Dear Mr. DiSalvo,
I am writing with regard to your meeting on the Calzetta farm
site tonight at 7 : 30 pm at the High School.
I am under the impression from our last two TRC meetings that you
would like to start your approval process in mid September or
early October. Your committee has asked the TRC for input and
evaluation on two very complex sites. I am disappointed to learn
that yet again you have failed to notify myself or a member of my
department of a meeting that is geared at discussing site related
issues. The effect that this lack of communication can have could
only be to raise the architectural and engineering fees that the
Town of North Andover is responsible for.
I am surprised to see that although you are pressed for time with
regard to receiving State aid, you are not using all resources
available to you to help lead these projects through the approval
process in a more expedient manner.
The Technical Review Committee was established not only to help
improved the design and safety of a proposed site, but also to
eliminate all major issues before a formal application for
approval was submitted to the Town. I would like to ask you to
include the Technical Review Committee at your future meetings of
this nature.

Re: Now School at Calzetta Farm Site
Dear Mr. Boles:
Several addresses (see Attachment "AI') were found to be massing
from the list of Abutters for the new school at Calzetta Farm
site provided by your office, to Dr. George Blaisdell,
Superintendent of Schools for North Andover Public Schools.
When we were made aware of these additional names, in the
interest of time we provided them directly to the Planning Board
and the Zoning Board of Appeals. We also sent out additional
notices relative to the hearing for the Conservation Commission
which was held on 1 November 1989. None of these agencies had
any problem with that procedure.
This letter is being provided to you for your records.

RE: SPECIAL PERMIT APPLICATION - TOWN OF NORTH ANDOVER
CALZETTA FARM SCHOOL PROPOSAL
Dear Sirs:
Please accept this letter as input from a resident
regarding the above-cited application pending before your
Board. I am sure that you will hear concerns from residents to
retain the the "country lane" atmosphere that Abbott Street
presently provides. I empathize with that sentiment, but to
ignore the impact of the school proposal together with the
adjacent subdivision is an unworkable approach to neighborhood
needs.
I request, therefore, that the Board consider appending as
a condition to their special permit that the appropriate
municipal authority be commissioned to lay out Abbot Street
from Salem Street to Marbleridge Road with existing pavement
and available widths under the rights of way. Further, that
such authority be charged to lay out road widening, street
lighting, sidewalks, and intersection improvements as may be
necessary, leaving the same to the discretion of the Board.
Upon agreement of such improvements, I further request the
Planning Board append a second condition to the special
permit that the Town of North Andover covenant against the
title of the land that such improvements shall be effected, the
covenant to be dissolved upon placement of a tri-party
agreement and/or a cash bond, or by release of the Covenant
upon the Town' s completion the work from in house accounts. In
this manner the Planning Board can not only address the needs

of the community but also address neighborhood residents and
guarantee that such improvements will be implemented.

John Draper questioned how many class rooms there would be in the
proposed building. Mr. Kretsch stated that there would be 12
classrooms . Mr. Kretsch further stated that there would be twenty-
two fill time and part-time employees .
George Perna asked what the maximum number of cars the site could
hold. Mr. Kretsch stated that sixty cars could be accommodated .
The capacity of the gym was questioned by John Draper. The answer
was that the gym could hold 350 people . John Draper asked about
the parking for such a large gathering . George Blaisdell spoke on
the rarity of the gym being filled. There would have to be two
events in one evening.
Board members spoke on sidewalks , pedestrians walking to school ,
bus lanes , entrance from Waverly Road and Saltonstall Road .
Christian Huntress, Town Planner, stated the those issues were
reviewed at the Technical Review Committee Meetings with department
input.
Security was also discussed between the Board members and the
Superintendent of Schools, George Blaisdell .
A traffic study was submitted with the application.
Erich Nitzsche spoke on the elevation of the access from
Saltonstall Road. There is a fifteen foot drop . Mark DiSalvo
stated that a fence would be erected for safety.
Inscriptions in the old building will be placed in the new
building .
Erich Nitzsche is to review the drainage calculations .
Richard Cain, 60 Herrick Road spoke on the handicap access to the
second floor. Mr . Bellino , 45 Herrick Road spoke on parking and
the fact that the road is narrow and cars speed. Jack Graham
suggested a parking ban on one side of the street.
Motion : By John Simons to continue the public hearing to two
weeks , November 30, 1989 .

