Conservation Commission Meeting
August 28,2002 "

Meeting came to order at 7:00 PM
General Business
242-982 Extension E uestrian Drive 47-51 E uestrian Drive Welsch Cont. from
7/24/02
No representative for the hearing was present. The hearing was continued to allow the
applicant to replace the haybales prior to issuing the extension. The haybales had not yet
been replaced because the applicant had requested guidance on specific areas of
replacement. Ms. Parrino recommended issuing a one-year extension with the stipulation
that the haybales would be replaced and reviewed prior to releasing the extension. Ms.
Parrino's recommendation also called for the replacement of the woody wetland plants in
the restoration crossing. Mr. Mansour moved to grant a one-year extension, seconded by
Albert Manzi. The vote was unanimous.
242-1145,Amended Girder,Woodchuck Hill Substation (Mass Electric)
Paul Richards and Andres Molina were present to discuss modifications to the language
in the Order of Conditions. Changes were requested on conditions 27,28,35,55 and 66 in
order to comply with the requirements of the Right of Way Yearly Operational Plan. Ms.
Parrino stated that the changes were minor with the biggest change involving the
condition of pesticide use and application. Ms. Parrino said she has worked with the
applicants on resolving an agreement to the revised language. Several of their requests
were not agreed upon and remain highlighted in the Order of Conditions. The
Commission had received a copy of the amended order for review. Robert Mansour
moved to grant the Order as amended, seconded by Albert Manzi. The vote was
unanimous.
Conservation Restriction Price Property, Essex County Greenbelt
David Santomenna, the Director of land Conservation of the Essex County Greenbelt,
was present to discuss the Conservation Restriction for an 82-acre parcel. He explained
that the majority of the property was located in Boxford (79 '12 acres)with a small portion
located in North Andover(2 1d2 acres). He explained that the property was donated to the
Essex County Greenbelt by the Price Family Trust in 2001, with the understanding that

the Greenbelt would place a conservation restriction on the property, which would be
held by the Boxford Trails Association/Boxford Open Land Trust. He indicated that the
North Andover portion of the property was surrounded by land owned and managed by
the Department of Environmental Management. Ms. Parrino had reviewed the language
of the restriction. Joseph Lynch Jr. moved to approve the restriction contingent upon
Town Council's review and approval, seconded by Albert Manzi. The vote was
unanimous.

Notice of Intents - Continuations
242-1164, 193 Gray Street (Twadelle)
Bob Twadelle was present at the meeting. Ms. Parrino explained that Hancock had
submitted revised plans showing the surveyed wetland delineation and the haybale line,
which would be set as the limit of work. She added that the approved RDA required four
highbush blueberry plantings and crab apple tree plantings along the 25' No-Disturbance
Zone. She said that the crab apple trees have been planted, but the highbush blueberry
plants have not been planted. She recommended that the four blueberry bushes be
planted along the edge of the lawn prior to the start of work. Mr. Manzi moved to issue
the COC with the condition requested above. Mr. Mansour seconded. The vote was
unanimous.
242-1156 129 Forest Street Tricket Griffin Engineering)
Peter Flink of Griffin Engineering and the applicant, Paul Trickett, were present.
Proposed work included the construction of several additions to an existing single-family
dwelling within the buffer zone of a BVW. Ms. Parrino explained the history of the site.
The applicant had requested a waiver from the 50-foot no-build zone for a new mudroom
and laundry room in the area of the existing deck because at the time the deck was
constructed, a 35-foot no-build zone had been maintained. New plans had been revised
to reflect the mudroom size to be consistent with the existing footprint of the deck. The
wetland line had been reviewed and approved in the field. The BVW to the south was
providing vernal pool habitat. The 25-foot no disturbance area had not been maintained
behind the property and a dog kennel had been constructed within the no-disturbance
zone and was not shown on the previous plan. The new plan included the dog kennel and
proposed its removal. Ms. Parrino recommended restoration of the 25' No-Disturbance
zone and enhancement around the previous sewer crossing. Mr. Manzi moved to approve
the work with the above-mentioned conditions and to issue a decision within 21 days.
Mr. Lynch seconded the motion. The vote was unanimous.
242-1161 Phase 3 Sewer Dale Street & Glencrest Drive DPW Guertin Elkerton
Lou Mamollette of Guertin Elkerton was present to explain the project for approximately
3500 feet of sewer line and the installation of 14 manholes. At the last hearing, the
Commission had been concerned about the areas where the sewer lines were force main

and not gravity. They had suggested double sleaving these lines. Revised plans were
submitted showing all sewer lines as gravity sewer, thus double sleaving the lines in these
areas were no longer relevant. Mr. Manzi moved to close and issue a decision within 21
days. Mr. Lynch seconded. The vote was unanimous.
242-1162 10 Commerce Way Grasso Hancock Environmental
Ms. Parrino recused herself and left the room due to a conflict of interest. Richard
Albano of Hancock Environmental was present and spoke on behalf of the applicant. He
reviewed the proposed project details with the Commission. He also mentioned that the
review by Natural Heritage had not been completed but was expected to be complete by
the end of the week. Ms. McKay acted on behalf of Ms. Parrino and continued with her
review. Ms. McKay recommended further planting enhancement, more extensive than
the proposed landscaping plans, in several locations, particularly in the back of the site
along the edge of the riprap. The primary concern would be drainage and storm water
management in this location and for the entire site. The site historically holds a large
volume of water. High groundwater is present towards the rear of the building. The
parking lot is oven under water. She questioned whether the shallow catch basin and the
vortechnics unit would be able to attenuate this volume and if the unit would function
properly at the proposed groundwater location. Ms. McKay also mentioned the comment
made by DEP in their review, which requested that documentation be provided for the
claim of 80% TSS removal for the vortechinics. Mr. Albano stated that all of the water
used on site for the carwash operation would be recycled and would not contribute to
existing drainage patterns. Mr. Manzi moved to set up an escrow account in the amount
of$5,000 for an outside review by Lisa Eggleston. Mr. Lynch seconded. The vote was
unanimous. Mr. Manzi moved to continue the hearing to 9/12/02. Mr. Lynch seconded.
The vote was unanimous.
242-1166, 170-172 Sutton Street (Town of North Andover)
Ms. Parrino spoke on behalf of the applicant. A representative for the applicant was not
present. The project had been continued for the reason that DEP had not yet issued a file
number only. She stated that the wetland delineated by Steve Eriksen of Norse
Environmental must be fully re-establish the wetland line in the field by survey prior to
the start of work. Mr. Manzi moved to issue a decision within 21 days. Mr. Lynch
seconded. The vote was unanimous.
New Notice of Intents
242-1167 150 Old Farm Road Ravi Kan'olia Wetlands & Land Management)
Ms. Parrino recused herself and left the room due to a conflict of interest. Bill Manuel of
Wetlands and Land Management and the applicant, Ravi Kanjolia were present. Ms.
McKay acted on behalf of Ms. Parrino and had solely reviewed the project for the
Commission. Proposed work included the construction of a garage to an existing
dwelling. The garage is proposed just outside the 50-foot no build zone at 50 feet. The
driveway will be regraded to accommodate construction and proposed elevations. The
proposed slab would be 4' above the elevation of the existing slab. Ms. Parrino flagged
the wetlands on the site when she worked for Hancock Environmental. Ms. McKay

confirmed the delineation upon her review. She mentioned that there was a typo error on
the plan, which needed to be corrected. M. Manzi moved to continue the hearing to
9/12102 for revised plans. Mr. Lynch seconded. The vote was unanimous.
