Special Meeting
The Board of Appeals held a special meeting on Monday evening, June 22, 1964 at
7:00 P.M. in the Town Building. The following members were present: Daniel T.
0'Leary, Chairman; Arthur Dr~w~ond, John J. Shields, Henry Lund, William Morton,
Secretary; and Assoc. Member Alfred Boeglin.
Mr. 0'Leary explained to the other members present that the reason he called this
meeting was because of the newspaper article which reported of a meeting held by the
Greater Lawrence home builders and contractors and the PSa~ng Board members of the
Greater Lawrence area. Chairman James M. Bannan Made the following comment "Most of
our difficulties are with the appeals board in North Andover which is doing all the
zoning if the right people approach them - friendship."
Mr. Lurid said that seems to be the gripe of every Planning Board, that the Board of
Appeals is taking aw~y their power. That was very poor taste. His going after the
Highway Dept. too. One of the worst tbi~gs was our zoning, going up Court Street
and stopping at his house - that's favoritism.
Mr. 0'Leary said we pulled the Planning Board out of a mess over that Shann deal.
Mr. Lurid said that was Shann's fault - that was the way he did bushiness.
Mr. Shields said that the purpose of this Board is to relieve hardship.
Mr. Morton said he did alot of talking.
Mr. D~ond said how about this conflict of interest? Hers a real estate broker.
Mr. Lund said Arnold Salisbury told him not to attend the meeting for the apartments
and the gas station for Alyce Colgate. He was one of the ones that put Colgate in
that spot.
Mr. O'Leary said he thought it was kind of raw for a man the chairm~n of a Board, to
make statements like that. If he does it once, hetll do it
Mr. Lund said he doesn't see that therefs anything w~ can do. It wotuld be better to
ignore it. The newspapers would just love a little controversy.
Mr. Morton said he's just ignorant. It would be just dropping yourself to his level.
Mr. Shields said you are not going to accomplish anything.
Mr. O'Leary said the Planning Board gets notification of every hearing and he has yet
to attend a hearing.
Mr. Morton (speaking of the apartment development that was denied) there were three or
four sections of the Zoning By-laws that it didn't meet. What more does he need?
Mr. Lurid said he thinks these things are given out in friendship, (meaning Mr. B-~uan).
Mr. O'Leary said that then it's the general feeling of the Board that we drop the
whole thing.
Mr. Shields said it is the general feeling of the Board that we ignore it.
Mr. O'Leary said what if the reporter wants an answer?
Mr. Lurid said there is no comment to mske at all.
Mr. Boeglin said the less we ss~v the better off it is.
Mr. Shields said the impulse is to get mad about it but the best thing is to ignore it.
Mr. O'Leary said a couple of years ago he was going to sue this Board.
It was agreed unanimously that there would be no co~Eent.
