BOARD OF SELECTMEN MINUTES February 10, 2020
CALL TO ORDER: Chairman Richard Vaillancourt called the meeting to order at 7:00PM in Meeting
Room at Town Hall.
ATTENDANCE: The following were present: Chairman Richard Vaillancourt, Clerk Rosemary Smedile,
Licensing Chairman, Regina Kean, Chris Nobile, Phil DeCologero, Town Manager, Melissa Murphy
Rodrigues, Deputy Town Manager, Denise Casey and Director of Administrative Services, Laurie Burzlaff.
PLEDGE OF ALLEGIANCE
PUBLIC COMMENT
Karen Lauro, 591 Massachusetts Avenue, asked to be involved with any safety analysis being done for
the Mass Avenue/MassDOT project.
David Torrisi, Chairman of the School Committee, thanked the Town Manager and Board for supporting
the schools with the budget.
SWEARING IN
Sergeant Brandon James
Town Clerk, Trudy Reid, administered the oath to Police Sergeant Brandon James.
GOVERNMENTAL REPORTS
Town Manager Recommended FY21 Budget
Town Manager Rodrigues and Finance Director, Lyne Savage, presented her recommended Fiscal Year
2021 Budget. Ms. Rodrigues explained the budget for the Stevens Estate and indicated she may need to
make cuts if revenue numbers used are not realized. Regina Kean confirmed that the transfer to capital
would be put back in the Stevens Estate budget next year. Richard Vaillancourt asked for a 3-5 year
projection for the Stevens Estate budget.
Federal Census update
Phil Dagati from the United States Census Bureau provided the latest information regarding the Federal
th
Census. Letters will be mailed to residents on March 12. They can complete the census over the phone
or online. It is estimated that in North Andover that 17% of residents are not counted. Mr. Dagati
explained that the Complete Count Committee will be trying to identify the challenges and try to come up
with solutions to get more people to complete the forms. Federal and state aid are based on our Federal
census numbers so the Town wants to get as many people as possible to respond.
Update on Senior Center
Town Manager Rodrigues showed the Board the new Senior Center website which will provide updates
for the project.
PUBLIC HEARING
National Grid/Verizon New England joint pole petition-Massachusetts Avenue/Chickering Road
The hearing was continued from the last meeting. The purpose of the hearing was to receive comments
regarding the joint pole petition from National Grid and Verizon New England to relocate 5 poles on Mass
Ave.
Chris Nobile made a MOTION, seconded by Rosemary Smedile to continue with the public hearing
in accordance with General Laws Ch. 166, Section 22, to receive comments regarding a joint pole
petition from National Grid and Verizon New England to relocate 5 poles on Massachusetts
Avenue and Chickering Road. Motion approved 5-0.
David Boucher from National Grid provided an updated plan where they are only requesting to move 5
poles. The pole in front of 591 Massachusetts Avenue will not be moved.
Karen Lauro of 591 Massachusetts Avenue thanked National Grid for not moving the pole by her house.
Regina Kean made a MOTION, seconded by Rosemary Smedile to close the public hearing on the
joint pole petition of National Grid and Verizon New England to relocate 5 poles on Massachusetts
Avenue and Chickering Road. Motion approved 5-0.

Vote on National Grid/Verizon New England pole petition
Chris Nobile made a MOTION, seconded by Regina Kean to approve the joint pole petition for
National Grid and Verizon New England Petition #20754907 for Massachusetts Avenue, as
presented. Motion approved 5-0.
APPROVAL OF MINUTES
Chris Nobile made a MOTION, seconded by Regina Kean to approve the Open Session Minutes of
January 27, 2020. Motion approved 5-0.
NEW BUSINESS
Appointment of Leslie Kulpinski to Sustainability Committee
The appointment subcommittee recommended Leslie Kulpinski be appointed to the Sustainability
Committee.
Phil DeCologero made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen
appoint Leslie Kulpinski to the Sustainability Committee for a term ending June 30, 2021. Motion
approved 5-0.
CONSENT ITEMS
Vote to designate the following board members as Special Municipal Employees:
1. Stevens Estate Long Term Committee
2. Master Plan Implementation Committee
3. Elderly/Disabled Taxation Fund Committee
4. Middle School Fields Improvement Committee
5. Utility Abatement Review Board
Town Manager Rodrigues recommends committee members be designated Special Municipal Employees
as many serve on more than one board or committee.
Regina Kean made a MOTION, seconded by Phil DeCologero that the Board of Selectmen
designate members of the Stevens Estate Long Term Committee, the Master Plan Implementation
Committee, the Elderly/Disabled Taxation Fund Committee, the Middle School Field Improvement
Committee and the Utility Abatement Review Board as Special Municipal Employees. Motion
approved 5-0.
LICENSING COMMISSIONERS
Chris Nobile made a MOTION, seconded by Regina Kean to open a meeting of the North Andover
Licensing Commission. Motion approved 5-0.
Request of Sue Parke on behalf of the Andover/North Andover YMCA for a one day entertainment license
at Drummond Field
The Board already approved the road race at a previous meeting.
Chris Nobile made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen,
acting as Licensing Commissioners, approve the request of Sue Parke for a one day
entertainment license at Drummond Field on May 31, 2020 from 8:00AM to 12:00PM. Motion
approved 5-0.
Request of 1801 Turnpike Street Operations LLC d/b/a Sutton Hill Center for a permit for storage and use
of LP gas in above ground tanks
Included in the packet was an email from Mike Beirne explaining that the tanks have been in place for
several years; however, a license was never obtained.
Chris Nobile made a MOTION, seconded by Richard Vaillancourt to open a public hearing in
accordance with General Laws Ch. 148, Section 13, to receive comments regarding a license
application from 1801 Turnpike Street Operations, LLC for four 1000 gallon above ground storage
tanks at 1801 Turnpike Street. Motion approved 5-0.
There were no comments.
Richard Vaillancourt made a MOTION, seconded by Phil DeCologero to close the public hearing in
accordance with General Laws Ch. 148, Section 13, to receive comments regarding a license
application from 1801 Turnpike Street Operations, LLC for four 1000 gallon above ground storage
tanks at 1801 Turnpike Street. Motion approved 5-0.

Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen, acting
as Licensing Commissioners, approve the request of 1801 Turnpike Street Operations LLC d/b/a
Sutton Hill Center for four 1000 gallon above ground storage tanks. Motion approved 5-0.
Chris Nobile made a MOTION, seconded by Phil DeCologero to close the meeting of the North
Andover Licensing Commission. Motion approved 5-0.

The Board was provided with the job posting/vacancy log.
Town Manager Rodrigues announced the Town received the Municipal Vulnerability Preparedness grant
from the state.

Rosemary Smedile made a MOTION, seconded by Phil DeCologero to adjourn the meeting at
8:30PM. Motion approved 5-0.
