HomeMy WebLinkAbout2016-09-20 Insubstantial Change 11/16/2016 Town of North Andover • ,,, Office of the PlanningDepartment Community Developer11? �Zisxgtt� .,m 120 Main North Andover, Massachusetts 01845 NOTICE OF DECISION (INSUBSTANTIAL CHANGE) SITE PLAN REVIEW Date: Novernber 16, 2016 Petition of: New England `Tractor'Trailer Training School (NETTTS) 1570 Osgood Street North Andover, MA 01845 Premises Affected: 1600 Osgood Street and 0 Osgood Street Assessors Map 34 Parcel 17 and 54 FACTS On September 20, 2016 the Planning Board approved a Site Plan Review Special Permit pursuant to Section 8.3, 10.3, and 10.31 of the Town of North Andover Zoning Bylaws for the relocation of the New England Tractor Trailer Training School (NETTTS)driver's training course to approximately 5.4 acres of land adjacent to existing parking areas to the south and north of tile main building in the Industrial 2 Zoning District, On Novernber 16, 2016. the Applicant requested to relocate the entrance to the loading clock on the south side of the building by approximately 200' to the west/northwest of the current location. The existing entrance requires tight turns which restricts the flow of trucks to the loading dock. The new location will allow for a more direct driver set-nip into the dock area,while eliminating congestion outside the NETTTS perimeter. The Applicant will be reutilizing existing paved areas from a recently demolished access gate. The project will require paving of approximately 1,000 sf(50' x 20')of surface, DECISION The proposed changes are deemed to be Insubstantial and do not alter either the intent or the conditions of the original Special Permit. The changes do not require a vote of the Planning Board. CONDITIONS • Two(2)stop signs(one for vehicles leaving the NETTTS south training area and one for vehicles corning fi`orn the west perimeter road (NETTTS, Spinning Wheels, Mobile Milli,property maintenance, etc.)shall be installed. • Two(2)"I.,oading Dock [Arrow]" directional signs shall be installed at the intersection as well as the base of the grade of the area that is being proposed to expand. « All plan revisions will be reflected on the final as-built.drawings.