A site visit will take place at 8 : 00 a. m. on Friday, November 17 ,
1989 .
Erich Nitzsche asked about a traffic study. Mark DiSalvo said that
it was not feasible for the study to be done .
Calzetta Farm Site
Site Plan Review
John Simons read the legal notice to open the public hearing . A
letter was received and read from Ralph Joyce .
Martin Kretsch stated that the proposed school would hold 600
students . The building would be 71 ,000 sq. ft . The parcel contains
fifteen acres .

Martin Kretsch stated that the driving forces were :
1 . Compact approach due to wetlands , recreational space .
2 . separation of areas - parking - play.
3. Access to recreation space without disruption of school ,
4 . Abutters .
The access minimizes impact of the wetlands . Sidewalks for
pedestrian access . Vehicular access from two locations, Johnson
Street and Abbott Street. The building will be handicap
accessible . The playing field will be primarily for soccer. The
Fire Department has 360 degree accessibility. The proposed project
is getting approval from the Conservation Commission. .. Landscaping
will be used for the buffer area. A fence is to be put around the
irrigation pond . The orchard on the site will be used for
screening . Some of the trees will be transplanted.
George Perna stated that the sight distance on Johnson Street was
a big issue . Christian Huntress stated that the issue was reviewed
at the Technical Review Committee Meeting. Warning signs will be
placed saying School Zone . George Perna still expressed his
concerns on the sight distance . He felt that there was a problem,
Mark DiSalvo stated that the driveway would be widen to alleviate
the situation .
Members of the Planning Board asked about lighting in the area,
sidewalks on Johnson Street and Abbott Street and accessibility
after hours . Martin Kretsch stated that the parking lot would
have lights but the plans do not show lighting for the roadway into
the property .
George Blaisdell spoke on security systems being placed within the
school .
George Perna wants to see profiles of the building. Martin Kretsch
invited the Board to look at the model of the3roposed school .
Martin Kretsch stated that the building was handicap accessible by
a ramp.
Russell Desroches , 517 Johnson Street, commented on the sight
distance and three different speed limits, 25 , 30 and 35 mph .
Mr. Desroches also commented on dogs that Mr. Calzetta owns and
that a fence should be around the perimeter of the school .
Thomas Burkhardt, 356 Abbott Street, expressed his concerns about
cars parking on Abbott Street and the possibility of approximately
50 new homes in the area. Mr. Burkhardt also spoke on tieing into
the sewer. Erich Nitzsche stated that it was a forced main system
and it could not be tied into . Mr . Burkhardt spoke on landscaping
in the soccer field area, planting evergreens .
Connie Calzetta, Johnson Street, asked where the sewer connection
would be . Hartin Kretsch said the sewer would connect at
M arbleridge Road and Johnson Street.
Mrs . Mary Leary, 338 Abbott Street, expressed her concerns about
the soccer field in relation to her bay window.

Joan St. Jean, Abbott Street, spoke to the Board on busing
students . George Perna reassured her that safety was a big issue
and that Abbott Street was safer than Johnson Street. Mrs. St.
Jean asked about water for the school . Martin Kretsch stated that
a looped system would be used, with water coming from two
locations .
Thomas Burkhardt asked about a traffic study for Abbott Street .
Ralph Joyce commented on the letter he had sent to the Planning
Board and wants the Town to come up with off site improvements .
George Perna stated that dialogue to be done on off site
construction, an overall plan for Abbott Street.
Motion : By John Simons to continue the public hearing to November
30 , 1989 .
Second : Jack Graham.
Vote : Unanimous ,
The Board will visit the site on November 17 , 1989 .
Motion: By John Simons to take a five minute recess .

