HomeMy WebLinkAbout2020-04-02 Affordable Housing Trust Minutes �r II i IIII i iwouo i li ,1 iI 'I�lily- r ' North Andover Affordable Housing Trust Meeting Minutes April 2, 2020 Present: Laurie Burzlaff,George Koehler, Roger Lawson, Richard Vaillancourt, Robert Bernardin, Christopher Jee, Joan Fitzgibbons and Jean Enright Absent: None Meeting was called to order at 5:00 p.m Chairman Burzlaff read the following: Pursuant to Governor Baker's March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law,G.L. c. 30A, §18,and the Governor's March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place,this meeting of the North Andover Affordable Housing Trust will be conducted via remote participation. No in-person attendance of members of the public will be permitted but every effort ell be made to ensure that the public can adequately access the proceedings as provided for in the Order. Persons who would like to listen to the meeting while in progress may do so by tuning in on their televisions to Comcast Channel 8 or Verizon Channel 26 or online at www.northandovercam.org. If you have public comments, please email Iburzlaff@northandoverma.gov. Approval of Minutes from January 14,2020 Motion made by Richard Vaillancourt,seconded by Robert Bernardin to approve the meeting minutes of January 14,2020. Roll call vote:Koehler-yes;Lawson-yes, Vaillancourt-yes;Bernardin-yes;Jee-yes;Fitzgibbons-yes; Burzlaff--yes. Motion approved 7-0. Rental Assistance Program Laurie Burzlaff provided draft documents to the Trustees outlining an Emergency Rental Assistance Program.The program would be available to residents that were laid off or furloughed due to the COVID-19 crisis. The Trustees discussed the guidelines.Trustees agreed to assist North Andover residents only and to revisit the guidelines in a month.The Trustees discussed the amount they would want to fund.The Trustees discussed funding from $100,000-$250,000 and revisiting if more funds were needed. Motion made by Joan Fitzgibbons to fund$100,000 from the Affordable Housing Trust to an Emergency Rental Assistance Program. Roll call vote:Koehler-yes;Lawson-yes, Vaillancourt-yes;Bernardin-yes;Jee-yes; Fitzgibbons-yes;Burzlaff-yes.Motion approved 7-0. Motion made by Richard Vaillancourt seconded by Christopher lee that the maximum amount paid by the Town per household be$1,000 per month for a maximum of three months.Roll call vote:Koehler-yes;Lawson-yes, Vaillancourt-yes;Bernardin-yes;lee-yes;Fitzgibbons-yes;Burzlaff-yes. Motion approved 7-0. Motion made by Roger Lawson,seconded by Richard Vaillancourt to accept applications until July 2,2020. Roll call vote:Koehler-yes;Lawson-yes, Vaillancourt-yes;Bernardin-yes;Jee-yes;Fitzgibbons-yes;Burzlaff-yes. Motion approved 7-0. The Trustees discussed the fee to be paid to Greater Lawrence Community Action Council for administering the program. For the current rental assistance program funded by the HOME funds,they receive 3%. The Trustees discussed payment of up to 5% Motion made by Christopher lee,seconded by loan Fitzgibbons that the Trust authorize up to$5,000 be paid to Greater Lawrence Community Action Council for the administration costs of the Emergency Rental Assistance Program. Roll call vote:Koehler-yes;Lawson-yes, Vaillancourt-yes;Bernardin-yes;Jee-yes;Fitzgibbons-yes; Burzlaff-yes. Motion approved 7-0. Laurie Burzlaff asked the Trustees if she and Christopher Jee could be appointed as a subcommittee to draft the agreement with GLCAC and finalize documents. Motion made by Richard Vaillancourt,seconded by Roger Lawson,to authorize Laurie Burzlaff and Christopher Jee to work as a subcommittee to finalize documents and agreement with Greater Lawrence Community Action Council.Roll call vote:Koehler-yes;Lawson-yes, Vaillancourt-yes;Bernardin-yes;Jee-yes;Fitzgibbons-yes; Burzlaff-yes. Motion approved 7-0. Motion made by George Koehler,seconded by Richard Vaillancourt to authorize Laurie Burzlaff to sign the grant agreement with Greater Lawrence Community Action Council on behalf of the Affordable Housing Trust. Roll call vote:Koehler-yes;Lawson-yes, Vaillancourt-yes;Bernardin-yes;lee-yes;Fitzgibbons-yes;Burzlaff-yes. Motion approved 7-0. ADJOURNMENT Richard Vaillancourt made a motion seconded by Joan Fitzgibbons to adjourn the meeting at 6:30PM.
