STAFF REPORT DISCUSSION ITEM Royal Crest Estates 1 &28 Royal Crest Drive Trinity Financial .Thin Keefe: Proposed Master Redevelopment Plan for the property. Discussion topics include: Fiscal Impact Analysis: High-level key findings Dimensional Information: Buffers, Building Heights, Setbacks to buildings, parking wetlands Traffic: Submission of Traffic Study and presentation of key content J. Enrigh: The working group met October 29,2020 and reviewed proposed building heights in relation to residential neighborhoods and Route 114, number of floors per building and Merrimack College building heights. Proposed setbacks,on-site buffering were also reviewed along with existing specific Residential-5 dimensional requirements. Focus was on buffering and how it is addressed in other districts--business and industrial districts that directly abut residential districts. Traditionally,there is often provision for a 50ft. setback, however when some business/industrial districts abut a residential development that buffer extends another 50 ft. for a total of 100 ft.; the first 50 ft, being unbuildable, unpaved and not parked upon. The group had sensitivity to setbacks. There was discussion of Open Space requirements in other bylaw sections such as Planned Residential Developments today. Group is interested in heights of buildings in other areas that directly abut residential neighborhoods.The group also felt that in addition to the residential neighborhoods to the side and rear of the site, consideration should 1 Town of North Andover PLANNING BOARD TlnindaV,Novetnbei•5 2020 7 .m. 120 Main Street Town Hall North Andover MA 01845 be given in some manner toward the 3 residential homes (between Berkeley Rd. and the existing Royal Crest entrance)that front on Route 114, namely 312, 318 &322 Turnpike St. It was affirmed that the Smart Growth Plan based zoning bylaw pulling primarily from the OSGOD bylaw combined with similar zoning used in other conimunitics is the preferred direction. This approach includes the establishment of sub-districts in which certain dimensional requirements and use regulations could be created and applied to the perimeter of the site where townhouses are proposed. Sub-districts would provide for predictability and certainty for the developer and the town.The proponents have submitted a revised Program Summary for this evening which includes the 250 dormitory units in the unlit total, bringing the grand total of units to 1,641. There is a revised project calendar which reflects this meeting, moves the fiscal impact analysis to the next meeting,and a public engagement plan discussion has been added. (VHB)presented traffic impact analysis: (build and no-build analysis)projecting volumes to year 2027 (subject to peer review by the town's consultant& MassDOT),reviewed revised intersections, improvement overlays and projected vehicular volume,trip distribution,discussed alternate modes of transportation. Michael Lozano, Trinity Financial: Presented dimensional information,context of proposed site and buildings, building heights and buffers. Stated that the average buffer between existing buildings and property line is 80 feet; proposed is approx. 140 feet; minimum buffer is on Route 114 (close to one of the three homes identified earlier) at 28 feet. In that area it is 83 feet from edge of parking lot to the property line; the existing dimension is 53 feet from property line to the edge of the driveway. (1:28:40)The blue building on the diagram,the Merrimack dormitory, is 4 stories tall-(the adjacent 5 story wing should be hatched)at front corner of the site and is 28 feet to Rte. 114 and it's 129 feet from the closest house from the building; 450 feet to the homes on Berkeley Rd. The three homes on Turnpike St. will be considered. This is one part of the site that we will want to look at closely in terms of zoning. View sheds of this area may be helpful. Our proposal is further away from the homes and property line than exists today at Royal Crest; After speaking with abutters on Quail Run and Monteiro Way we decided to pull the walking/biking path inward further away from the property line. Open to pedestrian connection to Franklin School.Taller buildings are located along Rte. 114. Showed local images of single family homes located next to 5 story buildings; generally, this site the dimension will be 400 feet to the homes. J. Enright clarified that the Rogers Building at Merrimack College sits back at least 300 ft. the main roof is 48 ft. and the top of the proposed rooftop Verizon wireless cylinders is 58 ft. J. Enright: Noted an abutter emailed to request whether an audio or video recording of the meeting was available. Jean contacted him to provide access and meeting material information. Noted another abutter our Berkley Rd., Patricia DeSantis,emailed her during the meeting experiencing difficulty accessing NACAM TV on channel 8. Jean will contact her regarding instructions. Fiscal analysis and impact on schools will be presented at the November 24,2020 Planning Board meeting.
