Mr.Simonsreadastatementbeforethemeetingstarted(referencingtheopeningstatementoffof theAgenda)“PursuanttoGovernorBaker’sMarch12,2020OrderSuspendingCertain ProvisionsoftheOpenMeetingLaw,G.L.c30A,Section18andtheGovernor’sMarch15,2020 Orderimposingstrictlimitationonthenumberofpeoplethatmaygatherinoneplace,this meetingoftheNorthAndoverFinanceCommitteewillbeconductedviaremoteparticipationto thegreatestextentpossible”. Mr.Simonsdidarollcall. AffordableHousingTrust&playgroundupdate LaurieBurzlaffpresentedanupdateoftheplaygrounds: -GroganFieldisbeinginstallnextweek.Therewererepairsonthecurrentplaygroundanda challengecoursehavebeeninstalled.Thechallengecoursewasdecidedbythechildrenatthe YouthCenteroverthepastsummer. -StevensPondwillneedworksothiswillhavetogoinfrontofConservationCommission. TheyaretryingtogetsiteworkintheFallandplaygroundworkintheSpring. -AplinParkhasthreeoptions.Aplinwaslacking3-5yearoldoptionsaccordingtothestudy. AffordableHousingTrustislookingforfeedbackfromCommunityPreservationCommitteeon thethreeoptionspresented. Ms.WatsonlikedthetoddlerdesignsinceNorthAndoverdoesnotcurrentlyhaveanyother playgroundswiththisoption.Mr.Roacheaskedhowitwillworkwiththebasketballcourtnear sincethereisstronglanguagebeingheard.Ms.Burzlaffstatedtheparentswillbeatthe playgroundaswelltocontrolthis.Ms.Watsonagreedtherewouldbemoreadultrepresentation. Mr.Callahanmentionedtoddlerswouldbepresentatanearliertimeoftheday.Mr.Holland wantedtomakesuretherewouldbesignagefromCPCattheplaygrounds.Ms.Burzlaffagreed andstatedshewouldgetsamplesfortheCPCtolookat.Ms.Watsonstatedshewantedtomake sureresidentsunderstandwheretheirtaxdollarsgotobettertheircommunityand neighborhoods. Ms.BurzlaffgaveanupdateontheAffordableHousingTrust.ShestatedtheTruststillstruggles tofindabiggerprojecttoputtheirfundstowardsomeaffordableunits.ShestatedwithCOVID- 19theyweregratefultohaveavailablefundsdostartanEmergencyRentalProgramfor residentssincetheTrustdoesnothavecertainpowersthattheCPCdoes.Ms.Burzlaffexplained theTrustinitiallywenttotheBoardfor$100,000.00andwentbackforanadditional $100,000.00.Shestated$15,000.00waspaidasanadministrativefee.Ms.Burzlaffreported thereis$55,000.00leftasabalance.Shestatedsomeresidentswererejectedduetotheextra $600.00stipendtheyreceivedandoutofthe95applicationsreceivedonly10weredeniedfor notmeetingthecriteria.Mr.Roacheaskedhowthepayoutwasgiven.Ms.Burzlaffexplained therewasa$3000.00maximumpayoutandthatthereisadireneedforalongtermrental assistanceprogram.Ms.WatsonapplaudedtheAffordableHousingTrustforalltheydoand howthey’vehelpedothercommunitieswiththeprogramsthey’vecreated.Mr.Simonsaskedif theprogramhelpedthepeoplewhoreceivedit.Ms.Burzlaffstatedmostoftheapplicantsare nowbacktoworksotheextrahelpedthemwhentheyneededit.Ms.Watsonmentionedthisis moreforthemiddletolowerincomefamiliesasthelowestincomefamilieshadtheirrent adjusteddown.Ms.Watsonstatedthosewhodonothavetherentalsubsidywerehelped.Ms. BurzlaffstatedshewantedtomeetwithMaggieClearyoftheHousingAuthoritytodiscussa largerprojectonWalkerRoadwherethefeasibilitystudywasdone.Ms.WatsontoldtheCPC thatshehadbeenappointedtotheNorthAndoverHousingAuthorityBoardofCommissionersin April2020.Ms.WatsonstatedsheislookingforwardtoworkingwithMs.Clearyonanon- profitundertheumbrellaoftheHousingAuthoritygivingabroaderarenatodevelop.Mr. SimonsaskedMs.Watsonabouttheneedsstudy.Ms.WatsonstatedMs.Clearytoldherthatthe studyhasbeencompletedandtohaveMs.ClearycomeintopresentthestudytotheCPC. CloseoutRidgewoodCemeteryProject#1374 Mr.Callahanstatedtherewas$13,000.00leftasabalanceaccordingtothelatestfinancial spreadsheet. MOTION:Mr.RoachemotionedtocloseoutRidgewoodCemeteryProject#1374.Mr. Callahanseconded.Rollcallvote:Callahan:yes,Watson-yes,Roache-yes,Holland-yes, Simons-yes.Motionpassed5-0. ReviewFinancials Mr.SimonsaskedifeveryonegetscopiedonthelettersentoutbyStuartSaginorofthe CommunityPreservationCoalition.Allpresentmembersstatedtheyreceivehiscorrespondence. Mr.Simonsspokeaboutwhatthematchinfundswouldbearound20-25%.Mr.Simons suggestedthatuntilCOVID-19iscontrolledthereprobablywillnotbeanysupplementalfunds. Mr.Roacheaskedwhatthenumberswerebefore.Mr.Simonsstatedhebelievedtheywere higher. Mr.Roacheaskedifaprojectwasclosedoutdoestheremainingbalancegobackintothefund. Mr.Simonsconfirmedstatingitgoesbackintothefuntobereallocated.Mr.Roacheasked aboutinactiveprojectsthathavebalances.Mr.Simonssuggestedthatthenextmeetingtogo througheachprojecttodiscuss.Mr.CallahanmentionedtheCPCwebsitehasbeendelayeddue toCOVID-19.Mr.Callahanmentionedtohaveprojectquarterlyreportstobeputonthewebsite foranupdateoneachproject.Mr.CallahanstatedhewilldiscussthiswithChrisMcClure.
