The Planning Board will need to know if there is any required permitting for this proposal by your Department/Board. The Planning Board is scheduled to review this proposal next Tuesday. After reviewing plans prepared by Meridian Engineering dated August 11, 2016, 1 have the following comments: e Portions of the vehicle use and storage areas are within the 100' Buffer Zone and the 200' Riverfront Area. These areas will be subject to a more intense use than under the previous use (driving/some car parking). Water that drains from these areas flows directly to resource areas without treatment. This might result in an increase in the pollutant load (hydrocarbons, heavy metals, etc.). At a minimum deep sump,hooded catch basins (oil/water separators) should be provided or other treatment as recommended by the town's stormwater consultant. ® In the past NETTS operators have asked about truck washing on site. Truck washing is prohibited tinder the stormwater regs as wash water drains to the stolinwater system not the sanitary sewer: Vol 2 Appendix pg 21: Potential Pollutant Generating Sources: Wash wastewater may contain detergents and waxes. Wastewater should be discharged to sanitary sewers. In self-service operations a drain is located inside each car bay. Although these businesses discharge the wastewater to the sanitary sewer, some washwater can find its way to the storm drain,particularly with the rollover and wand systems. Rollover systems often do not have air-drying. Consequently, as it leaves the enclosure the car sheds water to the pavement. With the self-service system,washwater with detergents can spray outside the building and drain to storm sewer. Users of self-serve operations may also clean engines and change oil, dumping the used oil into the storm drain. Again I do not believe that the catch basins are deep sump or hooded. • Under DEP #242-1532 snow storage areas are designated in the southern area proposed for use by NETTS. It should be confirmed that snow storage can be accomplished here despite the new use. In addition,the north area proposed for use by NETTS is also used for snow storage, although not approved as part of the recorded Operation and Maintenance Plan dated August 17, 2006. Both snow storage areas are on the back side of the NETTS operations. Given my observations of the cutTent NETTS vehicle storage and use, it does not appear feasible to plow and store snow behind the trucks. As you are aware, I also met with the project proponents last week to discuss my June 6th comments on the project. My comments are provided beneath Dan's bolded responses below: - � .. 1. The project as currently proposed does not include any modifications to the drainage systems within the proposed array areas or in the area of the relocated NETTS operation. The plan does call for existing drainage structures to be jetted clean and pavement to be swept within the limit of work, but does not include any other stormwater management improvements or ongoing©&M of the drainage system. There are no modifications proposed to the existing stormwater drainage system because there are no practical system improvements than could be made, as discussed in detail with Ms. Eggleston during a meeting on June 15, 2016. The existing stormwater system is in excellent condition as verified by inspection of nearly all the catch basins in the north parking lot. However, there are two catch basins in the northern parking lot that require extensive cleaning, inspection, and, if necessary, repair. The Applicant agrees to clean and repair these two catch basins, as necessary, In addition to cleaning within the array area, the Applicant agrees to implementing an O&M plan which includes annually sweeping the uphill portions of the northern parking lot which may drain into the catch basins within the solar site. As was discussed at our meeting, the existing catchbasins on the project site are in an in-line configuration and do not have sediment sumps, and the rate of flow through most of the drainage system within the proposed northern array area is sufficiently high that sediment accumulation within the closed drainage system in that area is minimal. This means that all of the sediment loading in the runoff Is conveyed downstream to the Merrimack River. The drains within the project area are also relatively large and deep however, making it both difficult and costly to retrofit the system with any sort of sediment trapping devices. There are two catchbasins on the 10-inch drain closest to the building on the north side, as well as an upgradient trench drain, that were identified as being filled with debris during Meridian Engineerings'site inspections, most likely due to some sort of blockage in the downgradient drain. All three of those structures, as well as the 10-inch drain line should be cleaned and repaired as necessary. If no blockage Is found, provision will also need to be made for ongoing maintenance (periodic cleaning)of the catchbasins. Due to the lack of sediment trapping In the existing system, the control of sediment sources is the most effective means of reducing pollutant loading from the property on an ongoing basis. If sweeping is to be limited to once a year it should be done in the early spring when the sediment loading is the highest. It should also be conducted with a high efficiency vacuum or regenerative air sweeper rather than a mechanical broom sweeper. 