDER
Ben Osgood Jr. , representing Dale Street Sewer attended the
meeting. Osgood refused to post bond. W. Vicens motioned to
ratify Enforcement Order. W. Sousa seconded, motion carried.
LOT 2 JOHNNYCAKE STREET 242-465
REOPENING OF PUBLIC HEARING
W. Vicens motioned to continue public hearing until Sept. 20th
due to non-notification of abutters. C. Schoene seconded, motion
carried.
LOTS 1. _5 & 11 WAGON WHEEL ESTATES
PUBLIC HEARING - DETERMINATION
Les Godin of Merrimack Engineering represented the owners the
Lawrence Savings Bank, attended the meeting and presented plans
(including an easement for a pedestrian way to the State Forest) .
B. Sousa motioned for a Negative Determination on Lots 1 and 11
with erosion controls as presented on the plans. R. Mansour
seconded, motion carried. W. Vicens motioned to continue the
public hearing on Lot 5 to revise the plan for that lot. W.
Sousa seconded, motion carried.
LOT 2 SALEM STREET
PUBLIC HEARING - NOTICE OF INTENT
Tom Neve of Neve Engineering attended the meeting, representing
the owner Mr. Olenio. Reflagging by Richard Doucette to be
surveyed and shown on revised plans. Revised plan to be submitted
prior to Sept. 20th. W. Vicens motioned to continue the public
hearing on Lot 2 Salem Street to September 20th. W. Sousa
seconded, motion carried.
100 FLAGSHIP DRIVE
DETERMINATION - PUBLIC HEARING
Tom Nigrelli of Advance Reproductions, attended the meeting and
explained their plans for additional parking spaces. Work to be
done in the buffer zone. W. Vicens motioned we issue a Negative
Determination with two conditions: 1. revised plans showing
erosion control and 2. installation and inspection of erosion
controls. R. Mansour seconded, W. Sousa abstained, motion
carried.
EDGEWOOD LIFE CARE CENTER
PUBLIC HEARING - NOTICE OF INTENT
Cliff Elias, representing Edgewood Life Care Center discussed the
project. David Doran and William Rockwell both with Thomas F.
Moran, Inc. , attended the meeting and explained the project in
detail. This project will have 250 units (1-3 bedroom) of
Congregate care. W. Vicens motioned to close the public hearing
on Edgewood Life Care Center and issue an Order of Conditions
within 21 days after receipt of a Construction Sequence W. Sousa
seconded, motion carried.
LOT 2A LACONIA CIRCLE (EQUESTRIAN DRIVE) (#242-309)
REQUEST FOR CERTIFICATE OF COMPLIANCE
Lot needs to be loamed and seeded. Construction is not in full
compliance. No vote taken.
LOT 10 DALE STREET 242-471
REQUEST FOR CERTIFICATE OF COMPLIANCE
W. Vicens motioned to issue a Certificate of Compliance on Lot 10
Dale Street. R. Mansour seconded, motion carried.
SIDERI PLACE (#242-339)
REQUEST FOR EXTENSION OF ORDER OF CONDITIONS
Joe Cushing requested a three (3) year extension for this Order
of Conditions. There was substantial erosion and sedimentation
at the driveway crossing. The wetland replication area has not
been constructed as required. A site visit to take place.
LOT 4 LIBERTY STREET (#242-344)
REQUEST FOR CERTIFICATE OF COMPLIANCE
Compliance granted pending discussion with Mr. Sharry a surveyor
for Mr. Doug Hamilton. The lot is in compliance but the as--built
submitted is inaccurate.
LOT 6 CANDLESTICK ROAD JARED PHASE II 242-423
REQUEST FOR CERTIFICATE OF COMPLIANCE
W. Vicens motioned to issue a Certificate of Compliance after
filling takes place on the driveway, W. Sousa seconded, motion
carried. P. Tariot opposed.
LOT 67 BEAR HILL 242-158
REQUEST FOR CERTIFICATE OF COMPLIANCE
W. Vicens motioned to issue a Partial Certificate of Compliance
on Lot 67 Bear Hill. W. Sousa seconded, motion carried
i LOT H GRAY STREET (#242-426)
REQUEST FOR CERTIFICATE OF COMPLIANCE
This request is denied due to deep tire ruts in the upper slope
of the detention pond and unstabilized grading around the house.
LOT 1 NORTH CROSS ROAD FRANCES ESTATES 242-508
ORDER OF CONDITIONS
W. Vicens motioned to issue an amended Order of Conditions on Lot
1 North Cross Road (#242-508) . W. Sousa seconded, R. Mansour
abstained, motion carried.
LOT 9 WILLOW 242 -509
ORDER OF CONDITIONS
W. Sousa motioned to issue the Order of Conditions on Lot 9
Willow. W. Vicens seconded, motion carried.
BROOKS SCHOOL ATHLETIC FIELDS (#242-510)
ORDER OF CONDITIONS
W. Vicens motioned to issue an amended Order of Conditions on
Brooks School Athletic Fields. R. Mansour seconded, motion
carried.
P. Tariot motioned we go into Executive Session regarding Abbott
Village litigation. W. Vicens motioned to close the Executive
Session. Motion carried.
