The majority of the proposed work is within the General Zone with a small portion of 37 reconstruction of walks,parking and landscaping on the outer edge of the Non-Disturbance and Non-Discharge 38 Zones. The primary use is a proposed office to serve the Applicant's construction 70 company and the accessory uses are indoor storage for equipment and vehicles as well as an outdoor gravel 71 laydown area also to serve the construction company. The property is located in the Industrial-1 Zoning District. 72 J. Enright: Stormwater and Department review is complete; a draft decision has been prepared. An updated 73 grading plan has been submitted which includes a 6' stockade fence to the rear of the property.No rooftop 74 mechanical equipment is anticipated.No public comment has been submitted on this project. 75 J. The Applicant proposes 92 construction of two building additions totaling 8,708 SF with associated parking, landscaping, utilities and 93 stormwater management design. The primary use proposed is manufacturing and warehouse. The property is 94 located in the Industrial-1 Zoning District. 95 J. Enright: This hearing was opened with no evidence heard at the prior meeting. Bake `n Joy(351 Willow St.) is 96 expanding operations to 335 Willow Street. On February 17, 2015 351 Willow St. was granted approval for a Site 97 Plan Review Special .Permit to allow for the construction of an 11,168 sf addition, new parking area, new 98 stornwater management system, partial removal of an existing berm to the rear of the building and a 35% 99 reduction in required parking. This permit is still under construction and is not yet closed out. We have received 100 comment from the NAPD regarding existing on-street parking. In addition, a commercial abutter submitted 101 comments related to a safety concern given the existing on-street parking and tractor trailer access/egress. 102 Department review includes DPW, Police and Fire. An NOI has been submitted to Conservation. Horsley Witten 103 submitted their first round of review comments; additional information was received this evening; however,that 104 information has not yet been reviewed and is not included in the Board's packet. 105 E. Goldberg: Read abutter and NAPD comment into the record. 106 John Morin, Morin Cameron Group,Applicant: The proposed project includes the construction of two additions 107 (north/south sides of existing building)totaling approx. 8,700 sf. Addressed parking comments regarding 351 108 Willow St. The as-built is in progress and will be submitted shortly. Bake `n Joy(351 Willow St.)purchased part 109 of the cul-de-sac. Employees tend to park in the street; there are spaces available within the parking lot. 110 Employees have been instructed to utilize those parking spaces. The use at(335 Willow St.)meets the parking III requirements for manufacturing and warehouse.No additional pavement needs to be added, one section of the lot 112 is to be restriped in order to get the amount of spaces required under the zoning bylaw. We are reducing 113 impervious surface by removing 350 sf of pavement(within the 100 ft. buffer zone to the wetland)replacing with 114 landscaping. A third of the proposed addition is within the existing parking lot but does not interfere with the 115 required parking. Proposed increase in impervious surface is roof, propose an underground infiltration system and 116 plan to fix the rip rap spillway on the southerly side of the parking lot. Refrigerated trucks will 121 move product and materials in and out of the building; there is some rooftop mechanical equipment proposed for 122 the addition however there will be equipment on the ground as well. 123 J. Proposed vegetated slope(along southerly end near Sutton Pond)replaces a 7-8 ft. retaining 143 wall. Adjusted main access drive switching the sidewalk from the Building A side to the cast side of the main 144 entrance, allows for creation of more vegetation along the building. Large phased Master Plan 186 redevelopment requires a zoning change, likely a map change and require a development agreement including 187 other protections outside of zoning: phasing, construction sequence, timing related to addressing the Town's 188 shortfall on the town's subsidized housing inventory through a multifamily component which is to be nearly all 189 rental and 25%affordable.Nearly 400 units will count toward the town's inventory helping to exceed the 190 affordable requirement well beyond the 2020 census.
