MINUTES
W. Sousa motioned to accept the amended minutes of August 16,
1989 and September 20, 1989 . D. Moore seconded, motion carried.
WOODCHUCK GROVE 242-475
MODIFICATION
Jay Willis requested a modification/clarification of the Order of
Conditions for Woodchuck Grove. W. Sousa motioned to grant a
modification, D. Moore seconded. Motion carried.
BOSTON HILL (#242-500)
DISCUSSION
Mr. Dunn discussed his enforcement order. He was required to
regrade and plant a disturbed wetland. The area has been
regraded but should wait until spring to be planted. Hay bales
will be placed for erosion control until spring. No need to
survey, plan included in Boston Hill EIR will suffice.
LOT 7 NORTH CROSS ROAD (#242-488)
MODIFICATION - HOUSE AND GRADING
W. Sousa motioned to modify the original Order of Conditions on
#242-488 to include the revised plan of Oct. 24, 1989 . D. Moore
seconded, motion carried.
HAWKINS LANE 242-388
UPDATE
The Commission was updated by the Administrator regarding the
status of the wetland crossing and replication area for Hawkins
Lane.
LOT 6 SHARPNER'S POND ROAD 242-134
DISCUSSION
A long common drive from Sharpner's Pond Road along Watson' s pond
is eroding into the pond. The Administrator will conduct a site
visit with Mr. Follansbee and Mr. Fisk, the owners.
LOT 13 TUCKER FARM ROAD (#242-431)
REQUEST FOR CERTIFICATE OF COMPLIANCE
Wm. Sousa motioned to issue a Certificate of Compliance on Lot 13
Tucker Farm Road. D. Moore seconded, motion carried.
MOBIL OIL CORPORATION
TWO PUBLIC HEARINGS - DETERMINATIONS
James Gavigan Project Engineer explained that Mobil Oil was
removing steel tanks and replacing them with fiberglass tanks at
12 Massachusetts Ave. , and 350 Winthrop Ave. (Rte. 114) . W.
Sousa motioned to issue a Negative Determination with conditions
that hay bales be installed and inspected prior to construction

at 350 Winthrop Ave. W. Sousa motioned for a Positive
y Determination on 12 Massachusetts Ave. , D. Moore seconded,
motion carried.
LOT 29A LACONIA CIRCLE
DETERMINATION - PUBLIC HEARING
Tom Neve of Neve Associates represented the owner Ted Phelan and
presented house plans. A Negative Determination had been made in
1985, it has expired. A site visit will take place. W. Sousa
motioned to continue the public hearings until November 15, 1989 .
D. Moore seconded, motion carried.
LOT B SALEM STREET (REAR #318_ SALEM ST]
CONTINUED PUBLIC HEARING - NOTICE OF INTENT
Charles Foster and Joe Borgesi represented the owner, Mr.
Giarusso. This project is in the Lake Cochichewick watershed.
A Mr. Steven D'Urso who specializes in septic systems answered
questions from the Commission. W. Sousa motioned to continue the
public hearing on Lot B Salem Street until November 15, 1989 to
see if the lot can be reconfigured so that all construction will
be more than 100 feet from the wetlands. D. Moore seconded,
motion carried.
EDGEWOOD LIFE CARE - UTILITIES
CONTINUED PUBLIC HEARING - NOTICE OF INTENT
David Doran presented plans to install a water and the sewer line
along Stevens Street for the Life care center. W. Sousa motioned
to close the public hearing and issue a decision within 21 days.
D. Moore seconded, motion carried.
LOTS 2 & 3 COVENTRY LANE
CONTINUED PUBLIC HEARING - NOTICES OF INTENT
Richard Barrett attended the meeting and presented house plans
for Lots 2 and 3 . D. Moore motioned to close the public hearings
and issue a decision within 21 days. W. Sousa seconded, motion
carried.
SCHOOL - CALZETTA SITE
NOTICE OF INTENT - PUBLIC HEARING
Martin Kretsch presented plans for the Calzetta site school. An
abutter raised concerns regarding drainage on the site. D. Moore
motioned to close the public hearing and issue a decision within
21 days. W. Sousa seconded, motion carried.
CHILDRENS WORLD - SEWER
NOTICE OF INTENT - PUBLIC HEARING
Debra McCartney of Hayes Engineering represented the owner Mr.
James Maynard and presented their plans to install a sewer line
from Mill Rd. to Osgood's pump station along Rte. 114 . . D. Moore
motioned to close the public hearing and issue an Order of
Conditions within 21 days. W. Sousa seconded, motion carried.
