PROJECT
n March 21,2017 the PlanningBoard approved a Site Plan Review Special Permit and watershed Protection
District Special Permit to allow the reconstruction of existing developed areas of the Brooks School Campus
consisting of the demolition and removing of buildings and the constructing of an art center building with
associated access ways,utilities, field and landscaped areas.The majority of the proposed work is within the
General Zone with a small portion of reconstruction of walks,parking and landscaping on the outer edge of the
Non-Discharge Zone and re-grading of an existing soccer field within the Non-Discharge and Non-Disturbance

Zones. The project is located in the Residential I (R-1)Zone.
n September 11,2017 the Applicant requested an Insubstantial Change to add a temporary stockpile location
at o Great Pond Road Assessors Map 103 Parcel). Originally, fill was to be brought to the Jul soccer field,
stockpiled and graded. Over the course of construction, Fools became concemed about the truck traffic
interfering with the safety of the students who would soon be arriving for the school semester. Brooks
determined that the unused site would be used to stockpile additional materials and limit the truck traffic
throughout campus.Approximately,9,400 cubic yards of soil was taken to the soccer Meld; 55 cubic yards of
s xl was taken to o Great Pond Road; 3,000 cubic yards are estimated to go back to fill the arts center site;
6,400 cubic yards of soil is estimated to be lined to rie r•a e the soccer field.
A siltation barrier was installed befory any work comet need.A gravel access road has been constructed in
order to preserve the area.The topsoil was stripped to allow for proper restoration of the site.Brooks plans to
r•egrade the site and replace the topsoil.All disturbed ass,except for the access road,will them be hydro-
seeded as part of the restoration process to stabilize the soils.This will be completed by October of 2017.
DECISION
After discussion at the September 19,2017 Planning Board meeting, and upon a motion by Eltan Goldberg,
seconded by Peter Boynton,the Planning Board deemed the proposed changes to be insubstantial changes that
do not alter either the intent or the condrtrons of the original Special Pewits.
CONDITIONS
Erosion Control shall remain in place until the site is fully stabilized and inspected by the Planning
Department.
0 There shall be site monitoring for any storm event of "or more. Reports will be provided to the
Planning Deparftnent with photos. The Applicant shay submit an Independent Monitor Form.
a The Site shall be hydro-seeded and stabilized on/or before October 15,2017.
0 The Applicant shall follow-up with the Planning Department concerning the gravel access road and
when it will be used and if not, will discuss a schedule to return the area to its natural state.
FINDINGS
The proposed changes are deemed to be Insubstantial and do not alter either th en or the co it o s of the
