How will the refuse in the proposed refuse area be contained, in cans or a dumpster? From afire perspective, I'd be
concerned about having a dumpster that close to a building.

I have reviewed the updated site plan information for the conversion proposed at 127 Marblehead Street and I offer
the following comments:
1. Any modifications to the existing sidewalks need to meet ADA compliance.
2, The proposed 2' x 2' infiltration stone trench should be extended the entire length of the driveway.
3. General Condition#4 on the second page of the Stormwater Best Management Practices operation and
Maintenance Plan states the following:

This inspection and maintenance schedule shall be adhered to at minimum for the first year nfservice

accurate inspection/maintenance schedule shall be determined based on the level of service for this 6|ba."
After the first year the inspection/maintenance schedule shall at a minimum meet the inspection/maintenance
requirements of the Massachusetts Stormwater Handbook for the respective BMP's installed and at a minimum all
BMP's shall be inspected at least once annually and the inspections documented.

Planning received a Site Plan Review Application for 127 Marblehead Street. The Applicant proposes to convert the
existing building into a building with four apartments. There will be two three bedroom units and two one-bedroom units.
Parking will be provided onsite for eight(8)cars on the rear and north side of the property. This property is located in the
Residence 4 (R-4)Zoning District.
The applicant has requested the following waivers:

Attached are the comments received as part of the Department Review process as of today for the proposed project
located at 127 Marblehead Street. Planning Comments related to the Site Plans submitted are as follows:
This following information must be added to your plan in order to conform with Section 195-8.14 of the Town of North
Andover Zoning Bylaw:
B. Drawings prepared at a scale of one inch equals 40 feet or larger, or at a scale as approved in advance by the Town
Planner. Revised plans shall contain a notation listing and describing all revisions,additions, and deletions made to the
originally submitted plans and the date of each.
E(1). North arrow/location map.A North arrow and a location map showing surrounding roadways and land uses
adjacent to the site at a scale of one inch equals 1,500 feet. The location map should show at least one intersection of
two existing Town roadways.
E. (5)Topography. The present and proposed topography of the site, utilizing two-foot contour intervals. Existing
topography 50 feet beyond the perimeter of the parcel as it appears on the most current Town of North Andover
topographic mapping shall also be shown.
E. (7)Drainage area map.A drainage area map showing pre-and post-construction watersheds,subwatersheds and
stormwater flow paths, including municipal drainage system flows.
E. (10)Building elevation.A drawing of the exterior of the building, as viewed from the front(street view), must be
submitted. The Planning Board may request side and rear views if relevant to the Board's review.This drawing must be at
least eight inches by 11 inches in size.
(16) Landscaping plan. The general outline of existing vegetation,wooded areas,significant trees, unique species and/or
tree clusters and the extent of all vegetation,wooded areas,significant mature trees(>12 inches DBH), unique species
and/or tree clusters to be removed and identification of the location and landscape schedule of all perimeter and interior
landscaping, including but not limited to proposed paving materials for walkways,fences, stone walls and all planting
materials to be placed on the site.Any landscaping required by the Town bylaws shall be indicated on the site plan in
tabular form showing the amount required and the amount provided.
(17)Refuse areas. Identification of the location of each outdoor refuse storage area, including the method of storage and
screening.All refuse areas must be fully enclosed.
(21) Utilities.All utilities, including water line locations, sewer line locations and profiles, and storm drainage systems.
Section 195-8.15 Review Criteria ad design Guidelines provides information on what criteria and design guidelines the
Planning Board will use to evaluate your application. This includes"Adequacy of the proposed drainage system to
mitigate runoff increases and protect water quality." One of the waivers requested was for the submission of a
Stormwater Management Plan under Section 195-8.14.E(8). Please be prepared to address the increase in the
impervious area associated with the additional parking.

There are not wetlands within 100'of this site but I would recommend infiltration of roof runoff if feasible. If there will be
ground disturbance I would also recommend silt sacks in catch basins adjacent to the site and erosion controls to protect
the abutting properties.

The FD response is as follows:
1. Install an appropriate automatic sprinkler system [13R or 13D]per applicable code
2. Install an appropriate fire alarm system [residential units and 'common'areas of proposed structure] per applicable
code.
3. Install a secured key access box. Not required by Chapter 69 of Town bylaws but would improve FD access in
event of an emergency.
4.Where structure sits at the intersection of two Town streets, and we would not have to negotiate through any
parking areas or roadways off the public way,we feel access for our apparatus should be sufficient without running
a Swept Path Analysis to demonstrate same.

Thanks Monica. The owner of the building will have to provide enough trash storage for the use proposed. The housing
code requires that the owner of any dwelling with 3 or more units"shall provide as many trash receptacles for the storage
of garbage and rubbish as are sufficient to contain the accumulation before the final collection or ultimate disposal, and
shall locate them so as to be convenient to the tenant and so that no objectionable odors enter any dwelling."
The site looks pretty tight and I do not see an area designated for trash barrel storage. The owner would need to provide
at least 1, 65 gallon tote or barrel per unit and recycling bins or totes for this dwelling. If one 65 gallon tote is not enough
and if they can not maintain the site and trash overflows any provided receptacles and becomes an issue then the Health
Department will need to take enforcement actions. It does not appear to have room for a dumpster and it does not seem
appropriate to have a dumpster in a neighborhood with houses this close together. Noise,odor and rodent issues would
be a serious concern. Please let me know if you have any questions.
