NOTICE OF WARNING

The North Andover Health Department has been notified and has received documentation that
you have violated the Governor's Emergency Orders as declared under a Commonwealth of
Massachusetts State of Emergency due to the outbreak of the 2019 novel Coronavirus (COVID-
19). A complaint was received on Monday, September 14, 2020 around 4:30pm noting groups of
persons coming to the above noted location for"hitting clinics"and that none were wearing
masks or socially distancing. Images were received dated August 01' and 17"' that supported the
complaint made. This warning has been issued for the reasons stated below and for also
endangering the general public by general nuisance violation of M.G.L. c. 111, §122.
The Governor of Massachusetts passed COVID-19 orders 31 and 46 in response to the ongoing
pandemic, and these orders mandate face coverings as well as limits on maximum premises
capacity. hl order to keep the general public safe and mitigate the spread of COVID-19, it is
mandatory to adliere to these and other orders passed by the Governor.
Violation of terms of COVID-19 Order Numbers 31 and 46 may result in a civil fine of up to
$300 per violation, in the manner provided for in M.G.L. c. 277, § 70C, and M.G.L. c 40, §21D.
Violation of M.G.L. c. 111, §122 may result in a civil fine of up to $1000 per violation.
Based on a conversation onsite with the homeowner, it was agreed that future events similar to
what prompted the complaint will be discontinued at this address. It was also noted that if these
events were to be restarted, the Health Department and any other necessary department must be
contacted beforehand to ensure it is feasible and in compliance with all relative guidance and
regulations.
