Tile vote was 4-0, unanimous in favor. 65 66 NEW PUBLIC HEARINGS: 67 325 Johnson Street,Kevin & Alison Sparks: Watershed Special Permit application to request approval to 68 construct a detached garage,expand gravel driveway to access new gat-age, install drywell to capture roof runoff 69 of new garage, pump,crush,and fill with sand old septic tank/cesspool, connect to town sewer, and connect to gas. 70 Work is proposed within the I 00-foot Non-Disturbance Zone and within 100 feet of wetlands. 71 J. Enright: 'file proposal includes abandoning a septic tank and connecting to town sewer. Project will require 72 approvals from the Conservation Commission, ZBA(for the new permanent structure within the Non-Disturbance 73 buffer zone)and this Board. ZBA hearing will not open until August. A significant portion of the parcel is located 74 within the Non-Disturbance Buffer Zone(within 100' of a wetland located within the Watershed Protection 75 District); the proposed garage is located within this buffer zone as well. The stormwater peel-reviewer has 76 submitted review comments however the applicant is waiting for the opening of the public hearing prior to 77 responding. Water and sewer lines will be on the Non-Disturbance and Non-Discharge zones. 78 Jack Sullivan, P.E. ullivan En gineetineerJn Group:: After 30 years the applicants wish to install a detached garage. __ — 79 There are 7 trees greater than 6" in diameter that will be taken down within the 100-foot Non- Disturbance Zone. 80 The lot was created in 1989 thus the regulations prior to 1994 apply. They are extending the gravel driveway to 81 service the garage. Roof runoff will be captured from the garage in a dry well which has been sized for the 100- 82 year storm event. There is an existing cesspool oil the property that will be pumped, they'll connect to town sewer 83 and gas, There will be little impact to tile trees greater than 6" in diameter. This is an accessory structure and will 84 be reviewed by the ZBA. Peer review had minor comments. I have no issue with those comments, This is a one- 85 story garage 24' x,30'; no utilities will be run to the structure. Gravel driveway to remain due to the proximity to 86 tile wetland. Crest Estates (1 & 28 Royal Crest Drive),Trinity Financial,Jim Keefe: Proposed Master 109 Redevelopment Plan for the property. 110 E. Goldberg: This evening we will review the working group,the Master Development Plan and review progress 111 updates. I would like to review what we are going to be doing over the next few months to move this project. 11.2 forward. Explained the working group is working hard to figure out how the zoning for this project wi11 be 1.13 approached considering the new adjustments to the plan. Moving forward,they will be studying the potential 114 zoning changes and outlining a calendar leading up to a potential Special "Town Meeting; next meeting is likely 115 next week. Eventually we will be discussing these details in public hearings. 116 Michael Lozano V.P. Development-Trinity Financial: As you recall, last month we revised the program with 117 input from many different parties. Our design team is busy translating the program into the Master Plan setting the 118 buildings correctly and addressing all the cornments heard. They are now extruding the plan into 3-D, in order for 119 everyone to visualize what the buildings actually look like and the site experience. We will review a progress of 1.20 the plan this evening.Next month, we will have full renderings,a 31)model, a fly-thru, elevations etc. We are 121 confident that this will fit into North Andover and we want to demonstrate that. We have put together a 122 presentation to remind everyone where we were as compared to now, what we heard and how we responded to that 123 in the new plan. Presentati_gq_sium�: Held over 80 mectings communicating with over 4,000 people, people 124 agree property is outdated, idea of a walkable community and variety of housing types is well received, concerns 125 were for property line access, screening and buffering, operation and orientation Of tile student housing, drainage, � 126 density, building heights and setbacks. Showed original plan v. current plan as it exists today which contains the 127 essence of original plan yet with mnnerous revisions. Landscape design team is looking at the 77 acres, as well as 128 individual spaces to study how people will interact. Stormwater and infrastructure design is advancing; existing � 129 infrastructure is very outdated. Goat is for no impact to the neighbors. Enright: This won't be a fully detailed stormwater report, rather they are presenting their methodology and 132 design for preliminary review. Should this project move forward,a full review would not happen until after Town. 133 Meeting during the Planning Board review process. There are state regulations and our local bylaw they need to 134 comply with. 135 E. Goldberg: That assumes a stormwater review or stormwater special permit would be issued. This would come 136 back to the Board for approval. 137 M. Lozano: Certainly,whatever"form of review"it takes on will need to be determined. Presented images of rain 138 gardens. Townhouses placed closest to abutting neighborhood maintaining wide buffer.Reducing units by 63 for 139 2.00 total townhouse units(attached single-family units). Existing trees to be integrated as much as possible with 140 fencing. Buffer to neighborhoods originally proposed at 126 ft. (currently 80-90 ft.); increased to 1.70 ft. 141 E. Goldbera: Requested a visual chart showing the current, originally proposed and recently proposed data. 142 J. Simons: Confirmed that these are owned, "triplexes"or single-family attached townhornes; (some cases two and 143 one location there are four); require a condominium association. 