Thursday—August 27, 2020

VIRTUAL MEETING
Present: Joseph McCarthy,Michelle Davis,Daphnee Alva-LaFleur, Brian LaGrasse,Stephen Casey Jr,and
Toni K.Wolfenden.
I. CALL TO ORDER
The meeting called to order at 7:01 pm.
Chairman Joseph McCarthy read the following statement:
Pursuant to Governor Baker's March 12,2020 Order Suspending Certain Provisions of the Open Meeting
Law,G.L.c.30A,Section 18,and the Governor's March 15,2020 Order imposing strict limitation on the
number of people that may gather in one place,this meeting of the North Andover Board of Health will be
conducted via remote participation to the greatest extent possible. Specific information and the general
guidelines for remote participation by members of the public and/or parties with a right and/or requirement
to attend this meeting can be found on the Town's website,at www.northandoverma.gov. For this meeting,
members of the public who wish to watch the meeting may do so on their televisions by tuning to Comcast
Channel 8 or Verizon Channel 26 or online at www.northandovercam.ore. No in-person attendance of
members of the public will be permitted,but every effort will be made to ensure that the public can
adequately access the proceedings in real time,via technological means. In the event that we are unable to
do so,despite best efforts,we will post on the Town of North Andover website an audio or video recording,
transcript,or other comprehensive record of proceedings as soon as possible after the meeting. If the
public would like to participate in public hearings please email your question/comment prior to or
during the meeting to blaerasseAnorthandoverma.gov The question/comment will be read during
the proceedings and responded to accordingly.
II. APPROVAL OF MINUTES
Meeting Minutes from June 25,2020 presented for signature. Motion made by Daphne Alva-LaFleur to
approve the minutes,motion seconded by Michelle Davis,all in favor,minutes approved.(3-0-0)

III. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION
A. Kimberly Foss,Robyn Januszewski,and William Mehaffey representing Northeast Mosquito Control
and Wetlands Management District have joined the Board of Health meeting to discuss the local
mosquito situation. For 2020,the districts total mosquito collections are down 70%from last year.
The mosquito responsible for Eastern Equine Encephalitis(EEE)is extremely low in the district. On

August 13,2020,the area was labeled as"significant drought conditions,level two"this was declared
by EEA for the entire Commonwealth with the northeast region also experiencing a classic long-term
drought. According to the northeast regional climate center,our district falls between 50-75%of
normal precipitation from May 2020 to August 2020. Our district is extremely dry which coincides
with our low mosquito counts. Although the district is down,North Andover is up 147%from last
year but that is only for the Cattail Mosquito. This particular mosquito came out early with high
numbers before the drought began. After July,all mosquito populations dropped significantly. All
other types of mosquitos are very low. All mosquito pools tested for West Nile Virus and EEE have
been negative with very low populations for collections. On August 5,2020,all 3645 municipal catch
basins where treated for West Nile Virus prevention. There was one resident request for property
inspection and 29 regular larva site inspections completed.
B. COVIDI9 Updates—The Commonwealth of Massachusetts is in Step lof Phase 3. Governor Baker
rolled back the gathering numbers for outside venues from 100 down to 50. This was to help curb any
additional spike in COVIDI9 numbers. The numbers continue to look good. Currently,Massachusetts
is doing fantastic compared to other parts of the country. Massachusetts had a total of 365 new cases
today,but that is out of 25,340 tests. In the month of August,the Commonwealth ranged from 162
cases to 438 positive cases per day however,the testing capacity has grown substantially over the last
month. The testing numbers per day range from 12,000 to 27,000 tests done per day. The testing rate
is at 1%which is the best seen during the entire pandemic. There are five active cases of COVIDI9 in
the Town of North Andover. All are on isolation. 338 people have recovered. Incident rate for the
town is at 1.2 people per 100,000. The Health Department has been working diligently with The
School Department to help get their plans ready to re-entry. The hybrid model has been adopted by the
School Department. The classes have been divided in to two cohorts or two groups. Each group will
go to school two days per week and all students learn on one remote day. Cohort A attends school on
Monday and Thursday. Cohort B attends school on Tuesday and Friday. All students do remote
learning on Wednesday. All classrooms have been modified to meet spacing requirements. Busing is
very different this year. Buses now use assigned seating,seating arrangements,cleaning protocols and
various schedules to combat COVIDI9. HVAC in each school building has been inspected,tested and
commissioned by an engineering company. All school buildings are being inspected. Dates have not
been set for a full in person return. The Commonwealth of Massachusetts have created a rapid
response testing unit when schools are back in session,if there are any clusters or outbreaks,the state
can send a mobile unit to do rapid testing for students,staff and faculty. The state have increased the
testing sites from 8 to 20. Both Lawrence and Methuen have state testing sites. Methuen testing sites
are AFC—380 R Merrimack Street Methuen,MA and Alliance Family Health Center/Methuen Family
Health Center, 147 Pelham Street Methuen,MA. Lawrence General Hospital and Greater Lawrence
Family Health Center are also state testing sites for COVID19. Merrimack College students have
begun classes with reopening plans in place. The Health Department has been working with their
administration for the past few months to help implement changes with the student protocols.
Students,staff and faculty are tested weekly which results in 4,500 tests per week. The testing is
mandatory. This testing has for the Town of North Andover has more than doubled. The Health
Department has met with Brooks School to assist with their reopening plans. Students will be coming
back next week. They will isolate as a school bubble. All students will live on campus. Town Hall is
now open by appointment only. Stevens Memorial Library is open with limited capacity and curbside
pickup. Brian LaGrasse has been working with the Stevens Estate with limited capacity. There is an
anticipation of numbers going up because with more people being out in public.
Stephen Casey Jr.Inspector Updates—Stephen continues to work with restaurants and give proper
feedback. Most restaurants want to be proactive with indoor dining options. A zoom call will be set
up to refresh restaurants on the COVID19 guidelines. Various restaurants have been remodeling and
constructed in North Andover,which Stephen has been collaborating with to help with a smooth
transition and code compliance. Complaints have slowed down. In the past,most of the complaints
where about employees and mask wearing. Now,the complaints are customer based. Stephen reminds
people to wear a face covering and keep social distancing. PPE kits are available for the town's small
businesses. Septic season continues as does housing inspections. Pools are up and running with low
complaints. Stephen continues to work with caterers and temporary food vendors with permitting and
COVID19 compliance. Currently,Fuddruckers,Howling Wolf and Raceway Convenience/Gas
Station have closed during the pandemic. Event venues are affected by group gatherings being
lowered to 50 however,churches are not. Michelle Davis thanks the School Committee for all their
hard work during this difficult time. Daphnee Alva-LaFleur reminds us that at this uncertain time,we
are all in this together. No one thought 2020 would be like this. Daphnee involved"We Care
Charities"to help with seniors that are in need of food and other items. Joseph McCarthy discusses
COVIDI9 statistics,concerns with the economy,and treatments. Governor Baker has made flu shots
mandatory for all school age children regardless of in-person or remote learning. Brian LaGrasse has

