The design calculations for the revised bioretention systems were not part of my review, however it is my understanding that the revised design does provide the required pretreatment and treatment volumes in the basins consistent with the approved plan. I do not have any issues with the design revisions proposed and concur that they can be considered minor and insignificant with respect to the Wetland Bylaw. I would further add that white the proposed revisions do simplify the design somewhat, the project will still require a good deal of construction oversight to ensure that it is built as designed. (HW) is submitting the enclosed revised civil design plans for redevelopment of the existing West Mill Complex on High Street for review of modifications, and as a request for determination as a minor and insignificant project change.The North Andover Conservation Commission issued an Order of Conditions for the project on February 12, 2015 and an Amended Order of Conditions on July 23, 2015.Since issuance of the Amended Order of Conditions,the project design has progressed to bid and construction documents.As part of this process,the design has been simplified to address value engineering changes and design coordination items. The following design modifications have been made to simplify the design, improve constructability, and reduce cost: ® Minor parking,grading, and sidewalk changes were made to reduce cost and coordinate with modifications to building entry locations and elevations. Changes include the elimination of a curb bumpout along Building 5; enlargement of curb bumpouts on the northwest and southwest end of the center of the site; removal of the proposed sidewalk ramp and stairs near the western entrance to Building 5; and adjustment to the sidewalk layout in front of Building 36 and former Building 37. ® Bioretention system 4 was relocated approximately 30 feet west to accommodate the minor adjustments to site layout noted above. ® Bioretention systems 2A, 2B, and 2C were consolidated into one bioretention system. s Bioretention systems 6 and 7 were combined into a single bioretention system (renamed system 6)to simplify the design.An emergency overflow is proposed to connect to the existing twin culverts via the existing drainage structure DMH 1.1.0 and existing pipe connection. • Bioretention systems 4, 5, and 6 were modified from Type 2 to Type 1 (see details on Sheet C- 10)to replace the linear channel forebays with typical forebays,thus simplifying the design and reducing cost.The adjusted design provides the approved pretreatment volume. ® The proposed linear channel bioretention pretreatment detail was modified, replacing the concrete forebay with metal plate with a trench drain pan for simplicity and to reduce cost.The pretreatment function is identical to the approved design. Ms.Jennifer Hughes 2 of 2 West Mill Redevelopment • The design of the site's center greenspace was simplified.The proposed bioretention system 5 berms and double underdrain pipe was edited to provide a single vegetated drainage area with an underdrain. • The extent of the proposed block retaining walls in the center of the site was reduced. • The proposed wooden deck and associated ramp systems were deleted to reduce cost. • Additional annotation and detail was added throughout the plan set for constructability. It is our request that the updated Construction Documents be processed as a minor and insignificant Modification per Section 8.4 of the North Andover Wetland Protection Regulations and Condition 41 of 'i the Amended Order of Conditions.The plan changes are consistent with the approved design.The revised plan does not result in an adverse impact to the wetland resource areas or to water quality at Osgood Pond. Compared to the previously approved design,the submitted modified design includes conversion of more impervious area within the overall limit of disturbance to vegetated area,conversion of more impervious area within the 50-foot No Build Zone to vegetated area,and conversion of more impervious area within the 100-foot Wetland Buffer Zone to vegetated area. No substantive changes to the approved design are proposed within the 25-foot No Disturb Zone. As with the original and Amended NOI filings,the vast majority of the proposed work will occur within existing disturbed and/or impervious areas. No work will occur within wetland resource areas. Pre- development and post-development drainage analysis points have not changed compared to the approved design. Consistent with the approved design, all bioretention areas are sized to treat the 0.S- inch storm event at a minimum,and the 1-inch storm event to the maximum extent practicable, for water quality treatment. Consistent with the approved design, post-development peak discharge rates do not exceed pre-development peak discharge rates due to the reduction in impervious cover.An erosion and sedimentation control barrier has already been implemented as part of approved demolition activities to protect downgradient resource areas,and construction-related impacts will be minimized and restored upon completion of construction. Revised Civil Sheets C-1 through C-13 last revised December 2015 are enclosed.Stamped hard copies and the required $200 filing fee for this Modification Request will be provided under separate cover. We completed our underground investigations a couple weeks back and came across several other hidden conditions that made it infeasible to move forward to way that we had originally proposed (chiefly other underground pipes that we didn't want to disturb). We worked to find simple solutions which would preserve the intent and outcomes of the original design which are presented here. Overall, the changes seem to result in less construction impact to the pond and a simpler system. As part of the construction process, additional bioretention clarification requests and contractor field design coordination items have arisen. The following design clarifications and modifications have been made to simplify the design and improve constructability: ® Due to a conflict with existing underground electrical and other underground utility lines near the existing cooling tower,the drainage pipe routing from bioretention systems BIO-1, BIO-4, and BIO-7 was revised as noted below and as shown on the Bioretention Clarification Sketch: a The existing pipe connection to the 60-inch culvert was field located and verified to be in acceptable condition for reuse per the approved plans (the approved plans show this connection from EX-DMH-1.1.0 on C-6). o Existing pipe from the existing drainage manhole in the loop to the connection at the culvert was field located and verified to be in acceptable condition for reuse per the approved plans (the approved plans show this connection on C-6 from the manhole in the loop to EX-DMH-1.1.0 and from EX-DMH-1.1.0 to the culvert). o Per field investigation,the existing manholes along this pipe run (EX-DMH-1.1.0 and another structure not shown on the plans)were found to be in poor condition. New DMH-1.1.0 and DMH-1.2.0 are proposed to replace these structures. DMH-1.2.0 location and rim is designed as an emergency overflow from the central greenspace BIO- 5 per the approved plans. o Pipe overflow from BIO-1 is proposed to connect to an existing 18-inch pipe utilizing the existing outfall at Osgood Pond, thus eliminating the previously proposed Outlet-1 and reducing construction impact near Osgood Pond. o Pipe overflow from BIO-4 is proposed to run east to connect to new DMH-1.1.1 due to the conflict with existing underground utility lines near the cooling tower.