144 M. Lozano: Clubhouse building for the townhomes moved toward the interior of the site cutting that facility in 145 half, as a response to the neighbors; with common amenities for this part of the site. Landscape buffer width 146 increased by average of 50%, enhanced wetland areas and provided additional below grade stormwater storage. 147 Walking path(150 ft. from property line)was pulled inward, away from property line to provide privacy for tine 148 neighbors. Reduced height of central townhouse buildings from 4-3 stories and reduced the height of Building C-1. 149 from 4-3 stories and reduced its footprint. Eastern part of site maintains wide landscaped buffer to Hillside 150 neighborhood.Extensive drainage and stormwater management here; drainage flows from over 50 acres uphill 151 from us onto our site from Hillside. There is extensive preservation and wetland management in this area. Reduced 152 age-restricted and multi-family units throughout the site by 269 units. Reduced the height of Building G-1 from 5 153 to 4 stories, significantly reducing its footprint; close to neighborhood allowing for more open space. 'Building H-2 154 is a parking garage. Provided connection east-west not on Rte. 114, access onto property from cast. 155 M. Lozano: Confirmed 112 is a parking garage 156 J. Simons: Is that always where that was? 157 M. Lozano: 'Yes, in the very original plan it was connected to that building in a very early revision it moved into a 158 separate structure in order to accommodate the connection you see here to the adjacent properties. 159 J. Simons: My second question is the entryway into the adjacent property. Can you talk about that? 160 M. Lozano: We've heard for a very long time that there is desire to provide east/west connections not necessarily 161 on Rte. 114. We also heard a lot from orn'neighbors about access once MassDCYI'does their work on Rte. 114. We 162 want to be good neighbors,we have been engaged with the neighbors in order to provide access onto our property, 163 if it is something that they and we want. We have been engaged in those discussions. We are happy and want to be 164 good neighbors to out*commercial neighbors to the east. 165 J Sitnans: But this is not a done deal by any stretch. 166 M. Lozano: It is not. 167 I. Enri lit: In addition to this"vehicle connection"we met with Peter Shaheen who owns Crossroads Plaza, His 168 property is to tine rear of the one that's being connected to. He did have all interest for pedestrian-type connection, 169 not vehicular. 170 E. Goldberg: In between FI & F2, is parking, correct? Is that above or below ground parking? 171 M. Lozano: 'rhart is structured parking embedded within the building,you won't be able to tell that it's a parking 172 garage. 173 J. Lozano: They are typically 5 floors, but they are lower floor to ceiling heights than the residential buildings so 175 they are lower, not as tall as the surrounding buildings; all floors above grade. The idea is that you can park and 176 walk. 177 M. Lozano: Buildings Fl & F2 are separate buildings now connected by a parking garage; pedestrian walkway 178 between them. Pushed garage structure back off Rte. 114 breaking down the massing of those buildings allowing 179 us to preserve existing trees. Setback to the buildings was 44 ft. consistently across the face of the buildings; we 180 pushed the garage between thern to 65 ft. setback. 181 M. Lozano: Redesigned the parking and student housing to be further away from the neighbors. Surface parking 182 lot was 177 ft. away from Berkeley Rd.; it is now 182 ft. We will find a fencing solution that works for everyone. 1.83 We moved the dormitory away from the neighbors and reconfigured the footprint;the dorms are 4 & 5 stories tall. 184 One of the buildings was 1.32 ft. to the closest structure; it is now 151 ft.; proximity to the property line was 67 ft. 185 and is now 96 ft. Showed images of mixed-use student housing as references to building typology, 186 J. Enright: Of the 74K sq. ft. of retail,approx. 13,350 sq. ft. are located on the first floor of the dormitories. 187 M. Lozano: Retained the 2.5 acre town green,taller buildings located away from the neighborhoods toward the 188 center of site, parking garage to the rear of the hotel is now one level of underground parking and one level of at- 189 grade parking with a landscaped deck and a pocket park to screen it. Further developed the Town Green landscape 190 design preserving existing trees at the front of the site. Showed inspirational images for the future hotel. Increased 191 the setback of the student housing building away from Rte. 114; was at 25 ft. and now 31 ft. Introduced bike lanes 192 and buffered landscaped sidewalks to connect to MassDOT improvements which extend into the site and connect 193 to the walking path at the rear of tile site. Coordinated the street design with MVRTA and MassDOT to 194 accommodate future public transit connections, Showed images of local vernacular, architectural design will fit 195 into North Andover. 196 J, Enrig: Remaining elements need to be addressed; stormwater is advancing, details on roadways and sidewalk 197 design-guidelines, circulation plans,view angles, parking ratios, etc. 198 E. Goldberg: Our next meeting is July 201", let us focus on the August 17"'meeting to orchestrate with the working 199 group,finalize details of these revisions, and continue to work through zoning issues, address aspects we like, if 200 we want to see changes, now is the time to address them, 201 M.
