West Mill Redevelopment—Revised Design
Dear Ms. Cheetham and Board Members:
Per your request, I have reviewed the July 2015 revised design for the West Mill
Redevelopment Project at 4 High Street. Included in the materials I received and
reviewed were the following:
• Request to Amend Order of Conditions, West Mill Redevelopment Project, 4W
High Street, prepared for RCG West Mill NA LLC by Horsley Witten Group, Inc.
and dated July 2015.
• West Mill Redevelopment Construction Plans, North Andover, MA (17 Sheets),
prepared for RCG West Mill NA LLC by Horsley Witten Group, Inc. and dated
July 2015.
• Stormwater Analysis and Drainage Report, West Mill Redevelopment, 4W High
Street, prepared for RCG LLC by Horsley Witten Group, Inc. and dated July
2015.
• O&M Report, West Mill Redevelopment, 4W High Street, prepared for RCG
LLC by Horsley Witten Group, Inc. and dated July 2015.
1 also discussed the revisions with several members of the Horsley Witten design team
via telephone, and received a revised Drainage map and Sheet C-12 via email on 7/16/15.
Both documents should be included in the Board's final record copy.
My comments on the revised submittal are outlined below:
1. Overall, the design revisions are consistent with the previous "Low Impact"
design approach, and the proposed redevelopment project complies with the
Massachusetts Stormwater Standards to the maximum extent practicable. It also
provides a net improvement over existing conditions with respect to stormwater
management.

2. The removal of Building 37 clearly has a beneficial impact from the standpoint of
stormwater management, resulting in a decrease in runoff volume and enhanced
infiltration on the site. The Board should be aware, however, that the revised
drainage system design for the West Mill project is sized only for the proposed
development shown on the plan; any future development within the former
footprint of Building 37 will need to incorporate appropriate drainage controls.
3. As discussed with Conservation Administer Jennifer Hughes, the removal of
Building 37 would result in a decrease in the volume of flow to the existing
detention basin, since the roof drainage from the building presently discharges
directly to the basin. The basin is a regulated resource area under the Wetlands
Protection Act. The loss of flow has been mitigated to some extent by the
proposed grading in the Building 37 footprint, and the continued discharge of roof
drainage from the mechanical building. The basin may also receive some of the
increased groundwater recharge as a result of the conversion to a pervious
surface.
4. Lastly, I note that while the rest of the plans indicate that the existing mechanical
building is to remain, the Site Demolition and Erosion Control Plan (Sheet C-3)
includes the building in the area to be demolished. This should be corrected.

Conservation Commission with the review of this project, and hope that this information

I am currently working on this review and have a couple of questions.
Do you have a revised post-development drainage area map? The one in the stormwater report seems to be for
the previous design and I'm having a hard time meshing it with the current model., particularly in the "center
green" area.
Also, what I'm looking at are the construction drawings, e.g. a whole new set of plans. I'm assuming that my rote
is to review the modifications to the design, and not consistency overall, so could you help focus my attention on
which plans actually have changes?
