In-Kind Deck Replacement
Conservation Conditions of Approval,NACC #286
Pursuant to section 44.4.2 (A) of the North Andover Wetlands Protection regulations,
Ahaksei Zhylinski, applicant/homeowner, filed for a small project for work proposed at 659 Forest
Street, North Andover.. The work involves in-kind replacement of deck boards on two existing
decks (#1 and #2 are being re-decked with composite material). Existing deck#3,due to being
structurally unsafe,is being demolished and rebuilt in the same footprint. Existing boards to be cut
wvith a saw in 4 feet sections and manually placed in the dumpster. Deck#3 requires new three new
concrete footings at 4 feet deep and 12 inches in diameter to be hand dug with post hole digger and
hand shovel. Access route to the work will be to the side yard and stockpile area will be in the front
yard, and dumpster stared in the driN,cway. All decks are inside the 100-Foot.Buffer Zone but
outside the 0-Foot No Build Zone to the adjacent wetland.
During the September 8, 2021 public meeting, the North Andover Conselvation Commission
(NACC) found this project to qualify as a Small Project Permit and voted unanimously to approve
this project as proposed under Category "B" subject to compliance withthe conditions listed below.
The project is approved only as it relates to the Conservation Commission and any and all other
approvals should be obtained by the applicant/homeowner..
**The applicant, homeowner and their contractors are advised that NO other work on the property
is allowed under this permit. The NACC has jurisdiction over all of the wetlands and associated
100--Foot buffer zones on site and any work that involves ground disturbance or changing the
current conditions in these areas will require permitting with the NACC. This includes, but are not
limited to, house additions,pools, patios, decks, sheds, fences, garden beds,landscaping, soil
excavation,grading,bridge installation, tree or vegetation removal/cutting/pruning. These
activities shall be held to the current standards under the Bylaw and WPA.**
All work shall conform to the following plans and conditions:

The following conditions are hereby mandated.
CONDITIONS OF APPROVAL:
1. Prior to work connnencin , 8"mulch sock erosion controls shall be installed between the
work and the wetland, not closer than 50 feet from the wetland and these erosion controls
shall be inspected by the Conservation Departinent at a pre--construction meeting with the
Coll tractor/ho;meowner.
2. All excavated soils shall be reinoved from site, and shall not be used to,grade any areas in the
buffer zone.
3. A site visit with Conservation Department shall be scheduled once the project is complete to
verify, compliance.
4. This permit shall expire one year from the date of issuance.
