However, as a living heir on title to this property we are legally obligated to notify you as we move forward in any actions associated with this property and against any other party or bank in control of this property. The North Andover Health Department is working with the Massachusetts Attorney General's Office and through the Northeast Massachusetts Housing Court, will be filing action to assign a receiver to correct all violations and restore the dwelling so that it is habitable. North Andover Health Department personnel conducted an authorized inspection of your property at the above referenced address on September 26, 2016 in response to a complaint filed with this Department. The inspection revealed that the property has been abandoned and has violations of the State Sanitary Code,Chapter II as listed on the attached Violation Form. The owner is hereby ordered to correct the violations within the time allotted on the enclosed form. Failure to comply within the specified time period will result in further action by the Board of Health, including but not limited to filing in court and/or a fine. Any fine levied will continue to accrue until the subject property is brought into compliance with this Order to Correct. Each day or portion thereof during which the violations continue shall constitute a separate offense. A request for said hearing must be made in writing and received by the Health Department within seven (7) days from receipt of this Order. At said hearing you will be given an opportunity to be heard and to present witnesses and documentary evidence as to why this Order should be modified or withdrawn. All affected parties will be informed of the date, time and place of the hearing and of their right to inspect and copy all records concerning the matter to be heard. You may be represented by an attorney. You have a right to inspect and obtain copies of all relevant records concerning the matter to be heard. A re-inspection will be performed by the North Andover Health Department subsequent to the deadlines stated in this letter. If the violations are corrected prior to the deadline,please call the North Andover Health Department at(978) 688-9540 for an inspection.
