FACTS
On March 17,2014,. RCG,LLC(on behalf of RCG West Mill NA LLC}filed an Application for a Site
Plan Review Special Permit with the Planning Board pursuant to Section 8.1, 8.3, 10.3, 10.31 and 18 of
the Town of North Andover Zoning Bylaws. On April 15,2014,the Planning Board unanimously voted
to grant the Applicant a Site Plan Review Special Permit approving the Project.
On May 7,2014,the applicant requested approval to reduce the approved thirty(30)additional parking
spaces to twenty-eight(28)new parking spaces. This change will allow for the preservation of existing,
mature trees.The change is due to errors on the underlying survey. In addition,a van accessible parking
space and concrete walkway have been added which slightly altered the configuration of a rain garden.
There will be no incremental environmental impact.
DECISION
The proposed change is deemed insubstantial and not materially different than the approved Decision,
dated April 15,2014 Site Play Review Special Permit for 4 High Street,North Andover,MA 01845.
CONDITIONS
The Conununity Development,Director's finding of no substantial change is conditioned on the
following:
(1) This Decision and the revised Flans(sheets C1.0, C2,0,C3.0. C4.0, C5,0)dated 3/14/2014 and
revised to 5l9/2014 shall be recorded with the Registry of Deeds and evidence of recording is to
ba provided to the Planning Department.
