He told me that they apparently uncovered a concrete tank, looks or smells like heating oil (Diesel). I went to the site, it was covered with plastic. I shut the work down, told Diego to immediately contact an LSP,they apparently have someone coming down to test the stuff tomorrow morning. Meanwhile, I told him no work, and to be sure that it is covered with plastic. If it rains, the oil could float and overflow the tank. see no evidence of leakage, the tank is nearly full. But of course we don't know for sure until its pumped out and removed. suspect it is an old heating tank from the 70's, apparently no records of it from anywhere. I called your office, and Ben to see if anyone was around. I also tried to call Briane Legrasse from the BOH but he was not in. I suspect he will want to know as well. Axiom has on site LSP apparently. Their instruction was if its contained, this is easy and we can pump it an dispose as required. Then when the tank is gone we check the soil, and if there is a release an LSP on site would be required. But it appears to me the Axiom and Diego are doing everything by the law and as required. So its all going one step at a time. The follow up TCLP analysis which we discussed this morning was received yesterday afternoon and is also attached (1-2009081). At this point NACC &Windover are just waiting for a final proposal for removal and schedule availability based on the results from US Ecology(NRC), As soon as I have a confirmed date I will share with this group.
