HomeMy WebLinkAbout2021-05-04 Affordable Housing Trust Supplemental Materials North Andover Affordable Housing Trust Meeting Minutes May 4, 2021 Present: Laurie Burzlaff, Roger Lawson, Christopher Jee, Joan Fitzgibbons, George Koehler and Robert Bernardin Absent: Richard Vaillancourt Meeting was called to order at 5:30 p.m Chairman Burzlaff read the following: Pursuant to Governor Baker’s March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18, and the Governor’s March 15, 2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the North Andover Affordable Housing Trust will be conducted via remote participation. No in-person attendance of members of the public will be permitted but every effort will be made to ensure that the public can adequately access the proceedings as provided for in the Order. Persons who would like to listen to the meeting while in progress may do so by tuning in on their televisions to Comcast Channel 99 or Verizon Channel 28 or online at www.northandovercam.org. Approval of Minutes from March 2, 2021 Motion made by Robert Bernardin, seconded by Roger Lawson to approve the meeting minutes of March 2, 2021, as presented. Roll call vote: Koehler-yes; Jee-yes; Bernardin- yes; Fitzgibbons-yes; Lawson-yes; Burzlaff-yes. Motion approved 6-0. Vote on recommendation for Town Meeting Warrant Article 7 Ms. Burzlaff explained that the warrant article was submitted to make our bylaws consistent with the 2016 change in the law. This will now allow the trust to use funds to support affordable housing in addition to creating and preserving. George Koehler made a motion, seconded by Joan Fitzgibbons to recommend Favorable Action on Town Meeting warrant article 7. Roll call vote: Bernardin-yes, Fitzgibbons-yes; Jee-yes; Koehler-yes; Burzlaff-yes. Motion approved 6-0. GLCAC request to transfer remaining $133.41 from Emergency Rental Assistance program to HOME Rental Assistance Program and approve payment for March and April The Trustees were given a copy of the monthly reports from GLCAC and the invoice submitted for March and April assistance payments. George Koehler made a motion, seconded by Roger Lawson to transfer the remaining $133.41 from the Emergency Rental Assistance Program to the HOME Rental Assistance Program and authorize the chair to review and approve invoices for payment of bills not to exceed $60,000 from GLCAC for the long term rental assistance program. Roll call vote: Bernardin-yes, Fitzgibbons-yes; Jee-yes; Koehler-yes; Burzlaff-yes. Motion approved 6-0. Affordable housing fact sheet update Mr. Koehler provided the information for the fact sheet. Director of Community and Economic Development, Andrew Shapiro is working on using the facts to draft a flyer with graphics. The Trustees will discuss at the next meeting. Discussion regarding down payment assistance program Mr. Jee provided the Trustess with an outline of options for the program and explained the various decisions the Trustees would need to make. Ms. Burzlaff will research whether a deed restriction is required in order to provide funding. For the purposes of drafting the guidelines for the program, the Trustees agreed to the following: the loan would be forgivable after 10 years, zero interest, assistance would be 10% of purchase not to exceed $30,000, limited to just down payment (no closing costs), cap of $75,000 in assets, must be a principal residence, buyer must put down 1.5% of their own funds, for single family or condominiums only and the price cannot exceed appraised value. Given the time limitations on their meeting, the Trustees agreed to discuss further at their next meeting. Ms. Burzlaff will contact Mass Housing Partnership to inquire about third parties to administer the program and also how to involve ONE Mortgage. Treasurer’s report The fund balance is $773,589.83. Discussion on funding program to assist residents below 30% AMI This matter was table until the next meeting. Vote for new chair This matter was tabled until the next meeting.
