North Andover Zoning Board of Appeals
Notice is hereby given that the North Andover Zoning Board of Appeals will hold a public hearing
remotely, via conference call, on Tuesday, March 09, 2021 at 7:30 PM to all parties interested in the
petition of G. Richard and Deborah Gagnon for property at 39 Russell Street (Map 057, Parcel 0001),
North Andover, MA 01845 in the R-4 Zoning District.
Applicants are requesting a Special Permit pursuant to Town of North Andover Zoning Bylaws Section
195-4.3(V) for the purpose of constructing an addition of a Family Suite onto the existing home.
Applicants are requesting a Variance pursuant to Town of North Andover Zoning Bylaws Section 195-
2.2; specifically, Applicants are requesting a relief variance of 715 sf gross floor area (i.e. 21%)
(existing GFA of principal dwelling unit is 1,291 sf, Family Suite GFA proposed is 576 sf (i.e. 46%),
maximum GFA allowed is 323 sf (i.e. 25% of principal dwelling unit)).
Application and supporting materials are available for review at the office of the Zoning Department by
appointment only located at 120 Main Street, North Andover, MA, on Monday, Wednesday, and
Thursday from the hours of 8:00 am-4:00 pm, Tuesday from the hours of 8:00 am-5:30 pm, and Friday
from the hours of 8:00 am-11:30 am.