The Planning Board took a five minute recess at 10 : 05 p . m.
At 10 : 10 p . m. the Chairman, George Perna, reconvened the Planning
Board meeting .

Site Plan Modification
Christian Huntress stated that he had received revised plans for
the retaining wall , but they were not drawn to scale . ter. Messina
asked the Board if there were any questions on' !the retaining wall .
He also stated that grass would be planted .
Christian Huntress stated that he had a draft decision prepared for
review, A Professional Land Surveyor stamp is needed .
Erich Nitzsche expressed concerns about any trees that may die
after being planted.
Christian Huntress spoke on the fire lanes stating that no parking
signs will be placed in the area.

stamped by a professional land surveyor.

The North Andover Planning Board held a regular meeting in the
North Andover Middle School Cafeteria on Thursday evening, "

airman, George Perna, Jr. Present were John Simons, Clerk, Erich
Nitzsche and John Draper. Also present was Karen Nelson, Director
of Planning and Community Development. Absent was Jack Graham.
Public Hearings
Thomson School - Site Plan Review
John Simons read a letter from Christian Huntress , Town Planner to
Martin Kretsche .
Martin Kretsche addressed the letter of November 20, 1989 from
Christian Huntress going over several issues :
1 . Showed the Board phasing drawings
2 . Lighting Plan - recessed lighting, the type of lighting
to be used.
3 . Crosswalks - applicant is working with consultants for
best possible location .
Harold Dushame , 14 Saltonstall Road, asked the location of the
sidewalks along Saltonstall Road.
4 . Christian Huntress spoke to safety officer regarding no
parking on one side of the street .
5 . retaining walls will have steel fence .
6 . Handicapped spaces ( 4 ) delineated on plans .
7 . Traffic study - applicant said the study was up to date .
8 . Drainage issue to be reviewed.
Motion ; By John Simons to close the public hearing and take the
matter under advisement.
Second : John Draper
Vote : Unanimous of those present.
Calzetta Farm Site - Site Plan Review
John Simons read a list of concerns and issues to be addressed .
1 . Sight distance along Johnson Street .
George Perna wants to visit the site with a bus . Dr.
Blaisedell and Mark DiSalvo to set up the bus
arrangements
— Lighting plans were shown to the Board, plus the type of
lighting and fixtures to be used.
3 . Crosswalks were shown on the plans .
4 . Abutters concerns - Parking along Abbott Street .
Christian Huntress stated that there would be no parking
signs along Abbott Street.
5 . Old entrance to the farm was drawn on the plans .
6 . Buffer area to be white and red pines .
Hartin Kretsche showed the plans of the proposed sewer, being a
forced main .

Thomas Burkhardt, Abbott Street, expressed three concerns:
I . Buffer zone - would like a fence installed also .
2 . Problem of urination in the woods .
3. Why large field - all purpose
Dr . Blaisedell stated that 600 students would be using the field
as a play area. There would be no lights on the playing area.
Motion. By John Simons to close the public hearing and take the
matter under advisement and schedule a site visit.
Dick Heller, Abbott Street, expressed his concern of the character
of the area changing.

