BOARD OF SELECTMEN MINUTES January 13, 2020
CALL TO ORDER: Chairman Richard Vaillancourt called the meeting to order at 7:00PM in Meeting
Room at Town Hall.
ATTENDANCE: The following were present: Chairman Richard Vaillancourt, Clerk Rosemary Smedile,
Licensing Chairman, Regina Kean, Chris Nobile, Phil DeCologero, Town Manager, Melissa Murphy
Rodrigues, Deputy Town Manager, Denise Casey and Director of Administrative Services, Laurie Burzlaff.

PUBLIC HEARING
National Grid/Verizon New England joint pole petition-Massachusetts Avenue/Chickering Road
The purpose of the hearing was to receive comments regarding the joint pole petition from National Grid
and Verizon New England to install one new pole and relocate 10 others on Mass Ave/Chickering Road.
All relevant departments reviewed the request and all conditions are contained in the Proposed Order.
David Boucher was present from National Grid to answer questions.
Regina Kean made a MOTION, seconded by Rosemary Smedile to open a public hearing in
accordance with General Laws Ch. 166, Section 22, to receive comments regarding a joint pole
petition from National Grid and Verizon New England to install one new pole and relocate 10
others on Massachusetts Avenue and Chickering Road. Motion approved 5-0.
The Board discussed the location of the poles. Scott Kelloway from MassDOT provided updated plans.
The Board requested the poles to not be located in residents’ front yards, especially for the one in front of
591 Mass Avenue. Mr. Boucher indicated he will meet with residents to determine a suitable location for
the pole.
Stephanie Sewade asked if the guide wire has to go into the tree. Mr. Boucher stated it must go the
opposite way to be effective. Ms. Sewade also asked if the wires would continue to go across the road.
Mr. Vaillancourt asked for National Grid to provide a more accurate plan, reposition pole at 591 Mass
Ave, and address the questions regarding the guide wire at 615 Chickering Road and wire connections to
the house.
Regina Kean made a MOTION, seconded by Rosemary Smedile to close the public hearing on the
joint pole petition of National Grid and Verizon New England to install one new pole and relocate
10 others on Massachusetts Avenue and Chickering Road. Motion approved 5-0.
GOVERNMENTAL REPORTS
Update from Town Clerk
Town Clerk, Trudy Reid, updated the Board regarding the upcoming elections. Nomination papers are
thth
available until February 7, to be returned by February 11. There will be early voting for the presidential
primary from February 24- February 28.
Sustainability Committee presentation of plastic bag ban
Julia Ross and Adrian Goldman from the Sustainability Committee showed a power point about the
Committee’s proposal to ban plastic bags in Town.
They are proposing a ban thin film and any plastic bag less than 3 mil in thickness at all retail, service and
food establishments.
Mr. Vaillancourt stated he is personally in favor of the idea but it would need to go to Town Meeting.
Ms. Smedile was concerned about weight of paper bags and transportation costs for a heavier bags.
Paper bags are cumbersome and do rip so may be more difficult for elderly and handicapped.
Ms. Goldman indicated it’s not paper vs. plastic. Their goal is to promote reusable bags.
Ms. Kean asked if any of the towns have an exception for elderly. Ms. Goldman stated they do not.
Mr. Nobile was pleased with the work the committee has done.
Mr. DeCologero indicated the Sustainability Committee is a group appointed by the Board of Selectmen
to research such topics as this.