been working with North Andover and Andover Pediatrics to figure out how best to complete the
mandatory vaccines. The Town Wide Flu Clinic is planned for late October. It will be a"drive-
through"versus the typical in-person flu clinic as it has been in the past. It will be different from years
past.

MOTION made by Daphnee Alva-LaFleur to adjourn the meeting.Michelle Davis seconded the motion
and all were in favor.The meeting adjourned at 7:48 pm.(3-0-0)

Please Note:the following terms and definitions apply to COVID-19 only.
COVID-19 Molecular Test:Also known as a PCR test.This diagnostic test identifies the presence of virus's genetic material.These tests are very accurate and a positive result means someone has current or
very recent infection.
COVID-19 Antigen Test:This test identifies the presence of proteins on the surface of the virus.These diagnostic tests are somewhat less accurate(i.e.,low sensitivity)than molecular tests but a positive result
is suggestive of current infection.
COVID-19 Antibody Test:Also known as a serology test.This test identifies antibodies;antibodies are the proteins produced by the immune system to fight off an infection. Because antibodies take days to
weeks to make after infection,a positive result indicates infection at some point in the past.It is not a diagnostic test.
Testing by Date:This refers to the date the sample(usually nasal swab or blood)was taken.Most reports and figures in this dashboard use this date.
Total Tests:This represents the total number of tests done and includes people who have had multiple tests.
Persons Tested:This represents the total number of persons who had at least one test done.If a person had more than one test,they are still counted only once.
Case Definition:A standard set of criteria (including symptoms,laboratory tests and exposure)used to count persons who may have COVID-19.Case definitions tell public health professionals which people
with disease to count;they don't tell healthcare providers how to diagnose or treat COVID.
Confirmed Case:A person is counted as a confirmed case of COVID-19 if they have a positive molecular test.
Probable Case:A person is counted as a probable case in four ways:
1.if they have a positive antigen test AND have symptoms OR were exposed to someone with COVID;
2.if they have a positive antibody test AND have symptoms OR were exposed to someone with COVID;
3.if they have COVID symptoms AND were exposed to someone with COVID;
4.if they died and their death certificate lists COVID as a cause of death.

Suspected Hospitalized Cases: Patients without a laboratory confirmed COVID-19 diagnosis but who,as determined by the hospital, have signs and symptoms compatible with COVID-19(most patients with
confirmed COVID-19 have developed fever and/or symptoms of acute respiratory illness,such as cough,shortness of breath,or myalgia/fatigue).
