A Transportation Engineers and Planners July 1989 PRELIMINARY REPORT TRAFFIC & SAFETY STUDY THOMSON SCHOOL AND CALZETTA FARM SITE NORTH ANDOVER, MASSACHUSETTS ti Introduction - Thomson School The Thomson School on Waverly Road in North Andover currently has about 194 students, grades 1-5. It is estimated that 70-80 percent of the students walk to school. It is planned to tear down the present building and replace it with a new building farther to the north on the school lot, closer to the intersection of Waverly Road and Saltonstall Road. The new building is expected to accommodate about 300 students. The purpose of this study is to examine the current traffic and safety conditions at the Thomson School and to make recommendations for the future design and operations at the new building with the .increased enrollment. Existing Street Conditions Waverly Road on which the Thomson► School is located is a major arterial in North Andover. It runs parallel to Interstate 495 from Route 114 to Sutton Street and serves more as a local collector-distributor roadway since regional traffic can access I-495 a short distance to the west. Waverly Road has a paved surface slightly over 28 feet wide. On the east side, near the school, there is a 9-foot planting strip and a 5-foot sidewalk. On the west side, there is an 11-foot planting strip and about a 4-foot sidewalk. A short distance to the south is the intersection of Waverly Road and Massachusetts Avenue, a major east-west arterial leading into Lawrence. Across from the present school building is William Street, used as a bypass by cars southbound on Waverly Road to reach Massachusetts Avenue to the west of the Massachusetts Avenue/Waverly Road intersection. Therefore, there is a larger than expected volume of traffic entering William Street, although a direct return from the west to the north is prohibited by a one-way section (southwesterly) of Marblehead Street. Traffic Counts Traffic counts were taken on June 14, 1989 (2:00-4:00 PM) and June 15, 1989 (7:00-9:00 AM) on Waverly Road at William Street. Speed Estimate Speeds were estimated by the "car following" method in which the speed of the car ahead is assumed and the following interval is held constant. The averaged speed was 34-35 mph in the morning (9:00-10:00 AM) and also 34-35 mph in the afternoon (4:00-5:00 PM) . The speed range was 28-40 mph. The indication, therefore, is that Waverly Road overall is not the scene of either excessive speeds nor heavy volumes. Speeds may be -controlled to some extent by the traffic signals at the Waverly Road/Massachusetts Avenue intersection. Bus Activities Three buses service the Thomson School. On the days studied, bus #1 arrived at 8:19 AM northbound on Waverly Road, left and returned empty at 8:33 AM, then left on a field trip at 8:55 AM. Bus ##2 arrived at 8:27 'AM northbound and bus #3 arrived at 8:41 AM northbound. Both left students and departed. In the afternoon, bus #1 parked on the east side northbound at 2:28 PM and departed at 3:00 PM with one student on board (to the YMCA) . Bus #3 also parked on the east side northbound, arriving after 3:00 PM, and departed with 15 students. Bus #2 parked on the west side southbound and departed with 11 passengers. Overall, it is apparent that, with 194 students, bus activity is not great. All students are well under control, with the crossing guard reinforcing the very orderly flow of students directly superivised by a teacher. It is a very efficient, well managed, operation. Parent DropoffZPig1mActivity In the morning, parent dropoff of students began about 8:04 AM, even though school apparently did not start until about 8:50 AM. Sixteen parents arrived northbound on Waverly Road and dropped off students. Twenty-two parents arrived southbound and dropped students on the west side of Waverly Road. Another 12 parents turned the corner into William Street before dropping off students. All students were carefully directed across Waverly Road by the crossing guard, who arrived about 7:58 AM and departed at about 9:00 AM. Therefore, the AM dropoffs total in excess of 25% of the students. In the afternoon, cars arrived ahead of school closing and parked on the planting/grass strip between the paved roadway and the sidewalk. Nine parent cars arrived between 2:45-3:00 PM and three more after 3:00 PM, all on the east side headed north. Only two cars arrived southbound. Therefore, less than 10% of the students are picked up in the PM. Students exited the building at 2:58 PM and by 3:08 PM all were gone. A total of 32 students crossed Waverly