APPROVAL OF MINUTES
Chris Nobile made a MOTION, seconded by Regina Kean to approve the Open Session Minutes of
December 16, 2019. Motion approved 5-0.
Chris Nobile made a MOTION, seconded by Phil DeCologero to approve the Open Session Minutes
of December 27, 2019. Motion approved 3-0-2. Ms. Kean and Ms. Smedile abstained.
CONSENT ITEMS
Chairman Vaillancourt indicated that the Board is handling Consent Items differently. They will be handled
as a group.
Chris Nobile made a MOTION, seconded by Phil DeCologero to remove Items A and B from
Consent Items. Motion approved 5-0.
NEW BUSINESS
Request of Sue Parke to use Milk Street, Johnson Street, Rea Street and Chestnut Street for a road race
on Sunday, May 31, 2020 from 8:30AM to 12:30PM
Request of Sue Parke to use Osgood Street, Academy Road and Court Street for a 5K road race on
Sunday, August 2, 2020 from 9:00AM to 12:00PM
Ms. Parke was present to explain the 2 road races she is organizing. All relevant departments have
reviewed the requests and have no issues.
Rosemary Smedile made a MOTION, seconded by Phil DeCologero to approve the requests of Sue
Parke to hold the 2 road races as presented. Motion approved 5-0.
CONSENT ITEMS
Accept grant in the amount of $7181.00 from the MA Department of Fire Services for firefighter turnout
gear
Request of Carol Bradstreet to use Drummond Park for the Great Strides: A Walk to Sure Cystic Fibrosis
on Saturday, May 16, 2020 from 8:00AM to 2:00PM
Accept donation from Elizabeth Armstrong in the amount of $500.00 to the Fire Department to be used for
equipment
Vote to waive right of first refusal on affordable unit resale- 180 Chickering Road, Unit 303C
Accept grant in the amount of $11,700.00 from MassDEP for recycling programs
Rosemary Smedile made a MOTION, seconded by Chris Nobile to approve all items listed under
Consent Items. Motion approved 5-0.
NEW BUSINESS (continued)
Vote on National Grid/Verizon New England pole petition
The Board took no action on this matter.
Appointment of Jeanne Irwin to the Stevens Estate Advisory Committee
Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen appoint
Jeanne Irwin to the Stevens Estate Advisory Committee for a term ending June 30, 2022. Motion
approved 5-0.
Appointment of Trevor Laliberte as Tree Warden
Town Manager, Melissa Rodrigues, explained that the Town needs to appoint a Tree Warden as required
by statute and that the Warden must have specific qualifications. Mr. Laliberte’s resume was provided to
the Board.
Phil DeCologero made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen
appoint Trevor Laliberte as Tree Warden for a term ending January 12, 2023. Motion approved 5-0.
Appoint Board of Selectmen representative to Master Plan Implementation Committee
Phil DeCologero made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen
appoint Chris Nobile as the Board of Selectmen Representative on the Master Plan
Implementation Committee for a term ending January 12, 2022. Motion approved 5-0.

Sign Purchase and Sale Agreement for Glennie Woodlot
Information was provided to the Board regarding the acquisition of the Glennie Woodlot. This was a
property that was approved for purchase with CPC funding at Town Meeting. Town Counsel, Suzanne
Egan, was present to answer any questions.
Rosemary Smedile made a MOTION, seconded by Phil DeCologero that the Board of Selectmen
approve and sign the Purchase and Sale Agreement with Essex County Greenbelt for the
acquisition of 0 Dale Street (Glennie Woodlot), as presented. Motion approved 5-0.
LICENSING COMMISSIONERS
Phil DeCologero made a MOTION, seconded by Rosemary Smedile to open a meeting of the North
Andover Licensing Commission. Motion approved 5-0.
Approve revision to Licensing Regulations
Included in the packet were the revisions to the regulations for One Day Special Licenses as discussed at
a previous meeting.
Richard Vaillancourt made a MOTION, seconded by Phil DeCologero that the Board of Selectmen,
acting as Licensing Commissioners, approve the revisions to Town of North Andover Alcoholic
Beverages Regulations, Section F(5) as presented. Motion approved 5-0.
Chairwoman Kean explained that the Stevens Coolidge Place was never notified by the Town that their
license was only renewed through January 31, 2020 so Ms. Kean will be placing on the next agenda a
renewal for another 30 days to allow time for them to meet with the neighbors.
Richard Vaillancourt made a MOTION, seconded by Chris Nobile to close the meeting of the North
Andover Licensing Commission. Motion approved 5-0.
OLD BUSINESS
None
TOWN MANAGERS REPORT
The Board was provided with the job posting/vacancy log.
Town Manager Rodrigues provided a letter to the Board regarding the budget. Ms. Rodrigues indicated
she is working with the Superintendent to bridge the gap between her budget and what the
Superintendent presented to the School Committee.

Ms. Rodrigues announced that Lyne Savage has received the GFOA award for the budget for the 8 year
in a row.

Ms. Rodrigues also stated there will be a public information meeting on January 16 at 7:00PM for the
gas emergency restoration plan.
SELECTMEN’S UPDATES/COMMENTS
Rosemary Smedile stated that Mr. Landers, a resident that donated land to the Town around the Hatch
recently died and expressed the Board’s condolences to the family.

Chris Nobile made a MOTION, seconded by Phil DeCologero to adjourn the meeting at 8:38PM.
