Mr.Roachereadastatementbeforethemeetingstarted(referencingtheopeningstatementoffoftheAgenda) “PursuanttoGovernorBaker’sMarch12,2020OrderSuspendingCertainProvisionsoftheOpenMeetingLaw, G.L.c30A,Section18andtheGovernor’sMarch15,2020Orderimposingstrictlimitationonthenumberof peoplethatmaygatherinoneplace,thismeetingoftheNorthAndoverFinanceCommitteewillbeconducted viaremoteparticipationtothegreatestextentpossible”. ReporttoTownMeetingVoters Mr.BeckleyexplainedthereportthatTownCouncilsuggestedforabriefingforTownresidentsforTown Meeting.Mr.Beckleystateditwillbetheinformationoneachproject.Mr.Roacheaskedaboutthedeadlineto getitin.Mr.Beckleystatedaboutamonth.Mr.Callahanaskedifitwouldbeincludedinthewarrantpacket. Mr.Beckleystateditwouldnotbeincludedinthepacket,ratheritwouldbedistributedseparately.Mr.Simons statedhehasapastspreadsheetwithallpreviousprojectsthathewillgivetoMr.Beckley.Mr.Roacheasked memberstosendcommentstoMr.Beckley. RecapofreportstoSelectBoardandFinanceCommittee Mr.RoachecommentedonhispresentationsofthereportgiventoboththeSelectBoardandFinance Committee. DiscussiononSigns Mr.GreendiscussedthesigncostforGreenbeltandthediscrepancyinallocationintheirbudget.Mr.Green reachedouttoDawnatDawn’sSignsforanylesscostlyalternatives.Mr.Roacheaskedifadminfundscanbe usedtosupplementthedifference.Mr.Simonsstatedhebelievedtheycouldbeused.Mr.Simonsstatedhis concernwithsignsgoingforwardatthepricingquoted.Mr.Greenstatedthedoublefacedsignitselfwillbe $1800.00withoutthegranitepost.Mr.SimonssuggestedtolookattheCommunityPreservationCoalition websiteforsignexamples.CPCmemberssuggestedtokeepsigncostto$1000.00.Mr.Callahansuggested gettingafixedpriceforsigns.Mr.GreenstatedhewouldreachouttoDPWtoseewhattheydofortheirsigns. Mr.Callahanstatedhewouldtaketheleadofpastprojectssignage.Mr.Simonsstatedhewouldhelpoutwith anyquestionswithpastprojects. OuslerProperty Mr.CallahanstatedifaparkinglotisnotappropriateatOuslerpropertythenatrailheadcouldbeappropriate,a pathoffOsgoodStwithsomesignageandanentrypointintotrailnetwork.Mr.Callahansuggestedsendinga lettertotheTownManagerandSelectBoard.Mr.MabonstatedFONATfeltaparkinglotwouldbebetterat StevensEstateandnotatOuslerproperty.Mr.RoachestatedhewillaskGlenfromFONATtoattendthenext meeting. Processreview/planfornextfundingcycle Mr.RoacheaskedMr.SimonshistoricallyiftheCPAfundsareusedinfulleachyear.Mr.Simonsstatedno, thathavingareserveisvaluableandcreatesflexibility.Mr.Roachestatedtwoitemstodiscussfortheoverall process: 1)Refiningtheprocessthroughapplication,havingachecklistorscoresheetofeachapplicationandgoing througheach. 2)Goalsandagendasetting,howtobettercommunicateandgettingassessmentsfromstakeholderstomake suretoattainTown’sgoalsaswellasfindingprojectsinsteadofwaitingforthemtocomein. Mr.RoachesuggestedmeetingwithMasterPlanCommittee.Mr.CallahanagreedwithMr.Roachethatmeeting withMasterPlanCommitteewouldbehelpful.Mr.RoachesuggestedtohaveLaurieBurzlaffinfortheMay meetingtodiscussplaygroundsandaffordablehousing.Mr.BeckleystatedhewillbeatthenextMasterPlan CommitteeandwilldiscusstheCommunityPreservationCommitteemeetingwiththem.Mr.Callahan mentioneddiscussing61Aprogramstogetabetterunderstandingoftheprogram.Mr.Simonsstatedhewould reachouttotheImprovementSociety.