Vote : Unanimous of those present.
The Board would like to review a draft decision on December 21 ,
1989 .
Riparian Realty Trust - Site Plan Review
John Simons read a letter from the Board of Health. Also read was
a letter from the Department of public Works .
Christian Huntress , Planner, stated that the Board had a dead line
of December 5 , 1989 . He presented the Board with a draft decision.
The draft decision does not include the concerns from the D . P . W.
The Board added to the draft decision a condition to tie into the
sewer when available .
George Perna asked that the words Special Permits be replaced by
Site Plan Review.
A discussion tools place on the letter from the} Board of Health as
it relates to Condition #2 ( b ) reducing the size of the footprint.
Also discussed was adding to that portion of the condition after
(b ) section (c ) regarding the physical conditions found on the
site .
John Simons asked if there was a condition that relates to all
necessary permits being obtained, for example common driveways .
Christian Huntress stated that Condition #23 addresses the issue .
A further discussion took place on Condition #2 (b) . The applicant
did not agree with the recommendations from the Board of Health .
Motion. By Erich Nitzsche to approve the conditional site plan
approval for Riparian office Park as drafted and amended
during discussions .
Second : John ::imons .
Vote : Unanimous of those present, including the Chairman,
George Perna.
Due to the inclement Breather the agenda was shortened .
Discussions
Thomson School and Calzetta Farm Site
Christian Huntress, Town Planner told the Board that the remaining
issues will be addressed in a workshop. Those issues were :
1 . drainage
2 . sewer
Christian Huntress stated that he has received comments from Erich
Nitzsche on the drainage and comments from Bill Hmurciak, D . P .W.
John Simons read the comments from the D . P .W.
The Board reviewed the draft decisions
Thomson School
George Perna asked if there would be a construction fence on the
site . Mark DiSalvo told George there would be a construction fence
and it was shown on the plans .
Also questioned by the Board were :
1 . phasing plan
2 . lighting plan
3 . wall on the Saltonstall Road side - to be suitable to
the Planning Board
John Simons asked that the word owner in the draft decision be
changed to applicant in this case , as it is the Town .
r Calzetta Farm Site
John Draper expressed concerns about students walking along Johnson
Street to get to school . Mark DiSalvo spoke on off site
improvements where it relates to the school!: He said that the
issue should be taken up and addressed by the Planning Department.
Christian Huntress, Town Planner was "asked by the Board members to
check with Karen Nelson, Director of Planning and Community
Development on addressing off site issues at all schools . Jack
Graham will represent the Board when a committee is formed to study
sidewalks .
The Board discussed, in length, traffic in the area of Johnson
Street , Marbleridge Road and Abbott Street.
Christian Huntress was directed by the Board to go over the draft
decisions incorporating issues discussed. The issues on drainage
and sewer will be addressed at a workshop . The final decisions to
be ready for the Board to act upon on January 4 , 1990 .
Butcher Boy
John Simons read a letter from the Department of Public Works .
Christian Huntress told the Board that he had sent a letter to Mr.
Thomas Caffrey, attorney for Butcher Boy, listing concerns . He has
received a response that did address most of the concerns .
Motion : By Erich Nitzsche to approve the Special Permit for
construction in the Watershed District on Lot 16 Great
Pond Road in accordance with the draft conditions as
amended under items #10 and #11 and item #1 to reflect
that the Special Permit will be recorded in the Registry
of Deeds and make reference to the plan filed with the
land court and the topographic plans on file with the
Planning Board and Conservation Commission.
John Simons to add footnotes to the findings .
Second : John Draper
Vote : Unanimous of those present.
270 Marblerid a Road - Special Permit - Watershed Distract
Motion : By John Draper to close the public hearing on 270
Marbleridge Road, Special Permit for Construction within
the Watershed District and approve the draft decision .
Second: Erich Nitzsche
John Simons to amend the findings section.
Vote : Unanimous of those present.
A122roval Not Required Form A Plans
Laconia Circle
The Planning Board had previously voted to sign the plans subject
to the Town Planner, Christian Huntress checking the form for
registering in Land Court. The plan is not for Land Court . The
plan is to be registered at the Registry of Deeds .
The Board signed the plans .
Discussions
Thomson School - Calzetta Farm Site
Christian Huntress asked the Board to review the draft decisions .
He asked the Board to review Condition #19 on both sites , To that
condition , the Planning Board will also have to be satisfied .
Erich Nitzsche had previously asked for revised drainage plans .
He has not seen those plans to date . hark DiSalvo stated that he
would see to it that those plans were supplied to the Planning
Board .
The Board took a few minutes to review the draft decisions .
George Perna asked that throughout the decisions the word applicant
be used instead of owner .
On Condition #5 , Calzetta Farm Site , the word prior shall be added .
On Condition #20 , the Board discussed the language . Added to the
draft, the applicant shall provide safe and adequate access and
egress to both Abbott and Johnson Street .
On Condition 921 , the lighting plan, shall be approved by the Town
Planner to be added .
Condition #23 , buffer area, needs more detail and reviewed by the
Planning Board.
Condition #26 , walking path along Abbott Street, to be 4 . 5 ' wide
with gravel base of 6" , to be approved by the Town Planner. The
path shall meet the Rules and Regulations with regard to grade and
drainage .
Condition #27 - All grading including the Playfield shall be
completed in accordance with the Planning Board Rules and
Regulations .
Condition #28 -- Any changes to the plans will be brought back to
the Planning Board for approval under a modification.
Mark DiSalvo questioned number 5 , regarding tree cutting and asked
if it was above what is proposed. Christian Huntress explained and
added to the condition, in accordance with the approved plans .
Mark DiSalvo questioned Condition #13 regarding screening. George
Perna told Mark that reasonable screening was necessary for the
site .
Christian Huntress stated that Condition 14 and 19 were similar and
that 14 could be taken out as 19 is more inclusive .
Mark Disalvo questioned filing the plans with the Registry of
Deeds . He stated that after submitting the plans to Massachusetts
Board of Education, the plans may change . George Perna stated that
any changes made to the plans before the Planning Board presently,
will have to come back before the Board for modification.
Thomson School
Erich Nitzsche stated that basically the same correction that were
made on the Calzetta Farm Site . Condition 13 and 19 to be
combined. Also in Condition #19 the words Planning Board to be
added.
Motion : By John Draper to accept the Site Plan Review approval
as amended for the Calzetta Farm Site in North Andover.
Second: Erich Nitzsche
Vote .. Unanimous of those present.
Motion : By John Draper to approve conditions as amended for the
Thomson School in North Andover.
Second : Erich Nitzsche
Vote : Unanimous of those present.
Butcher__Boy
Christian Huntress stated that he and the Chairman had met with the
applicant and thus came up with the technical issues .
George Perna stated that he was satisfied that the water will be
directed down a pipe and flow away from the lake .
The retaining wall will be Keystone type .

