Work involves removal of invasive species(bittersweet,multiflora rose,euonymus and honeysuckle),spread fresh loam to amend soil and fill in divots and even out planting surface.Replant with native shrubs and herbaceous perennials. Installation of 65'of split mail fence. All work is over 50 feet from the BVW located across the road along Great Pond Road.Erosion control will be installed along the edge of and above the roadway curb. Work to be accomplished manually with the exception of the use of a residential size rototiller to turn soil and expose invasive roots to be more easily hand pulled During the December 9,2020 public meeting,the North Andover Conservation Commission voted unanimously to approve this as a Small Project Category"G"(planting of new native vegetation) and Category"I1"(fence installation that does not impede surface water flow or wildlife).The Project is approved only as it relates to the Conservation Commission and any and(if applicable)all other approvals should be obtained by the applicant/home owner.The applicant is responsible for determining property boundaries.All work shall conform to the following: RECORD DOCUMENTS: Small Project Filing Including: Application Checklist&Project Narrative, Existing Conditions Plan,E-1,prepared by Willow Cheeley dated November 22,2020 Triangle Planting Plan,P-1 prepared by Willow Cheeley,dated November 22,2020 The following conditions are hereby mandated: CONDITIONS: 1. Effective 03/12/2014 1 ® Two(2)copies(and an electronic copy when possible)of a 1"=20'scale(or other as deemed appropriate by the Conservation Commission or agent thereof)drawing showing existing and proposed conditions and the delineated wettand resource areas(see plan requirements below for additional detail). ® A pre-construction/pre-approval meeting was held on site between the applicant and a representative of the Conservation Commission. Date of Meeting:0 /�1�020 ® The delineated resource area boundaries have been confirmed by the Conservation Department as accurate. Plan Requirements(Section 4.4.3 B): Certified and/or professionally prepared plans are not required. However,the North Andover Conservation Commission or its designated agent shall have the final authority to determine whether the submitted plans/drawings are adequate and include all pertinent information for review. At a minimum,all plans submitted shall clearly and accurately show the present conditions and 11r9posed work and depict the location of all wetland resource areas within 100'of the proposed work. All plans must be signed and dated by the person who prepared them. Therefore,the Conservation Department has prepared a written list of conditions necessary to protect any adjacent wetlands for approval by the Conservation Commission. Reason(s) Signature of Agent: Date: Effective 0311212014 2 NORTH ANDOVER CONSERVATION COMMISSION Page 1 of 2 APPLICATION FOR SMALL PROJECT Narrative Scope of Work The North Parish of North Andover Church at 190 Academy Road The proposed work is located on church property along Great Pond Road in the triangle of land beyond the church's existing chain link fence. Currently,this triangle collects trash thrown from the road,is choked by invasive plant species unless cut back,and its soils are disturbed every year by plows pushing in snow and debris from the road. Church Volunteers propose to: 1. Use a small residential rototiller to turn-over enough of the soil to expose the roots of the invasive bittersweet,multiflora rose,creeping euonymous and Japanese honeysuckle. 2. Remove these roots and vines by hand,using loppers,shovels and weed wrenches. 3. Add enough high quality topsoil to fill-in divots remaining from vine and root removal. 4. Use hand rakes to spread the soil in an even layer in preparation for planting. Past road work by the Massachusetts DOT has also left a small section of the slope with a sharp eroding lip edge. Plant majority native species to attract pollinators,provide habitat,and highlight species like clethra and American Sycamore that are commonly found near wetlands. 6. Install several sections of untreated wood split-rail fence to mark the church's property line and discourage further disturbance and littering. The split-rail fence will be installed at a maximum height of 3-feet and conform to North Andover Historic District Commission requirements. Improve the habitat quality and aesthetic appeal of this highly visible section of historic church property in Old Town Center. Potential Impacts to Wetland Areas 1. Volunteer work is being done by hand,will minimally disturb the site,be planted in the spring season(some woody materials may be added in the fall)and be bordered by erosion control. 2. The existing wetland line is located more than 50-feet from the church's property line,and across the curbed two-lane street of Great Pond Road. 3.