2. We discussed the fact that the Town recently revised its Zoning Bylaw Site Plan Review requirements (Section 8.3) to require all projects applying for Site Plan Review to demonstrate full compliance with the requirements of the MA Stormwater Standards and North Andover's Stormwater Management and Erosion Control Bylaw(Ch. 160). Assuming that the proposed project is subject to the revised Bylaw, I believe that It would constitute a "redevelopment"under the MA Stormwater Standards but that It would require documentation of compliance with Standards 1, 8, 9 and 10, and compliance to the "maximum extent practicable"with Standards 2, 3 and 4. A net improvement in stormwater management would also need to be demonstrated; I do not believe that the currently proposed plan provides this. Chapter 160 Stormwater Management Et Erosion Control Bylaw adopted by the_by the Town of North Andover, Annual Town Meeting May 13,2009 Article 44 Approved by Attorney General September 2,2009 states that the following as the Purpose of the Bylaw: A. Increased volumes of stormwater, contaminated stormwater runoff from impervious surfaces, and soil erosion and sedimentation are major causes of: 1. impairment of water quality in lakes, ponds, streams, rivers, wetlands and groundwater. 2. decreased flow In lakes, ponds, streams, rivers, wetlands and groundwater; 3. contamination of drinking water supplies; 4. erosion of stream channels; 5. alteration or destruction of aquatic and wildlife habitat; 6. flooding; and, 7. overloading or clogging of municipal and private catch basins and storm drainage systems; and 8. flooding and erosion on abutting properties This project does not impact, trigger, alter, or affect the above items covered under the Purpose of the Stormwater Management and Erosion Control Bylaw. Further, the project will not result in the alteration of the ground surface or change vegetative cover or permeability, increase or change peak flows, increase Total Suspended Solids, or cause erosion. Further, under Section 160-2, Definitions, Redevelopment Is defined to be "Development, rehabilitation, expansion, demolition or phased projects that disturb the ground surface or Increase the impervious area on previously developed sites." I pointed out that the relocated NETTS operation would be in an area of the parking lot that I recall based on discussions regarding the last plan)drains to wetland resource areas to the southwest, versus to the onsite "stormwater ponds"that the pavement in the existing NETTS operation area drains to. The operation of trucks in this area would have the potential to increase pollutant loadings of petroleum products and heavy metals, hence mitigation should be provided. This component has been removed from the proposed project. No further comment. k" � 4. It is my understanding that the proposed solar arrays would rest on rubber feet approximately 2„ wide by 4"long, and that the flow of water to the existing catchbasins within the array areas would not be impeded. This should be more clearly shown on the plan and discussed in the project narrative. Details of the mounting system are provided on Sheet 19 of 19 in the plan set and a physical sample was provided for inspection by Ms. Eggleston. This mounted system will not impede flows to the existing catch basins. No further comment. 5. We also discussed the transformers in the proposed array areas, and I believe that a specification and/or design detail was going to be added to the plan to address the containment of potential pollutants. The exact specifications for the transformers are not yet finalized. To the extent secondary containment is required by the type of transformer selected by the local Authority Having Jurisdiction and by EPA guidelines, the Applicant will provide cut sheets and specifications for approval by the Town. We request that this requirement be incorporated as a condition of approval. It is unclear how those catchbasins would be accessed for cleaning. The solar array layout has been updated to allow for access to catch basins as shown on the drawings. No further comment. The project as currently proposed does not include any modifications to the drainage systems within the proposed array areas or in the area of the relocated NETTS operation. The plan does call for existing drainage structures to be jetted clean and pavement to be swept within the limit of work, but does not include any other stormwater management improvements or ongoing O&M of the drainage system. There are no modifications proposed to the existing stormwater drainage system because there are no practical system improvements than could be made, as discussed in detail with Ms. Eggleston during a meeting on June 15, 2016. The existing stormwater system is in excellent condition as verified by inspection of nearly all the catch basins in the north parking lot. However, there are two catch basins in the northern parking lot that require extensive cleaning, inspection, and, if necessary, repair. The Applicant agrees to clean and repair these two catch basins, as necessary, In addition to cleaning within the array area, the Applicant agrees to implementing an O&M plan which includes annually sweeping the uphill portions of the northern parking lot which may drain into the catch basins within the solar site. As was discussed at our meeting, the existing catchbasins on the project site are in an in-line configuration and do not have sediment sumps, and the rate of flow through most of the drainage system within the proposed northern array area is sufficiently high that sediment accumulation within the closed drainage system in