Road under the supervision of the crossing guard. All activity appeared very orderly and well controlled except for one parent, southbound on Waverly Road, who made a U-turn near the driveway leading into the school parking lot. Planning For the New School Building The most recent plans for the Thomson School show a new school building located just north of the existing building. Between this new building and Saltonstall Road (toward its intersection with Waverly Road) is a parking lot with four handicapped parking spaces and 31 additional spaces. There is one entrance-exit located about 120 feet from Saltonstall Road. In addition, a busway about 250 feet long., parallel to Waverly Road, is shown beginning at the southerly end of the school property and extending north to the mid-point of 'the new building. It is intended as a one-way busway, northbound, and measures about 30 feet in width, except where tree plantings narrow it to 20 feet. Currently, 194 students generate only three school buses. Morning dropoffs total 34 southbound and 16 northbound. In the afternoon, pickups totaled 12 northbound and only two southbound. Dropoff activity in the AM lasted from shortly after 8:00 AM to almost 9:00 AM. Pickups arrived about 2:45 PM and all activity occurred in 10 minutes from 2:58 to 3:08 PM. Y ' e Obviously, overall, this is a minimum amount of activity. However, adding 50 percent more students could double or triple this activity since the new students must of necessity live- in homes a greater distance from the school.. A smaller ,percentage will walk and a larger percentage will come in school buses proportionately than the currently school, population. Franklin School Traffic activity at the Franklin School was counted on Monday, June 19, 1989 as background information for the planning for the Thomson School and the school plan for the Calzetta Farm site. The Franklin School is located on the easterly side of Andover Street and is set back about 0.2 miles from Andover Street. All students are dropped off in the school area. None are dropped off at the curb on Andover Street. The Franklin School has 542 students in grades 1-5. Before 8:00 AM, only one dropoff arrived northbound on Andover Street and three southbound. From 8:00-9:00 AM, 33 more dropoffs occurred form northbound cars and 69 from southbound cars, with 21 and 39 respectively in the 15-minute periods 8:15-8:30 AM, and 8:30-8:45 AM. Only eight dropoffs occurred 8:45-9:00 AM. In all, 106 or about 18 percent of the students are dropped off. From 8:00-9:00 AM, a total of 39 cars and buses entered northbound and 101 southbound on Andover Street. Additional traffic totaled 155 northbound and 398 southbound. A total of 14 school buses entered and exited from 8;00-9:00 AM. All entered from the southbound traffic on Andover. Street, with eight exiting southbound and six northbound, in the afternoon, 2:00-3:00 PM, seven cars with students exited southbound onto Andover Street and 16 northbound. From 3:00-3:30 PM, 33 exited southbound and 48 northbound, with most of the activity between 3:00-3:15 PM (31 and 42, respectively) . In all, 105 or about 17 percent of the students are picked up at the school. Recommendations for the Thomson School As noted, the following percentages of drbpo£fs and pickups were found at the Thomson and Franklin Schools: t No. of School Students AM Dropoffs PM Pickups Thomson School 194 28% (50) 7% (14) Franklin School 542 18% (106) 17% (105) In expanding the Thomson School to serve 300 students, a greater area of the Town will be served. A higher percentage of students will be dropped off or take school buses. 238-BCI. -4- Based on the figures above, it would be reasonable to anticipate one-third of the additional students to be dropped off and 20 percent to be picked up, for planning purposes. Provision for student dropoffs/pickups could, take several forms: 1. All (dropoffs/pickups) in the parking lot 2. Dropoff in the parking lot and on the east side of Waverly Road only 3. Dropoff in the parking lot and both sides of Waverly Road There are tradeoffs. If all parents enter the parking lot, they will probably make at least one left turn, in or out, blocking Waverly Road traffic. This creates the probability of motor vehicle accidents. If the students cross from the west side to east side of Waverly Road, they are in danger if, for any reason, the crossing guard is not present. However, in that case, the parent would be expected to escort the student across the street. In the winter, snow banks could make curbside dropoffs difficult and