For this meeting, members of the public who wish to watch the meeting may do so on their televisions
by tuning to Comcast Channel 8 or Verizon Channel 26 or online at www.northandovercam.org. No
in-person attendance of members of the public will be permitted, but every effort will be made to ensure
that the public can adequately access the proceedings in real time, via technological means. In the
event that we are unable to do so, despite best efforts, we will post on the Town of North Andover
website an audio or video recording, transcript, or other comprehensive record of proceedings as soon
as possible after the meeting. If the public would like to participate in public hearings please email
your question/comment prior to or during the meeting to jenright@northandoverma.gov. The
question/comment will be read during the proceedings and responded to accordingly.

1679 Osgood Street, Chad Lawlor: Request for release of a $2,000 performance bond associated with a Site Plan
Review Special Permit granted November 7, 2017.
CONTINUED PUBLIC HEARINGS
1160 Great Pond Road, Brooks School: Application for a Watershed Protection District Special Permit and Site
Plan Review Special Permit under Chapter 195 Article 4 Part 5, Section 195-8, and Section 195-10.7 of the Town of
North Andover Zoning Bylaw to authorize the phased redevelopment and reconstruction of certain existing
developed areas of the Property, including relocation of the South Entrance, removal and reconstruction of
buildings, access ways and landscape areas, improvements and installation of new drainage improvements and
associated landscaping. The majority of the proposed work is within the General Zone with a small portion of
reconstruction of walks, parking and landscaping on the outer edge of the Non-Disturbance and Non-Discharge
Zones. The project is located in the Residential 1 (R-1) Zone.

Permit under Article 8 Part 3 and Article 10 § 195-10.7 of the North Andover Zoning Bylaw. The Applicant
proposes construction of a 15,100 SF single-story metal building with associated parking, landscaping, utilities and
stormwater management desig
company and the accessory uses are indoor storage for equipment and vehicles as well as an outdoor gravel laydown
area also to serve the construction company. The property is located in the Industrial-1 Zoning District.
NEW PUBLIC HEARINGS
335 Willow Street, Muffin 3X, LLC c/o Michael Ogan: (This hearing will be opened and continued to
September 15, 2020 with no evidence heard) Application for a Site Plan Review Special Permit under Article 8
Part 3 and Article 10 § 195-10.7 of the North Andover Zoning Bylaw. The Applicant proposes construction of two
building additions totaling 8,708 SF with associated parking, landscaping, utilities and stormwater management
design. The primary use proposed is manufacturing and warehouse. The property is located in the Industrial-1
Zoning District.
DISCUSSION ITEMS
135 Carter Field Road, Jim Raso: Request for Waiver of a Watershed Special Permit, so as to allow
approximately 1,400 SF of vegetation clearing beyond the limit of clearing as shown on the Definitive Subdivision
Plan and within the Non-Discharge Zone of the Watershed Protection District. Applicant wishes to create suitable
space for a shed and swing set.