Re: Proposed New Schools
My only concern is with the Calzetta Farm site. There is no
sewer line to tis site yet. There are areas near this location
that would be benifited by public sewerage. If possible, I would
favor a sewer line that the area in question could be connected to.

Re: Specifications for utility materials
Dear Dan:
I am in receipt of your letter of December 6, 1989 and Attachment A
from Gene Kingman regarding approval of materials for utility construction.
North Andover Division of Public Works specifications for all items listed on
Attachment A are enclosed for your information. More specifically, we have the
following comments to make regarding the submittal.
Water Main - Size, type and method of restraint is acceptable. We
normally test to 200 psi for 1 hour. The water main should also be chlorinated in
accordance with AW14A C601--68.
Fire Hydrants shall be Eddy breakflange F--2640 to North Andover
specifications,
Gate valves shall be American Darling, double disk,or equal and shall
open left. Tapping sleeves shall be American Darling cast iron long body or approved
equal.
Gravity sewer - 8" SDR 35 PUC as stated. The sewer shall be subject
to low pressure air testing in accordance with ASTM C828-76T and deflection testing
with an allowable limit of 5%.
Force Main - Our specifications call for class 52 tyton joint pipe.
The pipe is tested to 50 psi over total dynamic head. Sewer manholes should be
tar coated precast concrete as shown in the detail with a neoprene boot pipe
connection. A detail and specification for the sewer manhole cut-in to the
sewer should be provided for our review.
Calzetta Farm Lift Station -- The pump that is proposed does not meet
our specifications for sewage pumping stations. Our regulations allow pumping
stations which operate under positive suction head or pneumatic ejector stations.
Our policies allow the construction of temporary public pumping stations which do
not meet the criteria in our pumping station regulations when the potential exists
for the future elimination of said pumping station. Our policy further stipulates
that operation and maintenance of the pumping station and future connection to
extensions of our sewage collection system are the responsibility of the owner.
Our policies also allow the construction of private pumping stations with a force
main extended in a public way.

