The changes as requested in the memorandum have been made and a revised Site Plan is included as on e art of this response P package(plan revision date of 4 11 019). The following items in standard text below are the peer review comments. Responses are provided in italic font. 1. As required by the watershed Special Permit, written certification by a Registered Professional Engineer, or other scientist educated in and possessing extensive experience m the science of hydrology and hydrogeology, stating that there will net be any significant degradation of the quality or quantity of water in or entering Lake Cochichewick has been submitted; however, the signature for heir.,lack Sullivan,P.E. is missing. g Response: the written Watershed special Permit narrative is now signed1stamped. . As required by the watershed Special Permit, proof that there is no reasonable alternative location outside the Non-Disturbance and/or Non-Discharge Buffer Zones, whichever is applicable, for any discharge, structure, or activity, associated with the proposed use to occur, has been provided but signature for Mr. Jack Sullivan,P.E. is missing. Response: The written Watershed Special Permit narrative is now, signed scam ed. . The Plan submitted shoves the existing adjoining wetlands along with the associated buffer zones; however, the Applicant must show the required delineations i.e., Non-Disturbance and Non-Discharge Zones requ i red for the Watershed Special Permit Application. The Plan states that the entire let is located within the Mon-Discharge Zone; however, the distances inust be called out. Response: the .f of " on-Dish r a c " buffer zone i graphically shown and libeled o the plan. 1 is the sane bufferzone as the 100 foot welding buffer. The "Non-- ischar Zone" is 325 feet from the wedand limes which encompasses the entire lot. There is noway to graphically show this on the plan since the buffer would extend off the plat sheet;a note has been provided stating the entire lot is within the `Non Discharge Zone". 4. The Plot Plan submitted has not been signed and stamped by a Professional Engineer as required. Response: The plot plan issigned and stamped P.O. The Applicant should state if the intent is to p • Pp relocate the sewer service line and/or protect t during construction of the proposed addition. The Applicant mast also indicate if the location, alignment and depths of this line was confirmed with a test pit or other means. Response: Yhe existing sewer.service is close to the proposed addition. The sewer will not b relocated, Where is a rote provided that the contractor shall take caution while excavating. . The Plan should indicate access manhole frame and corer for maintenance of the proposed drywell. The length and width of the proposed drywell must be shown on the plan. Response: A note has been added to the drywell delail that a 24" Cast Frame and Cover (Round) be provided. Additionally, on the dtywell detail a rote has been provided that the drywell dimensions are 5'- "wide x 10'- J) long. . The Applicant should stag the basis for the assumed exfiltration rate of 0.0014 fpm that was used to size the subsurface infiltration system. Response: The infiltration rate of 0-0014fpm is based on the Rawls Rate, for a Sandy Loam soil heing 1.02 in1hr which converts to .0 fpm. . The Applicant must provide basis for the 6 minutes time of concentration assumed in the HydroCAD analysis. Response: For direct entry from a roof system to a drywell the engineering standard for time of concentration is minutes or 0.1 hr . The Hydro AD model as currently setup assumes cxfiltrafion at Elevation 0.001 whereas the bottom of the proposed drywell is at elevation 90. '. The Applicant should clarify the assumed elevation of 0. ' for eAltration. Response: The bottom of store e e rlion .. and bottom of drywell elevation 1.0 were properly modeled urn Hydra . . The exftltration rate of 0.0014 fpm was the correct rate for the existing soil condition. The ex iftratio elevation o ' " " iris the ro i ro ram i s ar `set' value that can nol be modified...it is the exfiltration rate that is the variable and has been assigned the correct value. 10. As required by the watershed Special Permit, evidence that allon-site operations including, but not limited to, construction, wash water disposal, fertilizer applications and septic systems will not create concentrations of Nitrogen in groundwater, greater than the federal Limit at the down gradient ofthe property boundary has been submitted;however, the signature for Mr. Jack ullivan,PE is missing. Response. The wriUen Watershed Special Permit narrative is now signed slamped. If you should have any additional questions or comments please feel free to call or email rye.
