Deck demolition and new deck construction.
Conservation Conditions of Approval,NACC#259
Pursuant to section 4.4.2 (A) of the North Andover Wetlands Protection Regulations,Patrick
Kennedy,applicant/homeowner, filed for a small project for :work proposed at 16 Woodberry Lane,
North Andover. The proposed work includes demolishing an existing deck and stairs,and replacing
;with a new deck and stairs (204 s.f. total). The new deck is approximately 56' from Bordering
Vegetated Wetlands (BVV0. Two new helical piles will be installed to support the outer perimeter
of the deck,and a new concrete pad ,will be constructed at the base of the stairs.
During the August 26,2020 public meeting,the North Andover Conservation Commission found
this project to qualify as a Small Project Permit and voted to approve the project as proposed under
Category"A" subject to compliance with the conditions listed below. The project is approved only
as it relates to the Conservation Commission and any and all other approvals should be obtained by
the applicant/homeowner. All work shall conform to the following:

CONDITIONS:
1. Prior to the start of construction the applicant shall ensure that the site contractor has reviewed
the Small Projects Permit and is aware of the wetland resource area and the 14-nits of the
proposed work.

2. Any other work including rnodification to the walkways in the 100' buffer zone shall he reviewed
and approved by the Conscivation Commission separately should such work he proposed.
3. Upon completion of the approved project and site stabilization,please contact the Conservation
Department fora final inspection.
4. This ermit shall ex ire one ear from the elate of issuance.

COMPLETE APPLICATION-The application meets tlae submittal requirements. Therefore,the Conservation
Department has prepared a written list of conditions necessary to protect any adjacent wetlands for approval by
the Conservation Commission.
This condition list shall be filed with the North Andover Conservation.Department as NACCX it T

have not been compiled with and as a result this Department;is rejecting this incomplete application w/in two
(2)business days from the elate of receipt (Section 178.4 North Andover Wetland Protection Bylaw). You may
pick up this application and supporting plans at the Conservation Office and re-file with the required
supporting documents and information.

Subiect: Small Pro'ect Permit- Proiect Narrative—New Deck
The project imvoivastherennove| andtherep|emennemtof deck that is,located |n the rear ofthe
house. Currently,the deck ix6''0''wide x12''0" long (72 sq.ft.) and sits roughly 7°-0" inthe air,The deck
is currently accessed by a sliding glass door from inside the house and a stair that is located on one side
of the deck.The deck Ks deteriorating and has reached the end of its |[fmxpan therefore it needs tnhe
replaced. Currently the deck isS8'-0"from the wetlands.
The existing deck will be completely removed and replaced bya new deck that will bebrought
up to today's standards. All existing decking material will be removed off site and properly disposed of in
adunmpster.The new deck will be enlarged tV12''O"wide x14'-O" long(16,A sq.ft.).This will encroach
on the wetlands by an additional 2'-0". So, now it will be 56'-0" from the wetlands.The deck wiil still
maintain the same height of7'-0" and will bo accessed bvthe existing glass sliding door and a new set uf
stairs that will bc located off the deck.
For the foundation work the contractor will be ulsing helical piles in two (2) corners of the deck.
The other side of the deck will be directly attached to the house.There will be a small concrete pad
poured at the bottom of the new stair.The rest of the area below and around the,deck will remain as-is.
The new deck~s structure will be made out nf pressure treated lumber.The pressure treated
structure will remain as-is and not receive a coat of paint,The decking and the railings will be made out
of TREX.The specific system being used for this project is called Trex Enhance.The fascia board going
around the deck will be wrapped with PVC. Again, no painting will occur for this project.
Regarding the wetland impact for the project the major issue, would be the 2'-0" encroachment
to the wetland area.Again,the existing deck sits at 58'-0" from the wetlands.The new deck would be
sitting at 56'-0". No tree removal is needed for the installation of the new deck.Also,there would be
