Community Preservation Committee
Minutes of July 1, 2021
Present: Chairman Brian Roache, Vice Chair John Simons, CJ Gangi, Terrance Holland, William Callahan,
Tracy Watson, Rick Green, Daniel Beckley (Staff Planner)
Absent: John Mabon
Chairman Brian Roache called the meeting to order at 7:00PM via conference call. The meeting was televised.
Mr. Roache read a statement before the meeting started (referencing the opening statement off of the Agenda)
uspending Certain Provisions of the Open Meeting Law,
people that may gather in one place, this meeting of the North Andover Finance Committee will be conducted
Discussion with Glen Aspeslagh from FONAT
Glen Aspeslagh was present at the meeting via remote. Mr. Callahan asked Mr. Aspeslagh how 623 Osgood
Street would tie into the trails on the property. Mr. Aspeslagh stated there is potential for a loop trail starting at
the main kiosk. Mr. Roache asked if Mr. Aspeslagh believes that walkers would use the new trail head. Mr.
Aspeslagh mentioned trying different options for different trails in order to get feedback from those who use it.
Mr. Holland mentioned the North Andover Cross Country team uses the trail rather than the driveway. Mr.
Aspeslagh mentioned placing signs to note the trails. Mr. Roache mentioned lowering barriers to allow for better
access.
Discussion on Glennie Woodlot signs
Mr. Green gave the committee an update on the signs. Mr. Roache stated the committee should move forward
with this.
MOTION: Mr. Callahan motioned to approve the purchase and installation of the sign as presented by Mr.
Green, seconded by Ms. Watson. Roll Call: Callahan- yes, Roache- yes, Simons- yes, Green- yes, Holland- yes,
Watson- yes, Gangi- yes. Motion passed 7-0.
Discussion with Laurie Burzlaff on playgrounds
Laurie Burzlaff was present at the meeting via remote and gave a summary of the overall playground process.
Mr. Simons asked Ms. Burzlaff if the vendors did the installs or if the volunteers did the installation. Ms.
Burzlaff stated the vendors completed the installations. Mr. Simons asked how many projects were funded by
other sources. Ms. Burzlaff stated the Atkinson possibly raised some money and can ask the next two
playgrounds if they plan to raise any money. Mr. Holland asked if there has been Town funds set aside for repair
and maintenance of the playgrounds. Ms. Burzlaff stated yes, that there are budget line items of $25,000 for
maintenance and $50,000 is in capital plan if a piece of equipment has to be replaced. Mr. Roache asked if any
pieces of equipment has needed to be replaced. Ms. Burzlaff stated no. Mr. Roache asked if Columbia Gas gave
funds to Grogen playground. Ms. Burzlaff stated no. Mr. Roache asked for a report on which schools, if any,
spent more. Ms. Burzlaff stated she would give a report to CPC. Ms. Burzlaff asked about the status of the signs
for the playgrounds. Mr. Roache stated he would look for the sign designs. Ms. Burzlaff asked Mr. Roache to
send them directly to her and she will take care of them.
Community Preservation Committee Application Process
Mr. Beckley presented the CPC Application Process. Ms. Watson mentioned reaching out to boards and
committees and making a social media page. Mr. Roache mentioned an application workshop. Mr. Green
mentioned providing guidelines to applicants. Mr. Roache mentioned sending a mailer to publicize the
application process. Mr. Beckley mentioned to have a hearing and refinement process prior to application
submittal.
Approval of April 8, 2021 Minutes
MOTION: Mr. Callahan motioned to approve minutes from April 8, 2021, seconded by Mr. Green. Roll Call:
Callahan- yes, Roache- yes, Simons- yes, Green- yes, Holland- yes, Watson- abstain, Gangi- abstain. Motion
passed 5-0-2.

MOTION: Mr. Green made a motion to adjourn at 8:15 PM, seconded by Ms. Watson. Roll Call: Callahan-
yes, Roache- yes, Simons- yes, Green- yes, Holland- yes, Watson- yes, Gangi- yes. Motion passed 7-0.
