Memo re: 183 Carter Field Road

On November 25th, the Town of North Andover received notification from the Department of
Public Health regarding an anonymous complaint made regarding the address of 183 Carter
Field Road. The complaint claimed that there were multiple large parties and gatherings of
teenagers with parental knowledge. There were no dates or details regarding the claim. Upon
receipt of the complaint, the town issued an educational warning to the address. The property
owner contacted the town after receipt.
On December 3, 1 spoke with the property owners regarding the complaint. During the
conversation, the property owners informed me that the anonymous complaint was filed due to
a neighbor dispute. They confirmed that they have had no gatherings in violation of the
Governor's executive order, and that they had electronic devices in their homes that could
confirm that. The police had not been contacted regarding any gatherings so no reports exist.
I am creating this memo to attach to the original educational warning in order to clarify the fact
pattern and nature of the complaint, and to document my finds and conversations. I am
satisfied that this matter should be closed.

RE: Violation of Emergency Orders
Dear Owner,
On November 25,2020 at 5:51 pm the North Andover Health Department received a complaint from the
Massachusetts Department of Public Health regarding multiple house parties occurring at this location.
Per the Governors Emergency Order number 54 regarding Gatherings;
• Indoor gatherings at a private residence are limited to a maximum of 10 people
• Outdoor gatherings at a private residence are limited to a maximum of 25 people
• Consistent with the revised Face Covering Order,masks or face coverings are required at any
gatherings including more than 10 people and where attendees include non-household members.
• If the host is notified that an event attendee has tested positive for COVID-19,the host must
immediately notify the Local Board of Health in the city or town where it took place. Hosts must
assist the Department of Public Health and Local Board of Health with contact tracing and case
investigations, including,upon request,providing lists of attendees at social gatherings and their
contact information.
If future complaints are received,violations may be subject to a$500 fine per violation. If questions
