No in-person attendance of members of the public will be permitted, but every effort will be made to ensure that the public can adequately access the proceedings in real time, via technological means. In the event that we are unable to do so, despite best efforts, we will post on the Town of North Andover website an audio or video recording, transcript, or other comprehensive record of proceedings as soon as possible after the meeting. STAFF REPORT BOND RELEASE 100 Willow Street, Jaffco, Gourmet Specialty Foods, CMD Design: Request release of two performance bonds in the amount of $5K and $35K. The bonds are associated with an April 2, 2019 Site Plan Review special permit to allow for an expansion of parking facilities, modifications to exterior to increase the number of loading bays from 2 to 4, and improvements to stormwater management and landscaping. CONTINUED PUBLIC HEARINGS 3 Great Pond Road, Elaine Finbury: (Continued until February 23, 2021 Planning Board meeting) Application for a Site Plan Review Special Permit under Article 8, Part 3 and Article 10 § 195-10.7 of the North Andover Zoning Bylaw. The Applicant proposes the creative reuse and conversion of the Grange Hall in the Old Center to three residential units, construction of retaining walls, stormwater management, and creation of associated parking spaces. No exterior alterations are proposed. The parcel is located within the Residential 3 zoning district. note - Per changes to the Open Meeting Law effective 7/1/10: Notices and agendas are to be posted 48 hours in advance of the meeting excluding Saturdays, Sundays and legal holidays. Amend as necessary, not to exceed one page. 419 & 435 Andover Street, Crosspoint Associates, Inc.: Application for a Site Plan Review Special Permit under Article 8, Part 3, including Parking Special Permit under Article 8 Part 1, and Article 10 § 195-10.7 of the North Andover Zoning Bylaw. The Applicant proposes to redevelop the properties located at 419 and 435 Andover Street by demolishing the existing Ethan Allen and the Bliss Spa and Salon building and constructing two smaller buildings with a total square footage of 10,852 SF to house Restaurant, a coffee shop, a medical office, and a bank. Both the coffee shop and bank are proposed to have drive-through operations. The proposed design includes new site lights throughout the property as well as an outdoor patio adjacent to the coffee shop, the installation of an improved stormwater mitigation system, and improved landscaping on site. The parcels are located in the General Business Zone. DISCUSSION ITEMS 635 Osgood Street, Town of North Andover: Request for Waiver of Site Plan Review Special Permit to allow for the construction of a parking lot. 1268 Osgood Street, Forgetta Development (Signature Commons): Project update and conceptual signage. Potential Zoning Bylaw Amendment Articles: Business 4 District: Add personal service establishments as an allowed use. Table 2: Summary of Dimensional Requirements, Corridor Development District 2 (CDD 2): Revise the dimensional table to make it consistent with dimensions included in Article 16. Water Protection District: Clarify buffer zones and make them consistent with Table 1 & Table 2 criteria based on lot creation dates, fix some incorrect references, provide a diagram to further describe Watershed Protection District buffer zones.