Page 2 - Specifications for utility materials
We also have the following comments to make regarding the Calzetta
Site water , sewer, and drainage installations.
Off-site sewer -- The installation of a force main off-Site as
shown on Marbleridge Road does not conform to our master plan For sewer extensions
in that area. The future sewer in Marbleridge Road should be designed to flow by
gravity from a summit which services House 11 440 northerly along Marbler.id , Rd .
to the existing sewer. manhole -above Woodberry bane . The future sewer on Abbott
Street should be extended from Marbleridge Road easterly by gravity to any existing
houses on Abbott Street which can reasonably be connected to the proposed sewer
in Marbleridge Road. The force main extension from the school site should be
compatible with the above mentioned sewer design.
[dater Site Plan - A gate valve should be installed at the connection
to the existing water main on Abbott Street . The fire hydrant at the entrance on
Abbott Street should be installed without a bend. The use of bends should be
kept to a minimum. Show the size of pipe and location of reducer on the branch
to the hydrant on the north side of the building. Blowoffs will be required at
both connections to the existing water system for chlorination purposes.
Sewer Site Plan - Show rim and invert on all structures. Are Sewer
Manholes #3 and 4 necessary. Proper separation must be maintained between all
utilities. Off-site utilities must be installed in accordance with North
Andover 's typical cross-section.
Site Dtainage -- Provide a plan showing pre-and post subdrainage
areas. Provide a summary of the hydrologic analysis and a summary of discharge
for each storm event. Show rim and invert on all drainage structures. Provide
calculations for drain pipe design. Show detail and or plan and profile of
exfiltration trenches. The grading of the access driveway as shown does not
route sub-area "BB" to the detention pond. The grading of the lower parking,
lot should be altered to eliminate potential for runoff directly into the
wetlands.

Dear Ms. Foley:
In response to the requests listed in your 12 April 1990 letter,
we offer the following:
1. Refrigeration Quantity - The food service consultant
feels that eight square feet per room is adequate in a
metropolitan area. The refrigerated storage is
supplemented with a large milk cooler and a two section
refrigerator on the line.
2 . High Pressure Hose - One is provided (refer to Item 50A
in Food Service Equipment Specification previously
submitted) .
3 . Kitchen Construction - Walls are concrete block with
epoxy paint. Floors are self roving, seamless epoxy
resin/quartz chip flooring. Ceilings are "food service
grade" suspended acoustic tile with a scrubable,
moisture resistant film facing.
4. Lockers - Have doors and sloped tops.
5. Dumpster - Is located approximately 18 feet to the
northwest of the kitchen receiving door. The dumpster
enclosure has masonry screen walls, a pitched concrete
floor, and steel gates for security (see Site Plan L--7
enclosed with kitchen and dumpster locations
highlighted) .
6. Shelve Guards - Are provided on the serving line (refer
to Item 41 & 44) on Food Service Equipment Drawing and
Specification previously submitted.
In addition, we are including a copy of the grease trap
specification showing capacity and the electrical drawings
showing kitchen lighting details.

The filled in form "New Food Establishment/New Owner Interior
Checklist" will be sent to you as soon as it is completed by the
School Department. As per our phone conversation, it is urgent
that we have the following immediately.
1. Any comments on the Thomson School.
.2. Letters for School Building Assistance Bureau approving
both schools by the Board of Health (separate letters
for each school) .
Should you require any additional information please do not
hesitate to call me, as we are under a tight time schedule for
submission of the project to the State School Building

Dear Chairman Perna;
The North Andover School Committee has been unable to move forward with
the projects approved by your board for a new school at the site of the
Thomson School and a new school at the Calzetta Farm site. Committee members
were informed by the Town Planner that the permits will expire in the near
future.
At their meeting on September 30th, the Committee unanimously voted to
request a one-year extension of your approvals for those projects. Although
the Committee has no present, specific plan to act on those projects, they
wish to keep that option available for another year.