on many of New England's rainy days, parents will want to dropoff students at the front door in the parking lot. Therefore, for design purposes, we recommend anticipating both situations: all dropoffs within the parking lot and curbside dropoffs. For the former, turning radii and parking lot design should involve a one-way, counter-clockwise flow of traffic. For the latter, curbside dropoffs, the 9-11 foot planting strips on both sides should be stabilized. One method is a jute fabric that is incorporated into the soil. Another is a series of honeycombs. However , we would recommend a "Cape Cod berm" (see attached sketch) , a 2-foot section of mountable curbing, with grass planted behind it. Recommendations for the Calzetta Site The Calzetta site resembles the Franklin School site more than the Thomson School site in that all vehicles will have to enter the school grounds. The site is located between Johnson Street and Abbott Street on the south and north and Marbleridge Road and Rea Street on the west and east. Johnson Street is a major arterial paralleling Route 114, connecting to neighborhoods to the north and south. Some sections are winding and speeds over 35 mph are difficult to attain. At the Calzetta site, Johnson Street widens and is straight and 35-40 mph can be expected. Rea Street connects to Abbott Street which extends eastward to Salem Street and neighborhoods to ,the east, Marbleridge Road extends northward to Great Pond Road and to Route 133 and the neighborhoods to the northeast. o Abbott Street is very narrow, only 18-feet wide at present where a school entrance might be located. Marbleridge,poad is about the same width, although it widens as it proceeds north toward Salem Street. A traffic count was taken at the Johnson Street/Marbleridge Road intersection on Thursday, June 8, 1989 at 15-minute intervals from 7:00-9:00 AM and 2:00-5:00 PM (see Appendix) . The morning peak hour was 7:15-8:15 AM, with 221 vehicles southbound and 207 'northbound for a total of 428. From 3:00-4:00 PM, there were 142 vehicles southbound and 194 northbound, for a total of 336. From 4:00-5:00 PM, there were 158 southbound and 206 northbound, for a total of 364. Marbleridge Road carries a small amount of traffic, 62 from 7:15-8:15 AM, never more than an average of about one car a minute. Overall, traffic in this area, even on Johnson Street, is moderate and no capacity problems exist. Therefore, the focus is on safety. With 600-650 students planned for this site, totals similar to those at the Franklin School can be expected: 15-20 school buses, 125-150 parent dropoffs and pickups in the AM and PM. To use only Johnson Street as an entrance/exit would take some parents out of their way and might encourage dropoffs on the very narrow approach streets. It might also direct a disproportionate amount to 'Rea Street or Marbleridge Road for no apparent reason. However, using Johnston Street only is preferable to Abbott Street only. We definitely do not recommend that only Abbott Street be used for entrance. The street is too narrow and there would undoubtedly be many land takings required to widen it to an acceptable 28-foot width to safely handle all bus and parent traffic. There will also be a problem for school buses making the turn from any direction at intersections such as Marbleridge/Abbott. Attached are diagrams showing the turning paths of an average sized bus. The bus must maneuver to the left of the centerline in order to mAke a right turn even if it is turning from a 20-foot street into a 30-foot street. Therefore, the possibility that all buses enter and exit from Johnson Street should be considered. Actual experience, following construction of the school, may be the best method of resolving this question. Again, this is another reason for using Johnson Street if only one access is considered. We recommend, therefore, entrance/exit on both Johnson Street and Abbott Street. Knowing there may be some wetlands or site/soil difficulties, we will work with the architect on final layouts. However, it does appear most desirable to let all vehicles approach and depart as they wish, thereby not concentrating all- traffic at one location. This means some parents may enter on Abbott Street and depart on Johnson Street. It may be necessary to prohibit direct pass-through of school grounds in off-peak hours to control unnecessary traffic. This can be accomplished by gates or parking lot/access design to discourage high speeds and through routes. Marbleridge Road and Abbott Street should be widened to a minimum of 20 (paved) feet.
