DEP#242-1629 (Original&Amended),4W High Street,West Mill Central Parking Lot Project,Spring 2019 Planting Monitoring Report,North Andover, MA, Dear Commissioners, On behalf of RCG, LLC, I,Julie Vondrak am submitting this Spring 2019 planting monitoring report for the West Mill Central Parking Lot Project (the "Project). The Project was permitted under an original Order of Conditions ("OOC) issued February 12, 2015 and was later amended on August 25, 2016 to include additional parking lot development within the footprint of the demolished Building##37,Both the original and amended OOC permits and approved plans proposed an extensive planting plan associated with the parking lot development activities and associated stormwater management structures (ie. Bioretention areas) located within and outside of the 100-foot Buffer Zone associated with Osgood Pond.Approved plans also proposed an invasive species management plan and Osgood Pond Bank planting plan. The entire Project was constructed and planted in 2 separate development phases, which have been continuously monitored over a 4 year period. Please refer to the Spring 2018 monitoring report for a detailed summary of the phased development and planting plan schedules, Currently, the Buffer Zone planting monitoring and ongoing invasive species removal activities are being permitted under an Enforcement Order until the Project has received a Certificate of Compliance. Spring 2019 Monitoring I completed a Spring 2019 monitoring inspection on June 9, 2019. To date all permitted work has been completed on site and the site remains stabilized and stormwater structures continue to properly function. The wetland markers and no snow stockpile signs have been installed (see attached photos 1 & 2). Landscape beds, bioretention areas and buffer zone restoration area plantings were reviewed in the field during my inspection. Bioretention Plantings All the bioretention areas appear to be thriving and properly functioning. The herbaceous vegetation is dense and in bloom within the biotention areas. Mulch was removed from several of the bioretention areas last fall and any areas not fully vegetated should be reseeded with the approved Essex County seed mix (particularly bioretention area #3). There are few Japanese Knotweed plants growing in Bioretention Area#1, I would recommend pulling and possible spot treating of the plants with an approved Herbicide to control its growth. The Bioretention area closest to High Street was recently regraded to accommodate the surface water flow from the parking lot and was stoned per recommendation of the Project Engineer(See photo 8). Buffer Zone Plantings Buffer Zane plantings installed during both Phase 1 and Phase 2 were inspected along the banks of Osgood Pond and further north westerly of the parking lot. Last fail, additional plantings were installed along the pond banks in the vicinity of bioretention #3 to compensate for several species that had previously died off(refer to fall 2018 monitoring report). The majority of the new plantings appeared to be alive and thriving including the spirea, inkberry, dogwood and summer sweet. Osgood Pond banks are currently stabilized with the well-established herbaceous and shrub species. The planted lowbush blueberry continue to struggle throughout all the buffer zone planting areas especially those planted in the Phase 2 parking lot areas and 1 do not recommend they be replaced. The larger shrub species appear to be thriving in this particular area. I recommend the buffer zone planting areas parallel with the parking lot north of the pond outlet, again be seeded with the Essex County#2 seed Unix to provide a more stabilized understory area (refer to areas in photo 7 attached). Parking Lot Island Plantings Plant species within the parking lot islands and beds adjacent to the buildings are well established and continue to thrive. Several of the locust trees within the parking lot islands appear to be struggling and should be monitored over the 2019 growing season and replaced if necessary. Invasive Species Management Plan Sections of knotweed (in addition to bittersweet and black locust) along the southern and northern banks of Osgood Pond continue to be managed in accordance with the approved invasive species management plan prepared by Vegetation Controlled Services,Inc. Last year the knotweed was cut in late June and sprayed in August and again in October. The approved invasive species management plan proposes an additional selective spraying to the invasive species in August of this year. After-the final herbicide application,proposed plantings along the banks will be planted in the fall. Upon inspection,it appeared a majority of the knotweed had died from last year's treatment,however there was some new growth observed along the banks (see photo b),which will again be treated later in the season. Erosion Controls As the site is stabilized, all old erosion controls including silt fence and silt socks should be removed from the site and disposed of properly. As stated above, all work has been completed on site and the site remains stabilized. Additional plantings and invasive species control will continue to be permitted and monitored under- the Enforcement Order. Below is a summary of my observations and recommendations during my monitoring inspection conducted oil October 5, 2017. Final stages of parking lot construction activities are still underway but should be completed in the next several weeks. Remaining activities included completion of the retaining wall, installation of lighting, landscaping activities, final construction of bioretention areas and the final application of pavement. Erosion controls remain in place and are properly functioning. There is still some minor wood debris contained by the turbidity boom and should be removed from the pored. A final recommended plan for eradication of the knotweed on the bank slopes will be submitted shortly by the applicant. Erosion Controls Erosion controls consisting of silt socks and filter fabric remain in place throughout the work areas and are properly functioning. No turbidity or silt was observed flowing from the outlet pipes into Osgood Pond on the day of inspection. DEP Signs The DEP sign installed on the fence to the rear of the West Mill facility adjacent to Building 37 remains in tact. Soil stockpile area Soil and stone materials continue to be stockpiled in the West Mill parking lot adjacent to the ball field. Materials continue to he stockpiled, sorted and utilized for the parking lot development. The northern erosion control line re-established along the perimeter of the parking lot/grass edge line continues to be maintained and is properly functioning. Erosion controls were all in place and properly functioning at the time of inspection. The stockpile area lot should be continuously swept to prevent erosion of soil materials. All soil stockpile areas should continue to be fully enclosed with erosion controls prior to any forecasted rain events to prevent sediment migration across the parking lot. No migration of siltation was observed beyond the re-established southern,western,eastern and northern silt sock barrier line. Ongoing Recommendations/Comments • Continue sweeping of the access roadways and parking lots. • Maintain the erosion controls around the perimeter of the material stockpile areas on a daily basis and fully enclose stockpile areas with erosion controls prior to rain events. • Remove accumulated wood debris from the turbidity boom. • Submit an invasive species management plan for the knotweed on the southern banks of Osgood Pond. Below is a summary of my observations and recommendations during my monitoring inspection conducted on September 27, 2017. Final stages of parking lot construction activities continue. The retaining wall, bioretention area #3 adjacent to the Osgood Pond & bioretention area #9 adjacent to the retaining wall are still under construction. Final lighting utilities remain to be installed.Water flow continues into Osgood Pond as higher water levels in Mill Pond are freely flowing through the new upgradient constructed weir structure. There is still some minor garbage debris at the turbidity boom,which should be removed. Also,the minor sediment runoff along the banks of Osgood Pond near the outfall should be removed and the slope should be stabilized. Erosion Controls Erosion controls consisting of silt socks and filter fabric remain in place and are properly functioning. The damaged sections of silt fence and silt socks detailed in the previous monitoring reports have been repaired along the western edge of the newly construction parking lot. Sections of the erosion controls are higher in elevation than the current disturbed work areas therefore no siltation can extend beyond the erosion control Iine in these specific areas. Final grading adjacent to the erosion controls has not yet been completed. No turbidity or silt was observed flowing from the outlet pipes into Osgood and water was flowing clearly on the day of inspection. Below is a summary of my observations and recommendations during my monitoring inspection conducted on September 20, 2017. Final parking lot construction activities continue. Below is a summary of my observations and recommendations during my monitoring inspection conducted on September 13, 2017. The final stages of parking lot construction continues. The retaining wall, bioretention area #3 adjacent to the Osgood Pond & bioretention area #9 adjacent to the retaining wall are still under construction. Final lighting utilities remain to be installed. The cut phragmites were treated on September 11. Water flow continues into Osgood Pond as high water levels in Mill Pond are freely flowing through the new upgradient constructed weir structure. Erosion Controls Erosion controls consisting of silt socks and filter fabric remain in place and are properly functioning. Repair and/or re-alignment of several sections of the silt fence and silt socks still needs to be repaired along the western edge of the newly construction parking lot. Sections of the erosion controls are higher in elevation than the current disturbed work areas therefore no siltation can extend beyond the erosion control line in these specific areas. Final grading adjacent to the erosion controls has not yet been completed. No siltation beyond the erosion controls was identified in the field. No turbidity or silt was observed flowing from the outlet pipes into Osgood. No accumulated debris was observed at the turbidity boom. DEP Signs The DEP sign installed on the fence to the rear of the West Mill facility adjacent to Building 37 remains in tact. Soil stockpile area Soil and stone materials continue to be stockpiled in the West Mill parking lot adjacent to the ball field. Materials continue to be stockpiled, sorted and utilized for the parking lot development. The northern erosion control line re-established along the perimeter of the pat-king lot/grass edge line continues to be maintained and is properly functioning. The pipe debris identified last week in the field area adjacent to the drainage channel has been removed. The stockpile area lot should be continuously swept to prevent erosion of soil materials. All soil stockpile areas should continue to be fully enclosed with erosion controls prior to any forecasted rain events to prevent sediment migration across the parking lot, No migration of siltation was observed beyond the re-established southern,western and northern silt sock barrier line. Parking lot grading and excavation activities continue in the work areas and the retaining wall is close to completion.Materials from the stockpile area continue to be sorted and utilized on site. Erosion Controls Erosion controls consisting of silt socks and filter fabric have been replaced and/or re-established along the limit of work parallel to the access roadway and perimeter fence lines. Repair and/or re- alignment of several sections of the silt fence and silt socks should be conducted along the access roadway. Sections of the erosion controls are higher in elevation that the current disturbed work areas therefore no siltation can extend beyond the erosion control line in these specific areas. No siltation beyond the erosion controls was identified in the field. No turbidity or silt was observed flowing from the outlet pipes into Osgood. No accumulated debris was observed at the turbidity boom. DEP Signs One DEP sign has been installed on the fence to the rear of the West Mill facility adjacent to Building 37 and remains in tact. Soil stockpile area Soil and stone materials continue to be stockpiled in the West Mill parking lot adjacent to the ball field. Materials continue to be stockpiled, sorted and utilized for the parking lot development. The northern erosion control line has been re-established with the appropriate and approved silt socks along the perimeter of the parking lot/grass edge.As materials are being transported on a daily basis, the parking lot should continue to be swept on a regular basis to prevent migration of sedinierIts. No migration of siltation was observed beyond the re-established silt sock barrier line. Invasive Species Control/Planting Plan The original approved Order of Conditions required plantings along the banks of Osgood Pond and removal of the invasive phragmites. Last year, the phragmites were treated several times according the approved plans. Additionally, the knotweed along the southern banks of Osgood Pond was treated in order to allow for implementation of the planting plan proposed in that area. The invasive species continue to be present on site and RCG is moving forward with additional measures to further control the invasive species. I met with Peter Kaplan and a representative from Emmanuel to discuss additional invasive species control. Shortly, the phraginites will again be cut and treated. An appropriate plan is being discussed for eradication of the knotweed on the bank. The contractor will provide RCG, with a plan and it will be presented to the Conservation Commission for review, comment and approval. Ongoing Recommendations/Comments • Continue sweeping of tile access roadways and parking lots. • Maintain the erosion controls around the perimeter of the material stockpile areas oil a daily basis, • Repair the silt fence and silt sock barrier along the access roadway west of the new parking lot.
