The Independent Monitor also acknowledges and agrees that he/she is providing monitoring services for the benefit of the Town of North Andover and is not the project owner or applicant, and does not have a financial or personal interest in the project. Further, the Independent Monitor understands that she/he may not act as the project owner's agent, representative, partner, employee or joint-ventu rer on this project. The Independent Monitor agrees to immediately report to the North Andover Planning Board,via the Town Planner, any violations of the terms of the Decision listed above, as soon as observed or otherwise become known to the Independent Monitor. This report is in addition to regularly scheduled monitoring reports. Extra straw waddles,silt fence,and construction fencing are stockpiled on site at the"Sugar Shack"Consigli Office area of the site. A second set of bales and stakes is located at the Boys 3rd JV Soccer Field Area of the site. Coordination this month with Brooks Grounds Department for maintenance at JV Soccer taking place. Weekly grass mowing by Brooks Grounds Department in October. Field in use by students. Substantial growth established. Recommend silt fence and straw waddles be removed at this time in order to provide final established condition. • Silt sacks inspected at all catch basins on site prior to OAC Meetings. Confirmation of cleaning provided. • A construction fence entrance has been installed according to plans at the"Sugar Shack"driveway area of the site. This gated entrance has a stone track pad as shown on the project documents. Reviewed the work limit perimeter and erosion controls at the"Boys JV 3rd Field". Erosion controls and sediment control materials(straw waddles and silt fence)have been properly installed along the work limit perimeter. Lawn cutting taking place as required. Students using field as substantial growth is established. Savanah subsequently issued an email this day indicating that Brooks can now remove all of the silt fence,stakes,and straw waddles at both JV Boys and at the Stevens Site. She indicated that she has been to the Stevens site several times with Conservation Administrator Jennifer Hughes and did not need to visit that site. She indicated that the Arts Building project can probably remove the silt socks in the catch basins. However,she asked that we verify that scope with the Planning Board as it is in their jurisdiction. When we receive Ms Mclnvale's email later today describing today's tour, Brooks circulated to Consigh,ATLA,and Whitman and Bingham in order to advise all of the team members the status. Email sent to the Planning Board Staff Planner, Monica Gregoire indicating that we toured with Ms. Mclnvale and we request to remove the silt socks. a 10/22/18 Savanah Mclnvale forward photos of our site walk.