that area is minimal. This means that all of the sediment loading In the runoff Is conveyed downstream to the Merrimack River. The drains within the project area are also relatively large and deep however, making it both difficult and costly to retrofit the system with any sort of sediment trapping devices. There are two catchbasins on the 10-inch drain closest to the building on the north side, as well as an upgradient trench drain, that were identified as being filled with debris during Meridian Engineerings'site inspections, most likely due to some sort of blockage In the downgradient drain, All three of those structures, as well as the 10-inch drain line should be cleaned and repaired as necessary. If no blockage Is found, provision will also need to be made for ongoing maintenance (periodic cleaning) of the catchbasins. We discussed the fact that the Town recently revised Its Zoning Bylaw Site Plan Review requirements (Section 8.3) to require all projects applying for Site Plan Review to demonstrate full compliance with the requirements of the MA Stormwater Standards and North Andover's Stormwater Management and Erosion Control Bylaw(Ch. 160). Assuming that the proposed project Is subject to the revised Bylaw, I believe that It would constitute a "redevelopment"under the MA Stormwater Standards but that it would require documentation of compliance with Standards 1, 8, 9 and 10, and compliance to the "maximum extent practicable"with Standards 2, 3 and 4. A net improvement in stormwater management would also need to be demonstrated; I do not believe that the currently proposed plan provides this. Thanks for your help Rick, I reviewed this 8/31 revision and have the following comments: • The major revision you've made to the site plan is to substitute the Flexstorm catchbasin inserts for the Siltsack inserts previously specified. However, the two filter bag options listed on the detail for the "Catch-it"temporary catchbasin inserts would not achieve any better filtration than the Siltsack. inserts - the FX bag is for larger particle filtration at high flow rates and the IL bag is for leaf and litter filtration. The PC bag you've specified in Note 3 does provide filtration of the smaller particles, oil, grease and PAHs that we discussed targeting, but from what I can tell from the Flexstorm website that bag can only be used in the more permanent Flexstorm Pure model inserts. Have you verified with the manufacturer that you can use the PC bag with the Catch-it insert? • The catchbasins with the Eliminator hoods should be cleaned at least once a year with a vacuum truck to remove accumulated floatables (oil £t grease) and sediments. I would prefer that the 08A Plan include the maintenance of the specific catchbasin inserts that you are specifying for the specific type of installation rather than just including the brochure for their entire line of products, most of which are aimed at construction site runoff. New England Tractor Trailer Training School of Mass., Inc. (NETTTS Applicant), submitted the following documents, which TEC reviewed for conformance with the Town of North Andover Zoning Bylaws: • Response to Comments, received September 13, 2016; NETTTS Site Plan, 1600 Osgood Street, North Andover, MA, prepared by Meridian Associates, Inc., dated August 29, 2016; revised August 31, 2016, September 2, 2016 and September 9, 2016 (included in Operations and Maintenance Plan); NETTTS Operation and Maintenance Program, 1600 Osgood Street, North Andover, MA, prepared by Meridian Associates, Inc., dated August 19, 2016, revised September 9, 2016. (Not included as TEC review scope) Upon review of the latest submission, TEC compiled the following list of comments. For consistency, the outstanding original comment numbers have been retained from the most recent TEC review letter dated September 6, 2016. The Applicant's response to comments is shown as bold; TEC responses are shown as italic. 1. The Site Plan shows proposed moveable and rigid barriers; the Applicant should provide details for both of these proposed barriers and confirm if the rigid barriers are to be permanent. In discussions with the Applicant a cut sheet will be provided showing the type of barriers proposed. Applicant Response: Cut Sheets of both barrier types have been submitted to the Planning Department. In the south, the line will be run overhead from the adjacent structure. In the north, the line will be run underground from the adjacent structure. TEC.• Comment addressed. 3. The Applicant has provided a chart identifying changes to the North Parking Lot; however, a similar chart should be provided for the Southerly Parking Lot that is impacted. Applicant Response: This information has been added to the Site Plan. TEC.- The parking chart was not pro video'on the revised Site Plans. Applicant hasadded the parking chart. 