Dear Ms, Gregoire:
On behalf of our client, Enterprise Batik,we are providing the following;responses to the Fire
Department review email,dated March 21,2019,
1. A truck turn plan has been added to the plan set showing the turning movement of the North
Andover Fire Truck. This plan shows that a fire truck can maneuver safely throughout the
site.
2. Note 1.6 on Sheet 4 of I I has been added to the plans indicating the need for a Knox Box.
3. Note 17 on Sheet 4 of I 1 has been added to the plan referencing;527 CMR Ch 16 and NFPA
241.
4. Note 18 on Sheet 4 of I 1 has been added to the plans requiring afire alarm system.
5. An automatic fire sprinkler system is not proposed for this development.

Dear Ms Gregoire:
Please find enclosed a revised set of plans and supporting documentation regarding the
above referenced project located at 247 Chickering Road. The plans have been revised to
address the comments in the TLC review letter, dated March 29, 2019. Based on those
comments we offer the following:

1. Comment acknowledged, variances were granted by the North Andover ZBA on
April 9, 2019.

2. Comment acknowledged, the project is currently in the review process with the North
Andover Conservation Commission. t
3. The proposed limit of work is generally the entire site up to the property lines and
within the ROW along the pavement sawcut lines. Additionally, we are engaged in
discussions with the Conservation Commission to determine limits of work associated
with some restoration work within the buffer zone.
4. The angle of the proposed parking spaces has been added to the plans.
5. The curb radius at the exiting driveway has been revised to 15' as suggested.
6. Landscaping requirements based on Section 8.18.1)(1) have been added to the
I.,andscape Plan outlining the number of required and provided parking lot perimeter
trees.

9. The Existing Conditions Plan has been revised showing a;coning district of General
Business.
10. Existing utilities were shown based on field marking and available record plans. A
note is shown on the plan,Note 6, indicating other utilities may be present. An
additional note has been added to the Demolition Plan regarding the disconnection of
the water and sewer and need for MassDOT permits for said disconnections within
the ROW.

Dear Ms. Gregoire:
On behalf of the Town of North Andover, TEC, Inc. conducted a technical review of the March,
2019 Special Permit Application for the proposed project to be located at 247 Chickering Road.
Enterprise Bank ("Applicant') submitted the following documents, which TEC reviewed for
conformance with the Town of the North Andover Zoning Bylaws and generally accepted
industry standards:
• Site Plan Set, 247 Chickering Road, North Andover, MA, prepared by MHF Design
Consultants, Inc. dated March 13, 2019;
• Special Permit—Site Plan Review Application, 247 Chickering Road, North Andover„
MA, prepared by Enterprise Bank, dated March 18, 2019;
Under review of the documents and plans, TEC has compiled the following comments for the
Board's consideration:
1. The project will require review by the Zoning Board of Appeals for several variance
requests, as indicated on the Site Plans.
2. The project will also require review by the Conservation Commission as a portion of the
site is within 100-feet of wetland resource areas.
3. The Applicant should provide and label a limit of work on sheets 3-8 of the Site Plan.
4. Section 8.5.a-The Applicant should provide the angle of the proposed parking spaces.
5. Section 8.5.C(3)-The Applicant should adjust the 12-foot curb radius on the exit
driveway to be 15-feet (minimum).
6. Section 8.18.D(1)-The Applicant should confirm that at least one tree for every 30 linear
feet is to be planted along the rear and side landscaped areas.
7. The proposed monument sign will require a review by the Building Inspector for
conformance with Section 6 of the Zoning Bylaw.

8. Section 4.12 of the Zoning Bylaw does not list a "drive through" as a permitted use in the
General Business district, however it may be considered an accessory use. Planning
Board should confirm.
9. The Existing Conditions Plan should be revised to label the zoning district as "General
Business", not Central Business.
10. The Existing Conditions Plan should provide the location of existing utilities including
sewer, gas, electric, cable, etc. Existing utilities may need to be cut and capped at their
respective mains, or as required by the Town Department of Public Works.
11. The Applicant should provide truck turning templates for delivery, trash, and fire trucks to
prove that adequate traffic circulation is provided.
12. The Applicant should coordinate with the Town Fire Department to prove the site is
acceptable from an emergency response perspective.
