Renewal of the Conservation Conditions of Approval, NACC #93
Pursuant to section 4.4.2 G of the North Andover Wetlands Protection Regulations and as allowed by
#7 of the Reserved Rights of the Conservation Restriction, Lawrence Jay, Executive Director of Rolling
Ridge Retreat and Conference Center filed for a small project to construct and operate a small organic
farm at 660 Great Pond Road, North Andover. The work consists of tilling and planting less than one
acre of land for vegetable production and maintaining fruit trees and shrubs. All work will be more
than 25 feet from wetland resource areas. A fence is currently installed surrounding the garden
footprint and shall be maintained upgradient of the 25 No-Disturbance Zone. A vegetable wash
station approved by the Conservation Commission was installed in 2020 by an Eagle Scout candidate
within the garden footprint.
During the April 28, 2021 public meeting, the North Andover Conservation Commission (NACC)
voted unanimously to approve the one-year renewal of this project as described above. The following
conditions were hereby mandated for the proposed work:

CONDITIONS:
1.The Water Commission, holders of the Conservation Restriction, shall be notified of the
renewal of the organic farm permit.
2.No materials will be stored or stockpiled in the 25-foot No-Disturbance Zone.
3.All farming will be done in accordance with the herein referenced documents including the
Soil Conservation Plan. Only organic weed and pest control shall be used on the site.
Fertilizer shall be 5-4-3 as described during the public meeting.
4.Seed heads from any Crown Vetch plants in the garden shall be removed and properly
disposed of to protect the resource area from this aggressive species.
5.Upon completion of yearly farming activities, the applicant/farmer will submit an annual
report and photos of the active farm to document the farming procedures used throughout the
year as outlined in the Soil Conservation Plan. The annual report shall be due prior to March

31 of each year. The Conservation Department shall conduct an end of year inspection of the
farm prior to submission of the annual report.
6.This permit shall expire one year from the date of issuance and can be renewed annually with
approval from the Conservation Commission at a public meeting. All conditions of this permit
must be met for subsequent application for renewal to be made.