4. The Applicant is providing a Ywide painted pedestrian walkway to access the existing playing fields. This appears to be within the NETTTS active area and potential safety and security concern. With this area being utilized by new truck drivers, there appears to be a logical need for separation between the two uses. TEC recommends that the area to access the playing fields be separated from the NETTTS area preferably by a circulating drive and parking field with a rigid barrier, clearly identifying the separate uses. TEC recommends all truck access be limited to the westerly curb cut, if pedestrian access is limited to the easterly curb cut. Applicant Response: As discussed with the Town Planning and Building Departments, the playing fields will add a line of rigid barriers as shown on the drawings. NET1rTS training courses are further established to place the most stationary courses closest to the field access. Finally, the NETTTS operation provides an exceptionally high level of safety and care,, and is continually supervised by professional instructors and state troopers. TEC The revised Site Plans Identify rigid barrier to be placed between the pedestrian access area and the NETTTS training course area. The curb cut at this location has "Do Not Enter"signs and will be blocked by the moveable barriers, prohibiting vehicles from entering at this location, There will be approximately a twenty(20)foot buffer between the walkway and the rigid barrier, TEC recommends that this striped path be eight(8) feet wide. TEC recommends additional rigid barrier be placed on the easterly side of the parking lot, abutting the fence, to the north of the temporary shelter to provide a barrier between the playing fields and active truck maneuvering area. Thee,Applicant disagrees with this request. The layout proposed provides a safe solutlo6 wlthdut morn barriers. 5. ADA/AAB compliant parking spaces and an accessible route, with appropriate pavement markings and signage should be provided and identified to access the playing fields. There does not appear to be a crosswalk provided from the adjacent parking field that connects to the proposed painted pedestrian walkway. TEC recommends the crosswalk be a minimum of 8' in width. The Applicant may consider relocating the forty existing parking spaces to remain to adjacent to the playing field rather than the far westerly side of this parking area to provide ADA/AAB parking spaces, parking field, and circulating drive aisle, providing the recommended separation of the fields and the NETTTS area. Applicant Response: As discussed with the Planning and Building Departments, the proposed access to the field, including parking spaces, curb cut and painted walkway, is appropriate (as determined by the Authority Having Jurisdiction) and is safe for pedestrian access. The reconfiguration proposed by TEC is not operationally acceptable to NETTTS. TEC.-In coordination with the Town of North Andover Planning Department, the Town of North Andover Building Department has approved the ADA parking and accessible route to the playing fields TEC performed a site visit on September 14, 2416 to review the proposed signage for the Project. TEC recommends the following considerations for the ADA accessible parking spaces, accessible route, and signage. It appears that the accessible parking spaces recently striped do not provide a van accessible space; the Applicant should consider re-striping to provide one van accessible parking space. Furthermore, it appears that there is not an ADAIAAAB compliant route from the accessible spaces to the playing fields; the existing island needs to be modified to allow an accessible route and the slope of the existing driveway appears to exceed the maximum slope. The proposed curb cut identified on the NETTTS Site Plan should be revised to align with the actual location of the new striped crosswalk The Applicant should provide signage for the accessible parking spaces(R7-81 R74A)and the crosswalk(W112, W16-7pL). 6. It appears that safety concerns exist with the potential for children to enter the NETTTS area to retrieve a ball that may inadvertently go over the existing fence separating the parking lot and playing fields. A security fence, as noted previously, may be appropriate to limit non-authorized persons from entering the NETTTS space. Under no circumstances are the field participants allowed to retrieve balls from the NEMS area. Please see the signage details. TEC; Comment addressed. 7. The Applicant should confirm if NETTTS students will be driving on the rear access road between the two NETTTS designated areas or if only properly licensed operators will transport vehicles between the two areas. The Applicant indicated that students are not allowed to operate vehicles outside of the facility and access Osgood Street. It does not appear necessary to review offsite characteristics. If future changes allow for students to leave the facility, we recommend a review of the offsite characteristics. Applicant Response: Only licensed CDL operators will operate on the western perimeter road. The students have operated outside of the facility for 12 years and will continue to do so. They are under the supervision of a Certified Instructor or a Mass State Trooper certified in administering CDL tests. All NETTTS road trucks are equipped with Instructor brakes and reverse warning lights for safety. The operation has had zero incidents over a 12-year period. TEC, Comment addressed TEC has also identified the following additional comments from the revised information submitted by the Applicant and during a site visit on September 14, 2016. 8. During the site visit on September 14, 2016, TEC observed existing signage within the existing parking field that should be removed; the Applicant should remove all existing signage that does not apply with the proposed modifications to the Site Plan. AQ plicant will comply. 9. The Applicant should confirm the intention of the proposed"No Left Turn"sign in the north parking lot out of the NETTTS area. This would prevent any vehicle leaving the parking lot to exit towards Osgood Street. There is no apparent exit or clearly marked route if a vehicle turns right.
