The 21,875 sq. ft. lot is improved with a 1344 sq structure, a small bit. conc. driveway and a large lawn area that extends to the edge of the existing bordering vegetated wetland. The lot is relatively flat sloping from Turnpike Street towards the southeast corner which is the low spot. Wetlands are located approximately 90 feet off the back of the structure. The proposal is to provide a stabilized surface for parking of the company vehicles to prevent vehicles from parking on the lawn area which would be subject to rutting and erosion particularly in the spring and fall seasons. In order to accomplish this, the proposal is to construct a 12 ft. wide bit. conc. drive wrapping around the back of the structure from Turnpike Street to 4 proposed parking stalls west of the building. The drive will continue in front of the building and tie back into Turnpike Street thereby providing one-way circulations. No changes or additions to the existing building are proposed. In general, the proposed stormwater management system consists of treating the impervious areas by sheet flowing through a grass treatment strip and then into a large rain garden. It this instance the rain garden will have the dual function of stormwater treatment and post development peak flow mitigation for all stormwater events up to and including the 100 year storm. Marc[�"J'or""ida a� Aa ¢ k,s, I i..a Dear Planning Board members we are requesting a waiver for the following items: Traffic Impact Study • Fiscal Impact Study • Community Impact Study Below is explained in greater detail why we feel we are exempt from these studies. Traffic Impact Study Andover Pest Control Services, Inc. currently operates with three company vehicles, so there will not be a large volume of traffic corning and going from the business throughout the day. The curb cut is existing and the driveway was designed in such a way that access to and from the business is safe. It is in our opinion that this proposal will have minimal impact on the traffic. Fiscal Impact Study Andover Pest Control Services, Inc. currently consists of three employees and three company vehicles. There will be no increase in public services or infrastructure. This business was previously operating out of 730 Massachusetts Avenue in North Andover so the business along with the employees already existed. It is in our opinion that with the proposed improvements this property if anything will add value to the adjacent properties. Community Impact Study The subject property is permitted for the use of a business. Currently the parcel is surrounded by numerous businesses and heavy traffic. With three company vehicles leaving in the morning and returning in the afternoon there will not be a steady flow of traffic out of this business.
