Below please find a brief suimnary of the review comments prepared by Lisa Eggleston o
Eggleston Environmental dated March 2, 2017 which are followed by my response and or
revisions to plans perfoiiued.
1. Wetland Boundary Confirmation by Conservation Commission.
a. The wetland boundary was previously delineator in 2006 and the line depicted
on the plan represents the 2006 line. We understand that since the delineation
occurred over 3 years ago, a re-conflri-nation of the line is required by the
Conservation Commission. We have been in contact with the Conservation Agent
and have been working with her to gain access to the abutting property(see
below)
b. The wetlands are located on abutting property owned by North Andover Co ntt
Club and peniiission is needed to access the property to identify the wetland
boundaries. We have contacted Steve Kolu, general manager of the North
Andover Country Club and on March t" as of this letter we have not received
Permission to enter the property.
2. Identify IP Zone A
. The Portion of the Zone A which is 400 Feet from the bark of Lake
Cochichewick is not with the fir nits of the Property. This is Presently noted in
notation#9 of the General Motes on the plan.
. The Zone A. line which is Zoo feet from the upper edge of the wetland has been
noted on the plan.
. Identify Limit of ForkWork to be outside 100 foot wetland buffer zone or 01 or
ANRAD is required.
a. The plan currently depicts the location of a siltation barrier which is also
represents the maximum limit of work. The siltation barrier notation has been
expanded to also identify it as the limit of work.
b. Subject to the confirmation of the wetland line, Conser-vation, as proposed, all
work is located outside the loo foot buffer zone.
. Clarify that the rain gardens will provide the compensatory groundwater recharge as
require by Zoning. Questioned is run-off flow will reach the rain gardens.
a. Hydraulic calculations provided the calculations that indicate that the proposed
rain gardens provide sufficient recharge of im ei-v o s surface run-of'to equal
pre-development conditions thereby suceessfally mitigating the effect of the
added impei;vious surfaces.
1 . Additional spot grades have been added to the plans to clarify that the proposed
grading directs impervious surface run-off to the rain gardens as demonstrated in
the hydraulic calculations
. DEP Water Regulations require Impervious Cover limitations.
a. The regulation.cited 3 10 CMR 22.02 C is a regulation that regulates the
"Protection of Surface Water; Supplies for New ndR n c Class A.Water
Supplies". This section of 3 10 CMR 22 it is not for existing supplies. The
applicable regulation for existing supplies is 3 10 CMR 22.002 which does not
have any hupeirvious area limitations. This was confirmed aria a conversation with
Mr. Jim Pei;slay of III'NERD Drinking Water Section of Thursday March 9,
2017. Mr. Persky also indicated that such"land use restrictions must be
incorporated into the communities zoning regulations". As North Andover's
ZoningBy-Law does not include such in pei i us limitations, no impel-vious
percentage limitations exist.
. Establish best management practices for maintenance of pool within the watershed
. A Pool and Rain Garden Maintenance plan is attached.
. Add requirement to use low-phosphor-us fertilizers and expand use of restricted fertilizes
to future maintenance of lawn. Provide landscape plan.
a. The Fertilizer notation has been expanded to include the use of low--phosphorus
fertilizers and to restrict fertilizer use for routine lawn maintenance.

b. As of this letter the requested landscape plan has not been conipleted by the
Landscape Arcliiteet. The plan will be submitted as soon as completed.
. Restrict use of coal tar based pavement sealant
a. A notation has been added to the plans restricting the use of coal tar based
pavement sealants proposed.
. Establish Board restriction regarding hinits to approved lear inn and use of landscape
products.
. No response required as directed by the Board.
